Cloak and Dagger has been one of the better Strategists since the release of Marvel Rivals. With the buffs they received in Season One, the duo of Darkness and Light is arguably the best Strategist in the game. They provide immense healing, reduce resistances of enemies, save allies from devastating abilities, and cover large areas with their ultimate, Eternal Bond.
