    The relationship between strategists and designers is key to creating effective work that meets clients’ needs. But strategists can feel misunderstood, and even undervalued, in their attempts to set a project’s direction through clear and meaningful thinking.
    We spoke with a range of in-house and independent strategists about what they wish designers knew about their work.
    Is the role of strategists changing, like so many design industry roles right now? If so, how?
    “The lightning speed turnaround” of creative work is creating new pressures, says Gardiner Richardson’s associate director and strategic lead, Matt Forster.
    Partly this is down to the rise of AI, which is front-of-mind according to independent strategist Manfred Abraham, who has held senior roles at Interbrand and Wolff Olins.
    The two big shifts, he says, are AI’s potential to bring efficiency to the process – using information gathering and analytics to inform insights – and the dramatic changes that AI will bring to the consumer landscape.
    “Imagine a world where your personal AI agent makes your life much easier,” he says. “What are consumers going to do with their extra time? Strategists will have to work in close collaboration with creatives to be able to imagine the future for our clients.”
    Beyond AI, consumers’ withering attention spans, coupled with the proliferating demands on their time, creates a big challenge.
    “Brands are looking for strategists to show them high interest areas of culture where they have a credible role to play, making it easier for them to reach their audience,” says Matt Boffey, chief strategy officer, UK & Europe, at Design Bridge and Partners.
    As the world becomes more complex, there is a renewed appetite for clarity, says Polly Clark, a strategy consultant for agencies like Buddy Creative in Cornwall.
    “I’m seeing that simplicity is even more important than ever,” she says. “Overly complex or convoluted thinking isn’t helpful for anyone, and just slows everything down.”
    And some strategists have noticed a bit of mission creep. “Increasingly, clients are expecting strategists to contribute at a broader business level not purely brand strategy, design or comms,” says Louise Kennedy, who recently joined Into The Light as head of strategy.
    What don’t designers understand about your role?
    “Strategy is not a threat or a limit to designers’ creativity,” says Gardiner Richardson’s Matt Forster. “It’s a springboard to a controlled creative leap.”
    Into the Light’s Louise Kennedy points out that “designers, on the whole, are visual and often want to get to the ‘creative ask’ very quickly so they can start doing what they do best.
    “But many of us strategists enjoy taking people on the journey of how we got there by unpacking context and patterns. What designers might see as wordy, we see as fascinating storytelling, but perhaps we tell them more than they need to know, to protect our own egos.”
    There seems to be a recurring tension between the idea of strategists as left brain thinkers – rigorous, analytical, and logical – against designers as right-brain thinkers – more creative and emotional.
    But Manfred Abraham points out this is a false – if persistent – way of looking at strategy. “Some designers have missed that there might be a strong right brain there as well!” he says.
    What don’t clients understand about your role?
    “Unless clients have experienced it before, they aren’t immediately going to understand the value of strategy,” Gardiner Richardson’s Matt Forster says. “They may have worked with agencies who underpin their creative approaches on little substance.
    “Once we’ve explained our strategic process, why we follow it and the value it will create for all their creative communications and wider business, it’s a no brainer.”
    Nor does every client understand the commercial power of great design. “In the brand consulting and growth space specifically, clients often think that strategy is communication strategy,” says Manfred Abraham. “The strategies we develop go much further than that – communications is a part of it.”
    And adding all this value takes time – more than some clients realise.
    “I think for clients, it is understanding the need to protect the time and space to do a proper job at this stage and the benefit that will bring,” says Into The Light’s Louise Kennedy. “We might even need to commission new insight work if we feel there are big gaps in knowledge,” she adds.
    How do you balance multiple client meetings with getting the deep thinking done?
    This, most strategists agree, is a precarious juggling act.
    “It sometimes feels like ‘manager time’ has won out over ‘maker time,’” says Design Bridge and Partners’ Matt Boffey. “Days are apportioned into slots, from 30 minutes to an hour, which is perfect for meetings but inadequate for building momentum on substantial projects.
    The goal, he insists, isn’t to eliminate meetings. “Collaboration remains essential. Rather, it’s to create conditions where both discussion and deep work can thrive. We must be careful that ‘talking’ doesn’t completely squeeze out ‘doing’.”
    He encourages his team to block time between meetings to mentally stretch, as you might after a gym session.
    “And I’m a strong advocate for reserving longer periods, either half days or full days, for the ‘deep work’ required when writing a discovery debrief or developing brand strategy.”
    Although Louise Kennedy blocks out time in this way, she finds it doesn’t always work for her. “Often in those moments I can get brainfreeze as I feel under pressure to produce something smart,” she says.
    “So I like to read everything on a project then leave it for at least a day so my brain can digest it fully and start working behind the scenes.”
    External consultants can work the schedule that suits them. On most days, Manfred Abraham gets up at 5.30am because that’s when his brain is at its best. It’s also a time of day free of client meetings, “so it’s great thinking time,” he says.
    Polly Clark, on the other hand, embraces this juggling act. “It’s always something I’ve needed to do, and actually helps sharpen my thinking. Switching focus means I can come back to things fresher, and stops me getting caught up in the weeds.”

  • Insites: Addressing the Northern housing crisis

    The housing crisis in Canada’s North, which has particularly affected the majority Indigenous population in northern communities, has been of ongoing concern to firms such as Taylor Architecture Group. Formerly known as Pin/Taylor, the firm was established in Yellowknife in 1983. TAG’s Principal, Simon Taylor, says that despite recent political gains for First Nations, “by and large, life is not improving up here.”
    Taylor and his colleagues have designed many different types of housing across the North. But the problems exceed the normal scope of architectural practice. TAG’s Manager of Research and Development, Kristel Derkowski, says, “We can design the units well, but it doesn’t solve many of the underlying problems.” To respond, she says, “we’ve backed up the process to look at the root causes more.” As a result, “the design challenges are informed by much broader systemic research.” 
    We spoke to Derkowski about her research, and the work that Taylor Architecture Group is doing to act on it. Here’s what she has to say.
    Inadequate housing from the start
    The Northwest Territories is about 51% Indigenous. Most non-Indigenous people are concentrated in the capital city of Yellowknife. Outside of Yellowknife, the territory is very much majority Indigenous. 
    The federal government got involved in delivering housing to the far North in 1959. There were problems with this program right from the beginning. One issue was that when the houses were first delivered, they were designed and fabricated down south, and they were completely inadequate for the climate. The houses from that initial program were called “Matchbox houses” because they were so small. These early stages of housing delivery helped establish the precedent that a lower standard of housing was acceptable for northern Indigenous residents compared to Euro-Canadian residents elsewhere. In many cases, that double-standard persists to this day.
    The houses were also inappropriately designed for northern cultures. It’s been said in the research that the way that these houses were delivered to northern settlements was a significant factor in people being divorced from their traditional lifestyles, their traditional hierarchies, the way that they understood home. It was imposing a Euro-Canadian model on Indigenous communities and their ways of life. 
    Part of what the federal government was trying to do was to impose a cash economy and stimulate a market. They were delivering houses and asking for rent. But there weren’t a lot of opportunities to earn cash. This housing was delivered around the sites of former fur trading posts—but the fur trade had collapsed by 1930. There weren’t a lot of jobs. There wasn’t a lot of wage-based employment. And yet, rental payments were being collected in cash, and the rental payments increased significantly over the span of a couple decades. 
    The imposition of a cash economy created problems culturally. It’s been said that public housing delivery, in combination with other social policies, served to introduce the concept of poverty in the far North, where it hadn’t existed before. These policies created a situation where Indigenous northerners couldn’t afford to be adequately housed, because housing demanded cash, and cash wasn’t always available. That’s a big theme that continues to persist today. Most of the territory’s communities remain “non-market”: there is no housing market. There are different kinds of economies in the North—and not all of them revolve wholly around cash. And yet government policies do. The governments’ ideas about housing do, too. So there’s a conflict there. 
