It’s from the Auschwitz-Monowitz camp, a satellite to Auschwitz created to provide slave labour to the IG Farben corporation for the construction of a synthetic rubber factory. 
    The discovery of a sister building, back in 2012, led exhibition chief curator and architectural historian Robert Jan van Pelt, University Professor at the Waterloo School of Architecture, on a research journey to write a comprehensive history of the barracks—temporary buildings that have not only housed prisoners, but also provided shelter for military servicemen and women, refugees, and natural disaster survivors. “Many people have experienced, for shorter or longer time periods, life in a barrack, and for all of them it represented life on the edge, for better or worse,” writes Van Pelt.

    Van Pelt’s book criss-crosses with ease through architectural history, military history, and the history of medicine—all of which played crucial roles in the evolving development of this seemingly simple building type. The book is arranged in a dozen episodes, with the barrack at the centre of each, serving as an anchor point for unfolding the rich intellectual and historical context shaping the way these structures were developed and deployed. The book is richly illustrated with archival materials—a feat in itself, given that the documentation for temporary buildings, particularly before 1900, is scarce. These drawings, photos, and paintings are supplemented with 20 worm’s eye views of key buildings, carefully composed by a team of Waterloo architecture school students and alumni.

    Like many vernacular buildings, temporary structures larger than a tent, designed to house soldiers in the field, have existed at least since Ancient Rome. One of the first visual accounts of barracks came centuries later, in the winter of 1572, when the Spanish laid siege to the Dutch city of Haarlem, and cartographer Thomas Thomaszoon sketched the position of dozens of Spain’s wood-and-straw structures outside the city. The siege was successful, but only a few years later, the Dutch Republic gained the upper hand. As part of the creation of a standing army, they began to develop more precise instructions for the layout of camps, including the construction of temporary barracks.

    The Napoleonic army made use of barracks in both military camps and training camps; by the mid-1800s, the construction of various barrack types was detailed in field construction manuals issued to officers in many European armies.
    During the Crimean War, over 3,500 prefabricated barracks were manufactured in a Gloucester factory, as a solution to the appalling conditions at the front. But when the structures arrived at port, British forces were not able to unload and erect them—the materials for a single building weighed more than two tons, and each would require 60 horsesto transport to camp on the muddy roads.

    Prefabrication was also used, with somewhat more success, towards the end of the conflict to erect field hospitals designed by British engineer Isambard Kingdom Brunel with a priority on cross-ventilation to limit the spread of disease. Low mortality rates from similar structures led to a continued preference for “barrack hospitals” based on groupings of low-slung, well-ventilated pavilions, rather than conceived as single grand structures. The model was further refined with the addition of primitive underfloor heating and ridge ventilation by former surgeon William A. Hammond for the Union Army during the American Civil War. 
    Barrack hospitals were constructed for civilian use, as well. Following the conclusion of the Franco-Prussian war, such designs were built to house patients with infectious diseases in Berlin and proposed as a means to bring professional medical care to Germany’s rural areas. A barracks-inspired hospital was built in Saint Petersburg, Russia, in 1889, and continues to be operational. 
    If the barrack as an accommodation for the sick is a progressive tale, the 19th-century history of the barrack is equally checkered by the building type’s use for prisoner accommodation, including in the penal colonies of Australia and French Guiana. In North America, barracks were used in an internment camp for Native American Dakotas, and Civil War-era Union barracks at Camp Douglas were used to house Confederate prisoners. The oldest preserved barrack in the world may be in Canada, at Grosse Isle national park. Here, barrack-style quarantine sheds were used to detain thousands of Irish immigrant families during the typhoid fever epidemic of 1846-47, and their damp, fetid conditions contributed to many deaths—an episode Van Pelt describes as a “blot on the national consciousness of Canada.”

    At the turn of the 19th century, the prefabricated portable barrack came to the fore with the manufacturing of the Doecker barracks, by Christoph & Unmack, a firm based in Copenhagen and Germany. Developed by a former military officer-turned-tentmaker, the technically sophisticated model used large rectangular frames that could be clipped together, and covered with “felt-cardboard”—dense felt pressed onto canvas and impregnated with linseed oil. The self-supporting structures proved easy to set up, dismount, and transport, making them suitable for both military applications—and, with little modification, for humanitarian aid. The Red Cross deployed Doecker barracks for use as field hospitals in Manchuria and Yokohama during the Russo-Japanese War. 
    The Barrack, 1572-1914 wraps up in in the early 20th century, but with the note that in the ensuing decades until 1945, millions of barracks were produced by many of the world’s major nations—and that most of these were erected in barbed-wire-ringed compounds. “This is the period in which tens if not hundreds of millions of people, many of whom were civilians, were forced to live in barracks, as refugees, as expellees, as civilian internees, as forced laborers, as prisoners or war, as concentration camp prisoners, and as people made homeless by the destruction wrought by war,” writes Van Pelt. Up until 1914, he notes, this building type largely carried a sense of achievement—an image that would change sharply with the Age of the Camps. But although a WWII barrack was responsible for instigating Van Pelt’s initial investigation, that time period will need to await a second volume on this simple building type with a rich, complex, and complicated history.

