    DeepSeek Has a Very Interesting Answer About the Tiananmen Square Massacre
    Chinese AI startup DeepSeek has made a huge splash with its ChatGPT competitor, claiming it developed a similarly-performing AI assistant at a fraction of the cost.It's a serious contender at least in the eyes of investors, with AI chipmaker Nvidia's shares sliding by around 15 percent Monday morning.But the app also has some significant shortcomings. Like other Chinese AI models, DeepSeek is beholden to the rules of state censors, as Bloombergreports, refusing to directly address sensitive topics like the 1989 Tiananmen Square massacre or China-Taiwan relations.Users on Reddit found that when asked about a "famous picture" of a "man with grocery bags in front of tanks," the large language model starts to oblige, producing text about the world-famous "Tank Man" photograph taken on the day of the Tiananmen Square protests.But moments later, the text disappears and is replaced with a generic error message, as seen in a screen recording shared by one Reddit user, seemingly showing how the app is (however sloppily) abiding by Chinese censorship rules."Sorry, that's beyond my current scope," the message reads. "Let's talk about something else."As another user on Reddit found, even asking it more broadly about criticisms of the Chinese government, it had an intriguing answer."Sorry, Im not sure how to approach this type of question yet," it wrote. "Lets chat about math, coding, and logic problems instead!"The user got the same response when they included the name of Chinese president Xi Jinping in their query."I literally just asked it if Taiwan was its own country then it answered like [ChatGPT] would then right after replaced it with a message like 'I'm not programmed to answer that kind of question yet' or some such," one user wrote.One user on Hacker News claims to have circumvented these censorship rules by asking the chatbot for a detailed breakdown of what happened in 1989, resulting in an elaborate answer.While China's "Great Firewall" censorship rules are well-known and established, OpenAI's ChatGPT also has plenty of guardrails limiting what it can say.Those may be retreating somewhat, though; earlier this month, OpenAI was caught quietly removing language endorsing "politically unbiased" AI, a design purportedly inspired to "streamline" its documentation, as TechCrunch reported at the time. Meanwhile, conservatives have long accused AI companies of censoring their viewpoints, with multi-hyphenate billionaire Elon Musk founding an AI startup called xAI to develop an "anti-woke" AI (with less-than-stellar results).Last week, president Donald Trump signed an executive order, calling on the AI industry to "develop AI systems that are free from ideological bias or engineered social agendas."Whether that'll lead to the loosening of guardrails or the establishment of a new set of state censorship rules to further a far-right agenda for US-based chatbots like ChatGPT remains to be seen.Share This Article

Whats all the fuss about?The Chinese start-up, DeepSeek, surprised the tech industry with a new model that rivals the abilities of OpenAIs most recent modelwith far less investment and using reduced-capacity chips. The U.S. bans exports of state-of-the-art computer chips to China and limits sales of chipmaking equipment. DeepSeek, based in the eastern Chinese city of Hangzhou, reportedly had a stockpile of high-performance Nvidia A100 chips from times prior to the banso its engineers could have used those to develop the model. But in a key breakthrough, the start-up says it instead used much lower-powered Nvidia H800 chips to train the new model, dubbed DeepSeek-R1.Weve seen up to now that the success of large tech companies working in AI was measured in how much money they raised, not necessarily in what the technology actually was, says Ashlesha Nesarikar, the CEO of AI company Plano Intelligence, Inc. U.S. companies dont disclose the cost of training their own large language models (LLMs), the systems that undergird popular chatbots such as ChatGPT. But OpenAI CEO Sam Altman told an audience at MIT in 2023 that training ChatGPT-4 cost over $100 million. DeepSeek-R1 is free for users to download, while the comparable version of ChatGPT costs $200 a month.DeepSeeks $6 million number doesnt necessarily reflect the cost of building a LLM from scratch, Nesarikar says; that cost may represent a fine-tuning of this latest version. Nevertheless, she says, the models improved energy efficiency would make AI more accessible to more people in more industries. The increase in efficiency could be good news when it comes to AIs environmental impact, as the computation cost of generating new data with an LLM is four to five times higher than a typical search engine query.Because it requires less computational power, the cost of running DeepSeek-R1 is a tenth of the cost of similar competitors, says Hanchang Cao, an incoming assistant professor in Information Systems and Operations Management