    The federal exit from social housing
    After 1969, the federal government devolved housing to the territorial government. The Government of Northwest Territories created the Northwest Territories Housing Corporation. By 1974, the housing corporation took over all the stock of federal housing and started to administer it, in addition to building their own. The housing corporation was rapidly building new housing stock from 1975 up until the mid-1990s. But beginning in the early 1990s, the federal government terminated federal spending on new social housing across the whole country. A couple of years after that, they also decided to allow operational agreements with social housing providers to expire. It didn’t happen that quickly—and maybe not everybody noticed, because it wasn’t a drastic change where all operational funding disappeared immediately. But at that time, the federal government was in 25- to 50-year operational agreements with various housing providers across the country. After 1995, these long-term operating agreements were no longer being renewed—not just in the North, but everywhere in Canada. 
    With the housing corporation up here, that change started in 1996, and we have until 2038 before the federal contribution of operational funding reaches zero. As a result, beginning in 1996, the number of units owned by the NWT Housing Corporation plateaued. There was a little bump in housing stock after that—another 200 units or so in the early 2000s. But basically, the Northwest Territories was stuck for 25 years, from 1996 to 2021, with the same number of public housing units.
    In 1990, there was a report on housing in the NWT that was funded by the Canada Mortgage and Housing Corporation. That report noted that housing was already in a crisis state. At that time, in 1990, researchers said it would take 30 more years to meet existing housing need, if housing production continued at the current rate. The other problem is that houses were so inadequately constructed to begin with, that they generally needed replacement after 15 years. So housing in the Northwest Territories already had serious problems in 1990. Then in 1996, the housing corporation stopped building more. So if you compare the total number of social housing units with the total need for subsidized housing in the territory, you can see a severely widening gap in recent decades. We’ve seen a serious escalation in housing need.
    The Northwest Territories has a very, very small tax base, and it’s extremely expensive to provide services here. Most of our funding for public services comes from the federal government. The NWT on its own does not have a lot of buying power. So ever since the federal government stopped providing operational funding for housing, the territorial government has been hard-pressed to replace that funding with its own internal resources.
    I should probably note that this wasn’t only a problem for the Northwest Territories. Across Canada, we have seen mass homelessness visibly emerge since the ’90s. This is related, at least in part, to the federal government’s decisions to terminate funding for social housing at that time.

    Today’s housing crisis
    Getting to present-day conditions in the NWT, we now have some “market” communities and some “non-market” communities. There are 33 communities total in the NWT, and at least 27 of these don’t have a housing market: there’s no private rental market and there’s no resale market. This relates back to the conflict I mentioned before: the cash economy did not entirely take root. In simple terms, there isn’t enough local employment or income opportunity for a housing market—in conventional terms—to work. 
    Yellowknife is an outlier in the territory. Economic opportunity is concentrated in the capital city. We also have five other “market” communities that are regional centres for the territorial government, where more employment and economic activity take place. Across the non-market communities, on average, the rate of unsuitable or inadequate housing is about five times what it is elsewhere in Canada. Rates of unemployment are about five times what they are in Yellowknife. On top of this, the communities with the highest concentration of Indigenous residents also have the highest rates of unsuitable or inadequate housing, and also have the lowest income opportunity. These statistics clearly show that the inequalities in the territory are highly racialized. 
    Given the situation in non-market communities, there is a severe affordability crisis in terms of the cost to deliver housing. It’s very, very expensive to build housing here. A single detached home costs over a million dollars to build in a place like Fort Good Hope. We’re talking about a very modest three-bedroom house, smaller than what you’d typically build in the South. The million-dollar price tag on each house is a serious issue. Meanwhile, in a non-market community, the potential resale value is extremely low. So there’s a massive gap between the cost of construction and the value of the home once built—and that’s why you have no housing market. It means that private development is impossible. That’s why, until recently, only the federal and territorial governments have been building new homes in non-market communities. It’s so expensive to do, and as soon as the house is built, its value plummets. 

    The costs of living are also very high. According to the NWT Bureau of Statistics, the estimated living costs for an individual in Fort Good Hope are about 1.8 times what it costs to live in Edmonton. Then when it comes to housing specifically, there are further issues with operations and maintenance. The NWT is not tied into the North American hydro grid, and in most communities, electricity is produced by a diesel generator. This is extremely expensive. Everything needs to be shipped in, including fuel. So costs for heating fuel are high as well, as are the heating loads. Then, maintenance and repairs can be very difficult, and of course, very costly. If you need any specialized parts or specialized labour, you are flying those parts and those people in from down South. So to take on the costs of homeownership, on top of the costs of living—in a place where income opportunity is limited to begin with—this is extremely challenging. And from a statistical or systemic perspective, this is simply not in reach for most community members.
    In 2021, the NWT Housing Corporation underwent a strategic renewal and became Housing Northwest Territories. Their mandate went into a kind of flux. They started to pivot from being the primary landlord in the territory towards being a partner to other third-party housing providers, which might be Indigenous governments, community housing providers, nonprofits, municipalities. But those other organisations, in most cases, aren’t equipped or haven’t stepped forward to take on social housing.
    Even though the federal government is releasing capital funding for affordable housing again, northern communities can’t always capitalize on that, because the source of funding for operations remains in question. Housing in non-market communities essentially needs to be subsidized—not just in terms of construction, but also in terms of operations. But that operational funding is no longer available. I can’t stress enough how critical this issue is for the North.
    Fort Good Hope and “one thing thatworked”
    I’ll talk a bit about Fort Good Hope. I don’t want to be speaking on behalf of the community here, but I will share a bit about the realities on the ground, as a way of putting things into context. 
    Fort Good Hope, or Rádeyı̨lı̨kóé, is on the Mackenzie River, close to the Arctic Circle. There’s a winter road that’s open at best from January until March—the window is getting narrower because of climate change. There were also barges running each summer for material transportation, but those have been cancelled for the past two years because of droughts linked to climate change. Aside from that, it’s a fly-in community. It’s very remote. It has about 500-600 people. According to census data, less than half of those people live in what’s considered acceptable housing. 
    The biggest problem is housing adequacy. That’s CMHC’s term for housing in need of major repairs. This applies to about 36% of households in Fort Good Hope. In terms of ownership, almost 40% of the community’s housing stock is managed by Housing NWT. That’s a combination of public housing units and market housing units—which are for professionals like teachers and nurses. There’s also a pretty high percentage of owner-occupied units—about 46%. 
    The story told by the community is that when public housing arrived in the 1960s, the people were living in owner-built log homes. Federal agents arrived and they considered some of those homes to be inadequate or unacceptable, and they bulldozed those homes, then replaced some of them—but maybe not all—with public housing units. Then residents had no choice but to rent from the people who took their homes away. This was not a good way to start up a public housing system.
    The state of housing in Fort Good Hope
    Then there was an issue with the rental rates, which drastically increased over time. During a presentation to a government committee in the ’80s, a community member explained that they had initially accepted a place in public housing for a rental fee of a month in 1971. By 1984, the same community member was expected to pay a month. That might not sound like much in today’s terms, but it was roughly a 13,000% increase for that same tenant—and it’s not like they had any other housing options to choose from. So by that point, they’re stuck with paying whatever is asked. 
    On top of that, the housing units were poorly built and rapidly deteriorated. One description from that era said the walls were four inches thick, with windows oriented north, and water tanks that froze in the winter and fell through the floor. The single heating source was right next to the only door—residents were concerned about the fire hazard that obviously created. Ultimately the community said: “We don’t actually want any more public housing units. We want to go back to homeownership, which was what we had before.” 
    So Fort Good Hope was a leader in housing at that time and continues to be to this day. The community approached the territorial government and made a proposal: “Give us the block funding for home construction, we’ll administer it ourselves, we’ll help people build houses, and they can keep them.” That actually worked really well. That was the start of the Homeownership Assistance Programthat ran for about ten years, beginning in 1982. The program expanded across the whole territory after it was piloted in Fort Good Hope. The HAP is still spoken about and written about as the one thing that kind of worked.