  • The Canadian government is building housing cooperatives again. Can the U.S. follow suit?

    Both Canada and the United States have deep-seated affordability problems, but only the former is doing anything substantial about it.
    Forthcoming housing cooperatives at 2444 Eglinton Avenue in Toronto, and in Upper Hammonds Plains, Nova Scotia, are helping put a dent in Canada’s affordable housing shortage.

    Vancouver’s home prices today are close to $1 million, and rental prices in Toronto are equally astronomical.
    To buck this trend, Canada’s Co-operative Housing Development Program (CHDP) unlocked $1.5 billion in federal financing to support new cooperative housing.
    This is all happening as part of Canada’s National Housing Strategy, a $115 billion plan to boost affordability. 
    “In Toronto, the housing crisis is as severe as it’s ever been,” UT Daniels professor Keisha St.
    Louis-McBurnie, a Toronto-based urban planner at Monumental, told AN. 
    “We’ve seen real growth in housing encampments, especially during COVID-19,” St.
    Louis-McBurnie said.
    “There’s been very limited new transitional and supportive housing across [Toronto].
    Households are getting priced out of the market, including professional middle-income ones.
    Folks who are low-income that require the most housing support are not able to access new affordable housing, especially in consideration to what’s getting built in Toronto.”

    Claire Weisz’s office, WXY, as of this year has locations in New York and Toronto.
    Weisz recently spoke at the Canadian Club Toronto, in a round table moderated by Alex Bozikovic, about urbanism.
    “Huge troves of affordable housing in New York has, in recent years, been taken from people who can’t afford down payments on co-ops,” Weisz told AN.
    “We’ve sacrificed so much.
    Some organizations have tried to stop this, but without policy support from the city, it’s really in vain.”
    “My big worry is that right now, like Toronto, New York is starting to be like the rest of the U.S.
    and rely on developer-led for-profits, versus not-for-profits,” Weisz added.
    “There needs to be a reawakening of not-for-profit development coalitions.”
    “The Co-operative Housing Sector is Booming”
    The Canadian National Housing Strategy’s longterm goal is to build 156,000 affordable units and repair over 298,000 existing ones.
    Housing cooperatives are getting built all over Canada as part of the program, from British Columbia, Ontario, and Nova Scotia.
    Planning departments are prioritizing the needs of First Nations communities and Black Canadians to help rectify past injustices.
    This is happening as rent prices skyrocket, and Toronto’s skyline is populated with new landmarks by Frank Gehry, Studio Gang, BIG, and others.

    Cooperative housing was first built in Canada in the 1930s.
    Regent Park in Toronto was the country’s first public housing campus, finished in 1949.
    This legacy continued through the 1960s and ’70s, when radical co-ops like Rochdale College and Neill-Wycik were built for University of Toronto students.
    Willow Park Housing Co-op (1966) went up in Winnipeg thanks to CHF Canada, a joint initiative by the Canadian Labour Congress and the Co-operative Union of Canada.
    The New Democratic Party (NDP) constructed abundant cooperative housing in Vancouver.
    Milton Park got built in Montreal in the 1980s.
    Between 1973 and 1993, CHF Canada built a total 92,000 cooperatively-owned units.
    (This history was captured by Leslie Coles in Under Construction: A History of Co-operative Housing in Canada.) All this momentum was brought to a halt during successive Brian Mulroney and Jean Chrétien Premierships, however, when government support for supportive housing was cut, much like what was happening in the U.S.
    at that time under the Clinton administration with the Faircloth Amendment.
    Regent Park’s original architecture was demolished in 2005 as part of the Regent Park Revitalization Plan, and replaced with a private, mixed-income community.

    A regime of state-imposed austerity ensued, leading up to the affordability crisis both Canada and the U.S.
    have today.
    Unlike the United States, however, Canada seems to have learned from its past mistakes.

    Thanks to Canada’s Co-operative Housing Development Program, eight co-ops are getting built right now.
    Toronto Mayor Olivia Chow has prioritized new affordable housing construction and land trusts, and is doing much to fight gentrification.
    BC Builds is an initiative helping fast track cooperative housing in Vancouver City Council.
    “Since the 1990s there’s been a shift in liberal to conservative and neoliberal federal governments,” St.
    Louis-McBurnie said.
    “This resulted in reduced public investment in significant social programs, including public and not-for-profit housing.
    These successive governments devolved responsibility for funding affordable housing to provincial governments across the country, Ontario in particular.
    Places like Regent Park now have a public-private partnership model, meaning it’s now on the private market.
    Alexandra Park is going through a similar privatization process.”