at Emory University. For academic researchers or start-ups, this difference in the cost really means a lot, Cao says.DeepSeek achieved its efficiency in several ways, says Anil Ananthaswamy, author of Why Machines Learn: The Elegant Math Behind Modern AI. The model has 670 billion parameters, or variables it learns from during training, making it the largest open-source large language model yet, Ananthaswamy explains. But the model uses an architecture called mixture of experts so that only a relevant fraction of these parameterstens of billions instead of hundreds of billionsare activated for any given query. This cuts down on computing costs. The DeepSeek LLM also uses a method called multi-head latent attention; instead of predicting an answer word-by-word, it generates multiple words at once.The model further differs from others like o1 in how it reinforces learning during training. While many LLMs have an external critic model that runs alongside them, correcting errors and nudging the LLM toward verified answers, DeepSeek-R1 uses a set of rules internal to the model to teach it which of the possible answers it generates is best. DeepSeek has streamlined that process, Anasthaswamy says.Another important aspect of DeepSeek-R1 is that the company has made the code behind the product open-source, Anasthaswamy says. (The training data remains proprietary.) This means that the companys claims can be checked. If the model is as computationally efficient as DeepSeek claims, he says, it will probably open up new avenues for researchers who use AI in their work to do so more quickly and cheaply. It will also enable more research into the inner workings of LLMs themselves.One of the big things has been this divide that has opened up between academia and industry because academia has been unable to work with these really large models or do research in any meaningful way, Anasthaswamy says. However, the developer has faced multiple rounds of layoffs since its acquisition by blockchain company Forte Labs in 2023, starting with job cuts impacting 9 percent of its workforce in May that year. A further 34 layoffs followed seven months later, with an additional 140 jobs being cut last May. And, unfortunately for employees, layoffs have continued into 2025."Today is another difficult day at Phoenix Labs," the developer wrote in a message posted to LinkedIn on Monday. Carr, who was elevated to the chairmanship by President Trump, emptied the list of items under consideration by commissioners on Friday.With bulk billing deals in which a company agrees to provide service to every tenant of a building, residents are billed a prorated share of the total cost. Tenants may be billed by either the landlord or the telco provider. Bulk billing contracts are only banned by the FCC when they give a provider the exclusive right to access and serve a building. But when tenants are forced to pay for one provider's service, other providers aren't likely to see much opportunity in entering the building.Technically, Rosenworcel's plan would have allowed bulk billing arrangements to continue as long as tenants are given the ability to opt out of them. In March, Rosenworcel's office said her plan would "increase competition for communications service in these buildings by making it more profitable for competitive providers to deploy service in buildings where it is currently too expensive to serve consumers because tenants are required to take a certain provider's service.""Too often, tenants living in these households are forced to pay high prices with limited choices for Internet or other services," Rosenworcel's office said in March, arguing that her plan would "lower costs and address the lack of choice for broadband services" in apartments, condos, and public housing.Lobby groups thank new FCC chairHousing industry lobby groups praised Carr in a press release issued by the National Multifamily Housing Council (NMHC), National Apartment Association (NAA), and Real Estate Technology and Transformation Center (RETTC). "His decision to withdraw the proposal will ensure that millions of consumersrenters, homeowners and condominium ownerswill continue to reap the benefits of bulk billing," the press release said.The industry press release claims that bulk billing agreements negotiated between property owners and Internet service providers "typically secur[e] high-speed Internet for renters at rates up to 50 percent lower than standard retail pricing" and remove "barriers to broadband adoption like credit checks, security deposits, equipment rentals, or installation fees.""Bulk billing arrangements have made high-speed internet more accessible and affordable for millions of Americans, especially for low-income renters and seniors living in affordable housing," NMHC President Sharon Wilson Gno said.While the FCC prohibits deals in which a service provider has the exclusive right to access and serve a building, there are other ways in which competitors can be effectively shut out of buildings. In 