    Funding was cost-shared between the federal and territorial governments. Through the program, material packages were purchased for clients who were deemed eligible. The client would then contribute their own sweat equity in the form of hauling logs and putting in time on site. They had two years to finish building the house. Then, as long as they lived in that home for five more years, the loan would be forgiven, and they would continue owning the house with no ongoing loan payments. In some cases, there were no mechanical systems provided as part of this package, but the residents would add to the house over the years. A lot of these units are still standing and still lived in today. Many of them are comparatively well-maintained in contrast with other types of housing—for example, public housing units. It’s also worth noting that the one-time cost of the materials package was—from the government’s perspective—only a fraction of the cost to build and maintain a public housing unit over its lifespan. At the time, it cost about to to build a HAP home, whereas the lifetime cost of a public housing unit is in the order of This program was considered very successful in many places, especially in Fort Good Hope. It created about 40% of their local housing stock at that time, which went from about 100 units to about 140. It’s a small community, so that’s quite significant. 
    What were the successful principles?

    The community-based decision-making power to allocate the funding.
    The sweat equity component, which brought homeownership within the range of being attainable for people—because there wasn’t cash needing to be transferred, when the cash wasn’t available.
    Local materials—they harvested the logs from the land, and the fact that residents could maintain the homes themselves.

    The HAP ended the same year that the federal government terminated new spending on social housing. By the late 1990s, the creation of new public housing stock or new homeownership units had gone down to negligible levels. But more recently, things started to change. The federal government started to release money to build affordable housing. Simultaneously, Indigenous governments are working towards Self-Government and settling their Land Claims. Federal funds have started to flow directly to Indigenous groups. Given these changes, the landscape of Northern housing has started to evolve.
    In 2016, Fort Good Hope created the K’asho Got’ine Housing Society, based on the precedent of the 1980s Fort Good Hope Housing Society. They said: “We did this before, maybe we can do it again.” The community incorporated a non-profit and came up with a five-year plan to meet housing need in their community.
    One thing the community did right away was start up a crew to deliver housing maintenance and repairs. This is being run by Ne’Rahten Developments Ltd., which is the business arm of Yamoga Land Corporation. Over the span of a few years, they built up a crew of skilled workers. Then Ne’Rahten started thinking, “Why can’t we do more? Why can’t we build our own housing?” They identified a need for a space where people could work year-round, and first get training, then employment, in a stable all-season environment.
    This was the initial vision for the Fort Good Hope Construction Centre, and this is where TAG got involved. We had some seed funding through the CMHC Housing Supply Challenge when we partnered with Fort Good Hope.
    We worked with the community for over a year to get the capital funding lined up for the project. This process required us to take on a different role than the one you typically would as an architect. It wasn’t just schematic-design-to-construction-administration. One thing we did pretty early on was a housing design workshop that was open to the whole community, to start understanding what type of housing people would really want to see. Another piece was a lot of outreach and advocacy to build up support for the project and partnerships—for example, with Housing Northwest Territories and Aurora College. We also reached out to our federal MP, the NWT Legislative Assembly and different MLAs, and we talked to a lot of different people about the link between employment and housing. The idea was that the Fort Good Hope Construction Centre would be a demonstration project. Ultimately, funding did come through for the project—from both CMHC and National Indigenous Housing Collaborative Inc.
    The facility itself will not be architecturally spectacular. It’s basically a big shed where you could build a modular house. But the idea is that the construction of those houses is combined with training, and it creates year-round indoor jobs. It intends to combat the short construction seasons, and the fact that people would otherwise be laid off between projects—which makes it very hard to progress with your training or your career. At the same time, the Construction Centre will build up a skilled labour force that otherwise wouldn’t exist—because when there’s no work, skilled people tend to leave the community. And, importantly, the idea is to keep capital funding in the community. So when there’s a new arena that needs to get built, when there’s a new school that needs to get built, you have a crew of people who are ready to take that on. Rather than flying in skilled labourers, you actually have the community doing it themselves. It’s working towards self-determination in housing too, because if those modular housing units are being built in the community, by community members, then eventually they’re taking over design decisions and decisions about maintenance—in a way that hasn’t really happened for decades.
    Transitional homeownership
    My research also looked at a transitional homeownership model that adapts some of the successful principles of the 1980s HAP. Right now, in non-market communities, there are serious gaps in the housing continuum—that is, the different types of housing options available to people. For the most part, you have public housing, and you have homelessness—mostly in the form of hidden homelessness, where people are sleeping on the couches of relatives. Then, in some cases, you have inherited homeownership—where people got homes through the HAP or some other government program.
    But for the most part, not a lot of people in non-market communities are actually moving into homeownership anymore. I asked the local housing manager in Fort Good Hope: “When’s the last time someone built a house in the community?” She said, “I can only think of one person. It was probably about 20 years ago, and that person actually went to the bank and got a mortgage. If people have a home, it’s usually inherited from their parents or from relatives.” And that situation is a bit of a problem in itself, because it means that people can’t move out of public housing. Public housing traps you in a lot of ways. For example, it punishes employment, because rent is geared to income. It’s been said many times that this model disincentivizes employment. I was in a workshop last year where an Indigenous person spoke up and said, “Actually, it’s not disincentivizing, it punishes employment. It takes things away from you.”
    Somebody at the territorial housing corporation in Yellowknife told me, “We have clients who are over the income threshold for public housing, but there’s nowhere else they can go.” Theoretically, they would go to the private housing market, they would go to market housing, or they would go to homeownership, but those options don’t exist or they aren’t within reach. 
    So the idea with the transitional homeownership model is to create an option that could allow the highest income earners in a non-market community to move towards homeownership. This could take some pressure off the public housing system. And it would almost be like a wealth distribution measure: people who are able to afford the cost of operating and maintaining a home then have that option, instead of remaining in government-subsidized housing. For those who cannot, the public housing system is still an option—and maybe a few more public housing units are freed up. 
    I’ve developed about 36 recommendations for a transitional homeownership model in northern non-market communities. The recommendations are meant to be actioned at various scales: at the scale of the individual household, the scale of the housing provider, and the scale of the whole community. The idea is that if you look at housing as part of a whole system, then there are certain moves that might make sense here—in a non-market context especially—that wouldn’t make sense elsewhere. So for example, we’re in a situation where a house doesn’t appreciate in value. It’s not a financial asset, it’s actually a financial liability, and it’s something that costs a lot to maintain over the years. Giving someone a house in a non-market community is actually giving them a burden, but some residents would be quite willing to take this on, just to have an option of getting out of public housing. It just takes a shift in mindset to start considering solutions for that kind of context.
    One particularly interesting feature of non-market communities is that they’re still functioning with a mixed economy: partially a subsistence-based or traditional economy, and partially a cash economy. I think that’s actually a strength that hasn’t been tapped into by territorial and federal policies. In the far North, in-kind and traditional economies are still very much a way of life. People subsidize their groceries with “country food,” which means food that was harvested from the land. And instead of paying for fuel tank refills in cash, many households in non-market communities are burning wood as their primary heat source. In communities south of the treeline, like Fort Good Hope, that wood is also harvested from the land. Despite there being no exchange of cash involved, these are critical economic activities—and they are also part of a sustainable, resilient economy grounded in local resources and traditional skills.
    This concept of the mixed economy could be tapped into as part of a housing model, by bringing back the idea of a ‘sweat equity’ contribution instead of a down payment—just like in the HAP. Contributing time and labour is still an economic exchange, but it bypasses the ‘cash’ part—the part that’s still hard to come by in a non-market community. Labour doesn’t have to be manual labour, either. There are all kinds of work that need to take place in a community: maybe taking training courses and working on projects at the Construction Centre, maybe helping out at the Band Office, or providing childcare services for other working parents—and so on. So it could be more inclusive than a model that focuses on manual labour.
    Another thing to highlight is a rent-to-own trial period. Not every client will be equipped to take on the burdens of homeownership. So you can give people a trial period. If it doesn’t work out and they can’t pay for operations and maintenance, they could continue renting without losing their home.