    “But now, there’s interest in alternatives” to market rate development St.
    Louis-McBurnie affirmed, “and the co-operative housing sector is booming.” Provinces and cities are also implementing “communal land trust models to support the scaling and retaining of assets,” she said.

    “Maybe there’s a way to build a funding and oversight mechanism for existing co-ops worried about going under water, and for households to sign up for a program that helps them to stay in [Mitchell-Lama],” Weisz elaborated.
    “Maybe there could even be a program for rental apartments to get into that program?”
    WXY is currently working on a Mitchell-Lama campus in the Bronx, Stevenson Commons, together with Habitat for Humanity.
    The goal is to maintain Stevenson Common’s affordability with rent-stabilized flats at very low rates.
    Parking lots at Stevenson Commons were rezoned to allow for new housing, which helps maintain affordability, while new public spaces and tennis clubs were added.
    There will be incentives to help seniors age in place, and for multigenerational households.

The goal is to maintain Stevenson Common’s affordability with rent-stabilized flats at very low rates. Parking lots at Stevenson Commons were rezoned to allow for new housing, which helps maintain affordability, while new public spaces and tennis clubs were added. There will be incentives to help seniors age in place, and for multigenerational households. Rochdale Village in Queens (Zara Pfeifer) Weisz sees opportunities to finance cooperative housing with ulterior means, like capital raised from Habitat for Humanity, but also congestion pricing. “We should be using new lines and TOD to actually support neighborhoods and co-ops, and people that are ultimately the ones who stay and support neighborhoods,” she said. “Why not subsidize co-op structures? The only way to do that is if there’s city-owned land, because, otherwise, the land cost is so expensive, you have to develop it at market rate.” “There’s a lot of city sites that have been identified for housing,” Weisz noted. “There’s all sorts of sites in the city’s hands right beside the Manhattan Bridge, for instance, or along the BQE. All of those sites could become new co-ops. What if we built a new Co-op City in Brooklyn?”

    Chancellor Rachel Reeves is understood to be considering reinstating a form of private financing to pay for public projects, including social infrastructure schemes such as schools, ahead of the launch of its 10-Year Infrastructure Strategy next month.
    It would be the first major rollout of PFI in England since 2018, when then chancellor Philip Hammond declared the successor scheme to the original PFI programme as “inflexible and overly complex”.

    Speaking at a meeting of the Public Accounts Committee in Parliament yesterday, Vickerstaff highlighted issues that had blighted historic PFI schemes where construction risk had been transferred to the private sector.
    “Just what we’re seeing on school projects, leaking roofs is a consistent, constant drum beat, fire door stopping, acoustics, lighting levels, the ability of classrooms to be operable in a white board environment, problems around leisure centres or sports facilities, contamination of land, latent defects of refurbishments on old buildings creating real problems,” he said.
    “The dash to get the schools ready for September, I cannot tell you how many PFI schools have that problem, and we need to get the private sector to fix it.”
    But while Vickerstaff said he was “ambivalent” about a new generation of PFI contracts, he argued contractual arrangements on new schemes could contain less risk for the public purse if the government did decide to opt for this route in its infrastructure strategy.
    “I would say that compared with 25 years ago, the asset management, the building information systems and computer aided facilities management has vastly improved so we’re dealing with a generation of contracts that would certainly by improved whether it’s public sector or private sector,” he said.
    “I’m ambivalent but what we need to make sure is that we learn from the mistakes and definitely get them to fix what we’re experiencing in some situations.”
    Vickerstaff added: “In terms of lessons learned, making sure construction is monitored by a clerk of works and independently certified would be a really important factor moving forward, because construction defects have been a problem because the construction contracts whether it be public sector or private sector have not been well monitored or controlled.”
    Meanwhile, a new report by PwC has called on the government to explore a new generation of public-private finance in order to address the deficit in infrastructure including schools and healthcare.
    The research, published today, found “strong market appetite” for a new model of public-private partnerships which could be based on the Mutual Investment Model developed in Wales.
    PwC corporate finance associate director Dan Whittle said: “There is a strong view that public-private finance has a valuable role to play as a strategic tool to close the UK’s infrastructure gap, particularly at a time when we are constrained by fiscal rules.
    “There is no need to reinvent the fundamentals of the PPP model.
    What must continue to evolve is how we implement this model with refined risk allocation to reflect the current appetite of the market, smarter contract management, and a genuine partnership approach.”
    The government is expected to unveil its infrastructure strategy alongside its spending review in June.