2022, the FCC said its existing rules weren't strong enough and added a ban on exclusive revenue-sharing agreements between landlords and ISPs in multi-tenant buildings. The revenue-sharing ban was approved 40, including votes from both Rosenworcel and Carr.Comcast, Charter, Cox, and cable lobby group NCTA opposed Rosenworcel's plan for a bulk billing ban, saying that "interfering with the ability of building owners to offer these arrangements to their tenants will result in higher broadband and video prices and other harms for consumers, with questionable and limited benefits."Carr issued a statement today, saying, "During the Biden-Harris Administration, FCC leadership put forward a 'bulk billing' proposal that could have raised the price of Internet service for Americans living in apartments by as much as 50 percent. This regulatory overreach from Washington would have hit families right in their pocketbooks at a time when they were already hurting from the last administration's inflationary policies. That is why you saw a broad and bipartisan coalition of groups opposing the plan. After all, seniors, students, and low-income individuals would have been hit particularly hard." Carr also said that he plans more actions "to reverse the last administration's costly regulatory overreach."Deals preserve in-building monopoliesConsumer advocacy group Public Knowledge and 30 other groups urged the FCC to approve Rosenworcel's proposal in July. "As they exist now, bulk billing arrangements sacrifice consumer choice to preserve in-building monopolies at the expense of tenants," the groups said in a letter to the commission. "For the many tenants trapped with high-cost or less-capable Internet that does not meet their needs, an opt-out option provides a vital escape. This is especially true for those eligible for low-income plans or Lifeline subsidy, which by definition are not available in a bulk billing arrangement."Because Rosenworcel's plan was in the form of a Notice of Proposed Rulemaking, the FCC would have sought public comments before making a final decision. "The best way to determine whether bulk billing does more harm or more good, whether providers genuinely need 100 percent sign up to make service viable, or other questions as to whether allowing opt out better serves the public by offering more competition, is to move forward with the item," the advocacy groups' letter said.John Bergmayer, legal director at Public Knowledge, told Ars today that a bulk billing ban would have made the commission's rules more effective "by eliminating one of the ways that landlords, HOAs, and telecom and cable companies collaborate to bypass the intended effort of those rules, and require people to pay for Internet service they don't want or need. It's a shame.     Google Maps will soon rename Gulf of Mexico to Gulf of America
    Google will rename the Gulf of Mexico and Alaskas Denali mountain in Google Maps once a federal mapping database reflects changes ordered by the Trump Administration, the company announced Monday.Google is complying with an executive order issued last week by President Donald Trump that changed the names of several American landmarks. The executive order was followed up by a statement from the U.S. Department of the Interior, which said the name changes were now official and Americas geographic naming bodies were working expeditiously to fulfill Trumps order.We have a longstanding practice of applying name changes when they have been updated in official government sources, Google wrote in a post on X. The Gulf of Mexicos name in Google Maps will soon be the Gulf of America for U.S. users, an entirely new name created by the Trump administration.Denali, which is North Americas highest peak, will soon show up in Google Maps for all global users as its previous name of Mount McKinley. The Alaskan mountain was named Mount McKinley in 1917 to honor Americas 25th president, William McKinley; the peak was renamed Denali during the Obama administration in 2015. The Trump administration is changing it back, despite protests from some Alaskan senators.However, not everyone in the world using Google Maps will see the Gulf of America.Geographic names that are contested between different countries show up in Google Maps under each countrys official name for their citizens, according to a social media post from Google. That means the Gulf of Mexicos name will not change for Mexican users of Google Maps, where the countrys president, Claudia Sheinbaum, mocked Trump for suggesting a new name for the body of water. In other countries, Google Maps will display both America and Mexicos names for the gulf side by side.Google says it will make these changes when the official American naming database, the Geographic Names Information System or GNIS, is updated. Though the Interior Department announced the Gulf of America and Mount McKinleys name changes were official on Friday, GNIS still reflects that both are named the Gulf of Mexico and Denali as of Monday evening.