    Then it’s worth touching on some basic design principles for the homeownership units. In the North, the solutions that work are often the simplest—not the most technologically innovative. When you’re in a remote location, specialized replacement parts and specialized labour are both difficult to come by. And new technologies aren’t always designed for extreme climates—especially as we trend towards the digital. So rather than installing technologically complex, high-efficiency systems, it actually makes more sense to build something that people are comfortable with, familiar with, and willing to maintain. In a southern context, people suggest solutions like solar panels to manage energy loads. But in the North, the best thing you can do for energy is put a woodstove in the house. That’s something we’ve heard loud and clear in many communities. Even if people can’t afford to fill their fuel tank, they’re still able to keep chopping wood—or their neighbour is, or their brother, or their kid, and so on. It’s just a different way of looking at things and a way of bringing things back down to earth, back within reach of community members. 
    Regulatory barriers to housing access: Revisiting the National Building Code
    On that note, there’s one more project I’ll touch on briefly. TAG is working on a research study, funded by Housing, Infrastructure and Communities Canada, which looks at regulatory barriers to housing access in the North. The National Building Codehas evolved largely to serve the southern market context, where constraints and resources are both very different than they are up here. Technical solutions in the NBC are based on assumptions that, in some cases, simply don’t apply in northern communities.
    Here’s a very simple example: minimum distance to a fire hydrant. Most of our communities don’t have fire hydrants at all. We don’t have municipal services. The closest hydrant might be thousands of kilometres away. So what do we do instead? We just have different constraints to consider.
    That’s just one example but there are many more. We are looking closely at the NBC, and we are also working with a couple of different communities in different situations. The idea is to identify where there are conflicts between what’s regulated and what’s actually feasible, viable, and practical when it comes to on-the-ground realities. Then we’ll look at some alternative solutions for housing. The idea is to meet the intent of the NBC, but arrive at some technical solutions that are more practical to build, easier to maintain, and more appropriate for northern communities. 
    All of the projects I’ve just described are fairly recent, and very much still ongoing. We’ll see how it all plays out. I’m sure we’re going to run into a lot of new barriers and learn a lot more on the way, but it’s an incremental trial-and-error process. Even with the Construction Centre, we’re saying that this is a demonstration project, but how—or if—it rolls out in other communities would be totally community-dependent, and it could look very, very different from place to place. 
    In doing any research on Northern housing, one of the consistent findings is that there is no one-size-fits-all solution. Northern communities are not all the same. There are all kinds of different governance structures, different climates, ground conditions, transportation routes, different population sizes, different people, different cultures. Communities are Dene, Métis, Inuvialuit, as well as non-Indigenous, all with different ways of being. One-size-fits-all solutions don’t work—they never have. And the housing crisis is complex, and it’s difficult to unravel. So we’re trying to move forward with a few different approaches, maybe in a few different places, and we’re hoping that some communities, some organizations, or even some individual people, will see some positive impacts.

    Insites: Addressing the Northern housing crisis
    The housing crisis in Canada’s North, which has particularly affected the majority Indigenous population in northern communities, has been of ongoing concern to firms such as Taylor Architecture Group. Formerly known as Pin/Taylor, the firm was established in Yellowknife in 1983. TAG’s Principal, Simon Taylor, says that despite recent political gains for First Nations, “by and large, life is not improving up here.” Taylor and his colleagues have designed many different types of housing across the North. But the problems exceed the normal scope of architectural practice. TAG’s Manager of Research and Development, Kristel Derkowski, says, “We can design the units well, but it doesn’t solve many of the underlying problems.” To respond, she says, “we’ve backed up the process to look at the root causes more.” As a result, “the design challenges are informed by much broader systemic research.”  We spoke to Derkowski about her research, and the work that Taylor Architecture Group is doing to act on it. Here’s what she has to say. Inadequate housing from the start The Northwest Territories is about 51% Indigenous. Most non-Indigenous people are concentrated in the capital city of Yellowknife. Outside of Yellowknife, the territory is very much majority Indigenous.  The federal government got involved in delivering housing to the far North in 1959. There were problems with this program right from the beginning. One issue was that when the houses were first delivered, they were designed and fabricated down south, and they were completely inadequate for the climate. The houses from that initial program were called “Matchbox houses” because they were so small. These early stages of housing delivery helped establish the precedent that a lower standard of housing was acceptable for northern Indigenous residents compared to Euro-Canadian residents elsewhere. In many cases, that double-standard persists to this day. The houses were also inappropriately designed for northern cultures. It’s been said in the research that the way that these houses were delivered to northern settlements was a significant factor in people being divorced from their traditional lifestyles, their traditional hierarchies, the way that they understood home. It was imposing a Euro-Canadian model on Indigenous communities and their ways of life.  Part of what the federal government was trying to do was to impose a cash economy and stimulate a market. They were delivering houses and asking for rent. But there weren’t a lot of opportunities to earn cash. This housing was delivered around the sites of former fur trading posts—but the fur trade had collapsed by 1930. There weren’t a lot of jobs. There wasn’t a lot of wage-based employment. And yet, rental payments were being collected in cash, and the rental payments increased significantly over the span of a couple decades.  The imposition of a cash economy created problems culturally. It’s been said that public housing delivery, in combination with other social policies, served to introduce the concept of poverty in the far North, where it hadn’t existed before. These policies created a situation where Indigenous northerners couldn’t afford to be adequately housed, because housing demanded cash, and cash wasn’t always available. That’s a big theme that continues to persist today. Most of the territory’s communities remain “non-market”: there is no housing market. There are different kinds of economies in the North—and not all of them revolve wholly around cash. And yet government policies do. The governments’ ideas about housing do, too. That’s why, until recently, only the federal and territorial governments have been building new homes in non-market communities. It’s so expensive to do, and as soon as the house is built, its value plummets.  The costs of living are also very high. According to the NWT Bureau of Statistics, the estimated living costs for an individual in Fort Good Hope are about 1.8 times what it costs to live in Edmonton. Then when it comes to housing specifically, there are further issues with operations and maintenance. The NWT is not tied into the North American hydro grid, and in most communities, electricity is produced by a diesel generator. This is extremely expensive. Everything needs to be shipped in, including fuel. So costs for heating fuel are high as well, as are the heating loads. Then, maintenance and repairs can be very difficult, and of course, very costly. If you need any specialized parts or specialized labour, you are flying those parts and those people in from down South. So to take on the costs of homeownership, on top of the costs of living—in a place where income opportunity is limited to begin with—this is extremely challenging. And from a statistical or systemic perspective, this is simply not in reach for most community members. In 2021, the NWT Housing Corporation underwent a strategic renewal and became Housing Northwest Territories. Their mandate went into a kind of flux. They started to pivot from being the primary landlord in the territory towards being a partner to other third-party housing providers, which might be Indigenous governments, community housing providers, nonprofits, municipalities. But those other organisations, in most cases, aren’t equipped or haven’t stepped forward to take on social housing. Even though the federal government is releasing capital funding for affordable housing again, northern communities can’t always capitalize on that, because the source of funding for operations remains in question. Housing in non-market communities essentially needs to be subsidized—not just in terms of construction, but also in terms of operations. But that operational funding is no longer available. I can’t stress enough how critical this issue is for the North. Fort Good Hope and “one thing thatworked” I’ll talk a bit about Fort Good Hope. I don’t want to be speaking on behalf of the community here, but I will share a bit about the realities on the ground, as a way of putting things into context.  Fort Good Hope, or Rádeyı̨lı̨kóé, is on the Mackenzie River, close to the Arctic Circle. There’s a winter road that’s open at best from January until March—the window is getting narrower because of climate change. There were also barges running each summer for material transportation, but those have been cancelled for the past two years because of droughts linked to climate change. Aside from that, it’s a fly-in community. It’s very remote. It has about 500-600 people. According to census data, less than half of those people live in what’s considered acceptable housing.  The biggest problem is housing adequacy. That’s CMHC’s term for housing in need of major repairs. This applies to about 36% of households in Fort Good Hope. In terms of ownership, almost 40% of the community’s housing stock is managed by Housing NWT. That’s a combination of public housing units and market housing units—which are for professionals like teachers and nurses. There’s also a pretty high percentage of owner-occupied units—about 46%.  The story told by the community is that when public housing arrived in the 1960s, the people were living in owner-built log homes. Federal agents arrived and they considered some of those homes to be inadequate or unacceptable, and they bulldozed those homes, then replaced some of them—but maybe not all—with public housing units. Then residents had no choice but to rent from the people who took their homes away. This was not a good way to start up a public housing system. The state of housing in Fort Good Hope Then there was an issue with the rental rates, which drastically increased over time. During a presentation to a government committee in the ’80s, a community member explained that they had initially accepted a place in public housing for a rental fee of a month in 1971. By 1984, the same community member was expected to pay a month. That might not sound like much in today’s terms, but it was roughly a 13,000% increase for that same tenant—and it’s not like they had any other housing options to choose from. So by that point, they’re stuck with paying whatever is asked.  On top of that, the housing units were poorly built and rapidly deteriorated. One description from that era said the walls were four inches thick, with windows oriented north, and water tanks that froze in the winter and fell through the floor. The single heating source was right next to the only door—residents were concerned about the fire hazard that obviously created. Ultimately the community said: “We don’t actually want any more public housing units. We want to go back to homeownership, which was what we had before.”  So Fort Good Hope was a leader in housing at that time and continues to be to this day. The community approached the territorial government and made a proposal: “Give us the block funding for home construction, we’ll administer it ourselves, we’ll help people build houses, and they can keep them.” That actually worked really well. That was the start of the Homeownership Assistance Programthat ran for about ten years, beginning in 1982. The program expanded across the whole territory after it was piloted in Fort Good Hope. The HAP is still spoken about and written about as the one thing that kind of worked.  Self-built log cabins remain from Fort Good Hope’s 1980s Homeownership Program. Funding was cost-shared between the federal and territorial governments. Through the program, material packages were purchased for clients who were deemed eligible. The client would then contribute their own sweat equity in the form of hauling logs and putting in time on site. They had two years to finish building the house. Then, as long as they lived in that home for five more years, the loan would be forgiven, and they would continue owning the house with no ongoing loan payments. In some cases, there were no mechanical systems provided as part of this package, but the residents would add to the house over the years. A lot of these units are still standing and still lived in today. Many of them are comparatively well-maintained in contrast with other types of housing—for example, public housing units. It’s also worth noting that the one-time cost of the materials package was—from the government’s perspective—only a fraction of the cost to build and maintain a public housing unit over its lifespan. At the time, it cost about to to build a HAP home, whereas the lifetime cost of a public housing unit is in the order of This program was considered very successful in many places, especially in Fort Good Hope. It created about 40% of their local housing stock at that time, which went from about 100 units to about 140. It’s a small community, so that’s quite significant.  What were the successful principles? The community-based decision-making power to allocate the funding. The sweat equity component, which brought homeownership within the range of being attainable for people—because there wasn’t cash needing to be transferred, when the cash wasn’t available. Local materials—they harvested the logs from the land, and the fact that residents could maintain the homes themselves. The Fort Good Hope Construction Centre. By the late 1990s, the creation of new public housing stock or new homeownership units had gone down to negligible levels. But more recently, things started to change. The federal government started to release money to build affordable housing. Simultaneously, Indigenous governments are working towards Self-Government and settling their Land Claims. Federal funds have started to flow directly to Indigenous groups. Given these changes, the landscape of Northern housing has started to evolve. In 2016, Fort Good Hope created the K’asho Got’ine Housing Society, based on the precedent of the 1980s Fort Good Hope Housing Society. They said: “We did this before, maybe we can do it again.” The community incorporated a non-profit and came up with a five-year plan to meet housing need in their community. One thing the community did right away was start up a crew to deliver housing maintenance and repairs. This is being run by Ne’Rahten Developments Ltd., which is the business arm of Yamoga Land Corporation. Over the span of a few years, they built up a crew of skilled workers. Then Ne’Rahten started thinking, “Why can’t we do more? Why can’t we build our own housing?” They identified a need for a space where people could work year-round, and first get training, then employment, in a stable all-season environment. This was the initial vision for the Fort Good Hope Construction Centre, and this is where TAG got involved. We had some seed funding through the CMHC Housing Supply Challenge when we partnered with Fort Good Hope. We worked with the community for over a year to get the capital funding lined up for the project. This process required us to take on a different role than the one you typically would as an architect. It wasn’t just schematic-design-to-construction-administration. One thing we did pretty early on was a housing design workshop that was open to the whole community, to start understanding what type of housing people would really want to see. Another piece was a lot of outreach and advocacy to build up support for the project and partnerships—for example, with Housing Northwest Territories and Aurora College. We also reached out to our federal MP, the NWT Legislative Assembly and different MLAs, and we talked to a lot of different people about the link between employment and housing. The idea was that the Fort Good Hope Construction Centre would be a demonstration project. Ultimately, funding did come through for the project—from both CMHC and National Indigenous Housing Collaborative Inc. The facility itself will not be architecturally spectacular. It’s basically a big shed where you could build a modular house. But the idea is that the construction of those houses is combined with training, and it creates year-round indoor jobs. It intends to combat the short construction seasons, and the fact that people would otherwise be laid off between projects—which makes it very hard to progress with your training or your career. At the same time, the Construction Centre will build up a skilled labour force that otherwise wouldn’t exist—because when there’s no work, skilled people tend to leave the community. And, importantly, the idea is to keep capital funding in the community. So when there’s a new arena that needs to get built, when there’s a new school that needs to get built, you have a crew of people who are ready to take that on. Rather than flying in skilled labourers, you actually have the community doing it themselves. It’s working towards self-determination in housing too, because if those modular housing units are being built in the community, by community members, then eventually they’re taking over design decisions and decisions about maintenance—in a way that hasn’t really happened for decades. Transitional homeownership My research also looked at a transitional homeownership model that adapts some of the successful principles of the 1980s HAP. Right now, in non-market communities, there are serious gaps in the housing continuum—that is, the different types of housing options available to people. For the most part, you have public housing, and you have homelessness—mostly in the form of hidden homelessness, where people are sleeping on the couches of relatives. Then, in some cases, you have inherited homeownership—where people got homes through the HAP or some other government program. But for the most part, not a lot of people in non-market communities are actually moving into homeownership anymore. I asked the local housing manager in Fort Good Hope: “When’s the last time someone built a house in the community?” She said, “I can only think of one person. It was probably about 20 years ago, and that person actually went to the bank and got a mortgage. If people have a home, it’s usually inherited from their parents or from relatives.” And that situation is a bit of a problem in itself, because it means that people can’t move out of public housing. Public housing traps you in a lot of ways. For example, it punishes employment, because rent is geared to income. It’s been said many times that this model disincentivizes employment. I was in a workshop last year where an Indigenous person spoke up and said, “Actually, it’s not disincentivizing, it punishes employment. It takes things away from you.” Somebody at the territorial housing corporation in Yellowknife told me, “We have clients who are over the income threshold for public housing, but there’s nowhere else they can go.” Theoretically, they would go to the private housing market, they would go to market housing, or they would go to homeownership, but those options don’t exist or they aren’t within reach.  So the idea with the transitional homeownership model is to create an option that could allow the highest income earners in a non-market community to move towards homeownership. This could take some pressure off the public housing system. And it would almost be like a wealth distribution measure: people who are able to afford the cost of operating and maintaining a home then have that option, instead of remaining in government-subsidized housing. For those who cannot, the public housing system is still an option—and maybe a few more public housing units are freed up.  I’ve developed about 36 recommendations for a transitional homeownership model in northern non-market communities. The recommendations are meant to be actioned at various scales: at the scale of the individual household, the scale of the housing provider, and the scale of the whole community. The idea is that if you look at housing as part of a whole system, then there are certain moves that might make sense here—in a non-market context especially—that wouldn’t make sense elsewhere. So for example, we’re in a situation where a house doesn’t appreciate in value. It’s not a financial asset, it’s actually a financial liability, and it’s something that costs a lot to maintain over the years. Giving someone a house in a non-market community is actually giving them a burden, but some residents would be quite willing to take this on, just to have an option of getting out of public housing. It just takes a shift in mindset to start considering solutions for that kind of context. One particularly interesting feature of non-market communities is that they’re still functioning with a mixed economy: partially a subsistence-based or traditional economy, and partially a cash economy. I think that’s actually a strength that hasn’t been tapped into by territorial and federal policies. In the far North, in-kind and traditional economies are still very much a way of life. People subsidize their groceries with “country food,” which means food that was harvested from the land. And instead of paying for fuel tank refills in cash, many households in non-market communities are burning wood as their primary heat source. In communities south of the treeline, like Fort Good Hope, that wood is also harvested from the land. Despite there being no exchange of cash involved, these are critical economic activities—and they are also part of a sustainable, resilient economy grounded in local resources and traditional skills. This concept of the mixed economy could be tapped into as part of a housing model, by bringing back the idea of a ‘sweat equity’ contribution instead of a down payment—just like in the HAP. Contributing time and labour is still an economic exchange, but it bypasses the ‘cash’ part—the part that’s still hard to come by in a non-market community. Labour doesn’t have to be manual labour, either. There are all kinds of work that need to take place in a community: maybe taking training courses and working on projects at the Construction Centre, maybe helping out at the Band Office, or providing childcare services for other working parents—and so on. So it could be more inclusive than a model that focuses on manual labour. Another thing to highlight is a rent-to-own trial period. Not every client will be equipped to take on the burdens of homeownership. So you can give people a trial period. If it doesn’t work out and they can’t pay for operations and maintenance, they could continue renting without losing their home. Then it’s worth touching on some basic design principles for the homeownership units. In the North, the solutions that work are often the simplest—not the most technologically innovative. When you’re in a remote location, specialized replacement parts and specialized labour are both difficult to come by. And new technologies aren’t always designed for extreme climates—especially as we trend towards the digital. So rather than installing technologically complex, high-efficiency systems, it actually makes more sense to build something that people are comfortable with, familiar with, and willing to maintain. In a southern context, people suggest solutions like solar panels to manage energy loads. But in the North, the best thing you can do for energy is put a woodstove in the house. That’s something we’ve heard loud and clear in many communities. Even if people can’t afford to fill their fuel tank, they’re still able to keep chopping wood—or their neighbour is, or their brother, or their kid, and so on. It’s just a different way of looking at things and a way of bringing things back down to earth, back within reach of community members.  Regulatory barriers to housing access: Revisiting the National Building Code On that note, there’s one more project I’ll touch on briefly. TAG is working on a research study, funded by Housing, Infrastructure and Communities Canada, which looks at regulatory barriers to housing access in the North. The National Building Codehas evolved largely to serve the southern market context, where constraints and resources are both very different than they are up here. Technical solutions in the NBC are based on assumptions that, in some cases, simply don’t apply in northern communities. Here’s a very simple example: minimum distance to a fire hydrant. Most of our communities don’t have fire hydrants at all. We don’t have municipal services. The closest hydrant might be thousands of kilometres away. So what do we do instead? We just have different constraints to consider. That’s just one example but there are many more. We are looking closely at the NBC, and we are also working with a couple of different communities in different situations. The idea is to identify where there are conflicts between what’s regulated and what’s actually feasible, viable, and practical when it comes to on-the-ground realities. Then we’ll look at some alternative solutions for housing. The idea is to meet the intent of the NBC, but arrive at some technical solutions that are more practical to build, easier to maintain, and more appropriate for northern communities.  All of the projects I’ve just described are fairly recent, and very much still ongoing. We’ll see how it all plays out. I’m sure we’re going to run into a lot of new barriers and learn a lot more on the way, but it’s an incremental trial-and-error process. Even with the Construction Centre, we’re saying that this is a demonstration project, but how—or if—it rolls out in other communities would be totally community-dependent, and it could look very, very different from place to place.  In doing any research on Northern housing, one of the consistent findings is that there is no one-size-fits-all solution. Northern communities are not all the same. There are all kinds of different governance structures, different climates, ground conditions, transportation routes, different population sizes, different people, different cultures. Communities are Dene, Métis, Inuvialuit, as well as non-Indigenous, all with different ways of being. One-size-fits-all solutions don’t work—they never have. And the housing crisis is complex, and it’s difficult to unravel.     Insites: Addressing the Northern housing crisis
    The housing crisis in Canada’s North, which has particularly affected the majority Indigenous population in northern communities, has been of ongoing concern to firms such as Taylor Architecture Group (TAG). Formerly known as Pin/Taylor, the firm was established in Yellowknife in 1983. TAG’s Principal, Simon Taylor, says that despite recent political gains for First Nations, “by and large, life is not improving up here.” Taylor and his colleagues have designed many different types of housing across the North. But the problems exceed the normal scope of architectural practice. TAG’s Manager of Research and Development, Kristel Derkowski, says, “We can design the units well, but it doesn’t solve many of the underlying problems.” To respond, she says, “we’ve backed up the process to look at the root causes more.” As a result, “the design challenges are informed by much broader systemic research.”  We spoke to Derkowski about her research, and the work that Taylor Architecture Group is doing to act on it. Here’s what she has to say. Inadequate housing from the start The Northwest Territories is about 51% Indigenous. Most non-Indigenous people are concentrated in the capital city of Yellowknife. Outside of Yellowknife, the territory is very much majority Indigenous.  The federal government got involved in delivering housing to the far North in 1959. There were problems with this program right from the beginning. One issue was that when the houses were first delivered, they were designed and fabricated down south, and they were completely inadequate for the climate. The houses from that initial program were called “Matchbox houses” because they were so small. These early stages of housing delivery helped establish the precedent that a lower standard of housing was acceptable for northern Indigenous residents compared to Euro-Canadian residents elsewhere. In many cases, that double-standard persists to this day. The houses were also inappropriately designed for northern cultures. It’s been said in the research that the way that these houses were delivered to northern settlements was a significant factor in people being divorced from their traditional lifestyles, their traditional hierarchies, the way that they understood home. It was imposing a Euro-Canadian model on Indigenous communities and their ways of life.  Part of what the federal government was trying to do was to impose a cash economy and stimulate a market. They were delivering houses and asking for rent. But there weren’t a lot of opportunities to earn cash. This housing was delivered around the sites of former fur trading posts—but the fur trade had collapsed by 1930. There weren’t a lot of jobs. There wasn’t a lot of wage-based employment. And yet, rental payments were being collected in cash, and the rental payments increased significantly over the span of a couple decades.  The imposition of a cash economy created problems culturally. It’s been said that public housing delivery, in combination with other social policies, served to introduce the concept of poverty in the far North, where it hadn’t existed before. These policies created a situation where Indigenous northerners couldn’t afford to be adequately housed, because housing demanded cash, and cash wasn’t always available. That’s a big theme that continues to persist today. Most of the territory’s communities remain “non-market”: there is no housing market. There are different kinds of economies in the North—and not all of them revolve wholly around cash. And yet government policies do. The governments’ ideas about housing do, too. So there’s a conflict there.  The federal exit from social housing After 1969, the federal government devolved housing to the territorial government. The Government of Northwest Territories created the Northwest Territories Housing Corporation. By 1974, the housing corporation took over all the stock of federal housing and started to administer it, in addition to building their own. The housing corporation was rapidly building new housing stock from 1975 up until the mid-1990s. But beginning in the early 1990s, the federal government terminated federal spending on new social housing across the whole country. A couple of years after that, they also decided to allow operational agreements with social housing providers to expire. It didn’t happen that quickly—and maybe not everybody noticed, because it wasn’t a drastic change where all operational funding disappeared immediately. But at that time, the federal government was in 25- to 50-year operational agreements with various housing providers across the country. After 1995, these long-term operating agreements were no longer being renewed—not just in the North, but everywhere in Canada.  With the housing corporation up here, that change started in 1996, and we have until 2038 before the federal contribution of operational funding reaches zero. As a result, beginning in 1996, the number of units owned by the NWT Housing Corporation plateaued. There was a little bump in housing stock after that—another 200 units or so in the early 2000s. But basically, the Northwest Territories was stuck for 25 years, from 1996 to 2021, with the same number of public housing units. In 1990, there was a report on housing in the NWT that was funded by the Canada Mortgage and Housing Corporation (CMHC). That report noted that housing was already in a crisis state. At that time, in 1990, researchers said it would take 30 more years to meet existing housing need, if housing production continued at the current rate. The other problem is that houses were so inadequately constructed to begin with, that they generally needed replacement after 15 years. So housing in the Northwest Territories already had serious problems in 1990. Then in 1996, the housing corporation stopped building more. So if you compare the total number of social housing units with the total need for subsidized housing in the territory, you can see a severely widening gap in recent decades. We’ve seen a serious escalation in housing need. The Northwest Territories has a very, very small tax base, and it’s extremely expensive to provide services here. Most of our funding for public services comes from the federal government. The NWT on its own does not have a lot of buying power. So ever since the federal government stopped providing operational funding for housing, the territorial government has been hard-pressed to replace that funding with its own internal resources. I should probably note that this wasn’t only a problem for the Northwest Territories. Across Canada, we have seen mass homelessness visibly emerge since the ’90s. This is related, at least in part, to the federal government’s decisions to terminate funding for social housing at that time. Today’s housing crisis Getting to present-day conditions in the NWT, we now have some “market” communities and some “non-market” communities. There are 33 communities total in the NWT, and at least 27 of these don’t have a housing market: there’s no private rental market and there’s no resale market. This relates back to the conflict I mentioned before: the cash economy did not entirely take root. In simple terms, there isn’t enough local employment or income opportunity for a housing market—in conventional terms—to work.  Yellowknife is an outlier in the territory. Economic opportunity is concentrated in the capital city. We also have five other “market” communities that are regional centres for the territorial government, where more employment and economic activity take place. Across the non-market communities, on average, the rate of unsuitable or inadequate housing is about five times what it is elsewhere in Canada. Rates of unemployment are about five times what they are in Yellowknife. On top of this, the communities with the highest concentration of Indigenous residents also have the highest rates of unsuitable or inadequate housing, and also have the lowest income opportunity. These statistics clearly show that the inequalities in the territory are highly racialized.  Given the situation in non-market communities, there is a severe affordability crisis in terms of the cost to deliver housing. It’s very, very expensive to build housing here. A single detached home costs over a million dollars to build in a place like Fort Good Hope (Rádeyı̨lı̨kóé). We’re talking about a very modest three-bedroom house, smaller than what you’d typically build in the South. The million-dollar price tag on each house is a serious issue. Meanwhile, in a non-market community, the potential resale value is extremely low. So there’s a massive gap between the cost of construction and the value of the home once built—and that’s why you have no housing market. It means that private development is impossible. So by that point, they’re stuck with paying whatever is asked.  On top of that, the housing units were poorly built and rapidly deteriorated. One description from that era said the walls were four inches thick, with windows oriented north, and water tanks that froze in the winter and fell through the floor. The single heating source was right next to the only door—residents were concerned about the fire hazard that obviously created. Ultimately the community said: “We don’t actually want any more public housing units. We want to go back to homeownership, which was what we had before.”  So Fort Good Hope was a leader in housing at that time and continues to be to this day. The community approached the territorial government and made a proposal: “Give us the block funding for home construction, we’ll administer it ourselves, we’ll help people build houses, and they can keep them.” That actually worked really well. That was the start of the Homeownership Assistance Program (HAP) that ran for about ten years, beginning in 1982. The program expanded across the whole territory after it was piloted in Fort Good Hope. The HAP is still spoken about and written about as the one thing that kind of worked.  Self-built log cabins remain from Fort Good Hope’s 1980s Homeownership Program (HAP). Funding was cost-shared between the federal and territorial governments. Through the program, material packages were purchased for clients who were deemed eligible. The client would then contribute their own sweat equity in the form of hauling logs and putting in time on site. They had two years to finish building the house. Then, as long as they lived in that home for five more years, the loan would be forgiven, and they would continue owning the house with no ongoing loan payments. In some cases, there were no mechanical systems provided as part of this package, but the residents would add to the house over the years. A lot of these units are still standing and still lived in today. Many of them are comparatively well-maintained in contrast with other types of housing—for example, public housing units. It’s also worth noting that the one-time cost of the materials package was—from the government’s perspective—only a fraction of the cost to build and maintain a public housing unit over its lifespan. At the time, it cost about $50,000 to $80,000 to build a HAP home, whereas the lifetime cost of a public housing unit is in the order of $2,000,000. This program was considered very successful in many places, especially in Fort Good Hope. It created about 40% of their local housing stock at that time, which went from about 100 units to about 140. It’s a small community, so that’s quite significant.  What were the successful principles? The community-based decision-making power to allocate the funding. The sweat equity component, which brought homeownership within the range of being attainable for people—because there wasn’t cash needing to be transferred, when the cash wasn’t available. Local materials—they harvested the logs from the land, and the fact that residents could maintain the homes themselves. The Fort Good Hope Construction Centre. Rendering by Taylor Architecture Group The Fort Good Hope Construction Centre The HAP ended the same year that the federal government terminated new spending on social housing. By the late 1990s, the creation of new public housing stock or new homeownership units had gone down to negligible levels. But more recently, things started to change. The federal government started to release money to build affordable housing. Simultaneously, Indigenous governments are working towards Self-Government and settling their Land Claims. Federal funds have started to flow directly to Indigenous groups. Given these changes, the landscape of Northern housing has started to evolve. In 2016, Fort Good Hope created the K’asho Got’ine Housing Society, based on the precedent of the 1980s Fort Good Hope Housing Society. They said: “We did this before, maybe we can do it again.” The community incorporated a non-profit and came up with a five-year plan to meet housing need in their community. One thing the community did right away was start up a crew to deliver housing maintenance and repairs. This is being run by Ne’Rahten Developments Ltd., which is the business arm of Yamoga Land Corporation (the local Indigenous Government). Over the span of a few years, they built up a crew of skilled workers. Then Ne’Rahten started thinking, “Why can’t we do more? Why can’t we build our own housing?” They identified a need for a space where people could work year-round, and first get training, then employment, in a stable all-season environment. This was the initial vision for the Fort Good Hope Construction Centre, and this is where TAG got involved. We had some seed funding through the CMHC Housing Supply Challenge when we partnered with Fort Good Hope. We worked with the community for over a year to get the capital funding lined up for the project. This process required us to take on a different role than the one you typically would as an architect. It wasn’t just schematic-design-to-construction-administration. One thing we did pretty early on was a housing design workshop that was open to the whole community, to start understanding what type of housing people would really want to see. Another piece was a lot of outreach and advocacy to build up support for the project and partnerships—for example, with Housing Northwest Territories and Aurora College. We also reached out to our federal MP, the NWT Legislative Assembly and different MLAs, and we talked to a lot of different people about the link between employment and housing. The idea was that the Fort Good Hope Construction Centre would be a demonstration project. Ultimately, funding did come through for the project—from both CMHC and National Indigenous Housing Collaborative Inc. The facility itself will not be architecturally spectacular. It’s basically a big shed where you could build a modular house. But the idea is that the construction of those houses is combined with training, and it creates year-round indoor jobs. It intends to combat the short construction seasons, and the fact that people would otherwise be laid off between projects—which makes it very hard to progress with your training or your career. At the same time, the Construction Centre will build up a skilled labour force that otherwise wouldn’t exist—because when there’s no work, skilled people tend to leave the community. And, importantly, the idea is to keep capital funding in the community. So when there’s a new arena that needs to get built, when there’s a new school that needs to get built, you have a crew of people who are ready to take that on. Rather than flying in skilled labourers, you actually have the community doing it themselves. It’s working towards self-determination in housing too, because if those modular housing units are being built in the community, by community members, then eventually they’re taking over design decisions and decisions about maintenance—in a way that hasn’t really happened for decades. Transitional homeownership My research also looked at a transitional homeownership model that adapts some of the successful principles of the 1980s HAP. Right now, in non-market communities, there are serious gaps in the housing continuum—that is, the different types of housing options available to people. For the most part, you have public housing, and you have homelessness—mostly in the form of hidden homelessness, where people are sleeping on the couches of relatives. Then, in some cases, you have inherited homeownership—where people got homes through the HAP or some other government program. But for the most part, not a lot of people in non-market communities are actually moving into homeownership anymore. I asked the local housing manager in Fort Good Hope: “When’s the last time someone built a house in the community?” She said, “I can only think of one person. It was probably about 20 years ago, and that person actually went to the bank and got a mortgage. If people have a home, it’s usually inherited from their parents or from relatives.” And that situation is a bit of a problem in itself, because it means that people can’t move out of public housing. Public housing traps you in a lot of ways. For example, it punishes employment, because rent is geared to income. It’s been said many times that this model disincentivizes employment. I was in a workshop last year where an Indigenous person spoke up and said, “Actually, it’s not disincentivizing, it punishes employment. It takes things away from you.” Somebody at the territorial housing corporation in Yellowknife told me, “We have clients who are over the income threshold for public housing, but there’s nowhere else they can go.” Theoretically, they would go to the private housing market, they would go to market housing, or they would go to homeownership, but those options don’t exist or they aren’t within reach.  So the idea with the transitional homeownership model is to create an option that could allow the highest income earners in a non-market community to move towards homeownership. This could take some pressure off the public housing system. And it would almost be like a wealth distribution measure: people who are able to afford the cost of operating and maintaining a home then have that option, instead of remaining in government-subsidized housing. For those who cannot, the public housing system is still an option—and maybe a few more public housing units are freed up.  I’ve developed about 36 recommendations for a transitional homeownership model in northern non-market communities. The recommendations are meant to be actioned at various scales: at the scale of the individual household, the scale of the housing provider, and the scale of the whole community. The idea is that if you look at housing as part of a whole system, then there are certain moves that might make sense here—in a non-market context especially—that wouldn’t make sense elsewhere. So for example, we’re in a situation where a house doesn’t appreciate in value. It’s not a financial asset, it’s actually a financial liability, and it’s something that costs a lot to maintain over the years. Giving someone a house in a non-market community is actually giving them a burden, but some residents would be quite willing to take this on, just to have an option of getting out of public housing. It just takes a shift in mindset to start considering solutions for that kind of context. One particularly interesting feature of non-market communities is that they’re still functioning with a mixed economy: partially a subsistence-based or traditional economy, and partially a cash economy. I think that’s actually a strength that hasn’t been tapped into by territorial and federal policies. In the far North, in-kind and traditional economies are still very much a way of life. People subsidize their groceries with “country food,” which means food that was harvested from the land. And instead of paying for fuel tank refills in cash, many households in non-market communities are burning wood as their primary heat source. In communities south of the treeline, like Fort Good Hope, that wood is also harvested from the land. Despite there being no exchange of cash involved, these are critical economic activities—and they are also part of a sustainable, resilient economy grounded in local resources and traditional skills. This concept of the mixed economy could be tapped into as part of a housing model, by bringing back the idea of a ‘sweat equity’ contribution instead of a down payment—just like in the HAP. Contributing time and labour is still an economic exchange, but it bypasses the ‘cash’ part—the part that’s still hard to come by in a non-market community. Labour doesn’t have to be manual labour, either. There are all kinds of work that need to take place in a community: maybe taking training courses and working on projects at the Construction Centre, maybe helping out at the Band Office, or providing childcare services for other working parents—and so on. So it could be more inclusive than a model that focuses on manual labour. Another thing to highlight is a rent-to-own trial period. Not every client will be equipped to take on the burdens of homeownership. So you can give people a trial period. If it doesn’t work out and they can’t pay for operations and maintenance, they could continue renting without losing their home. Then it’s worth touching on some basic design principles for the homeownership units. In the North, the solutions that work are often the simplest—not the most technologically innovative. When you’re in a remote location, specialized replacement parts and specialized labour are both difficult to come by. And new technologies aren’t always designed for extreme climates—especially as we trend towards the digital. So rather than installing technologically complex, high-efficiency systems, it actually makes more sense to build something that people are comfortable with, familiar with, and willing to maintain. In a southern context, people suggest solutions like solar panels to manage energy loads. But in the North, the best thing you can do for energy is put a woodstove in the house. That’s something we’ve heard loud and clear in many communities. Even if people can’t afford to fill their fuel tank, they’re still able to keep chopping wood—or their neighbour is, or their brother, or their kid, and so on. It’s just a different way of looking at things and a way of bringing things back down to earth, back within reach of community members.  Regulatory barriers to housing access: Revisiting the National Building Code On that note, there’s one more project I’ll touch on briefly. TAG is working on a research study, funded by Housing, Infrastructure and Communities Canada, which looks at regulatory barriers to housing access in the North. The National Building Code (NBC) has evolved largely to serve the southern market context, where constraints and resources are both very different than they are up here. Technical solutions in the NBC are based on assumptions that, in some cases, simply don’t apply in northern communities. Here’s a very simple example: minimum distance to a fire hydrant. Most of our communities don’t have fire hydrants at all. We don’t have municipal services. The closest hydrant might be thousands of kilometres away. So what do we do instead? We just have different constraints to consider. That’s just one example but there are many more. We are looking closely at the NBC, and we are also working with a couple of different communities in different situations. The idea is to identify where there are conflicts between what’s regulated and what’s actually feasible, viable, and practical when it comes to on-the-ground realities. Then we’ll look at some alternative solutions for housing. The idea is to meet the intent of the NBC, but arrive at some technical solutions that are more practical to build, easier to maintain, and more appropriate for northern communities.  All of the projects I’ve just described are fairly recent, and very much still ongoing. We’ll see how it all plays out. I’m sure we’re going to run into a lot of new barriers and learn a lot more on the way, but it’s an incremental trial-and-error process. Even with the Construction Centre, we’re saying that this is a demonstration project, but how—or if—it rolls out in other communities would be totally community-dependent, and it could look very, very different from place to place.  In doing any research on Northern housing, one of the consistent findings is that there is no one-size-fits-all solution. Northern communities are not all the same. There are all kinds of different governance structures, different climates, ground conditions, transportation routes, different population sizes, different people, different cultures. Communities are Dene, Métis, Inuvialuit, as well as non-Indigenous, all with different ways of being. One-size-fits-all solutions don’t work—they never have. And the housing crisis is complex, and it’s difficult to unravel.   • I Trained My YouTube Algorithm, and You Should Too

    If Nielsen stats are to be believed, we collectively spend more time in front of YouTube than any other streaming service—including Disney+ and Netflix. That's a lot of watch hours, especially for an app that demands a great deal of trust when it comes to its algorithmic recommendations, which can easily steer you into strange, inflammatory, or downright dark directions. If you'd like a little more control over what you see, allow me to share with you the steps I took to finally tame my own YouTube algorithm.Despite how much time we devote to watching YouTube, the app doesn't behave quite like most other streamers. Rather than loading up the hub page for a show or movie you want to watch, you often have to hope that if there's a new episode of a thing you like, YouTube will show it to you.And since the content on YouTube is so varied, it's easy to get your algorithm off track. Maybe you're in the habit habit of watching long-form content on YouTube, only to see that disrupted by one errant cat video—suddenly, YouTube seems to think you want to see only cat videos, and nothing more. As YouTube has yet to answer my pleas for context-specific browsing profiles, I've had to make do with learning every trick I can to direct the algorithm myself. The basics: Likes, Dislikes, Subscriptions, and the BellYou can't spend 20 minutes on the app without a YouTuber preaching the gospel of like, share, and subscribe. You know by now how those actions help your favorite creators, but how do they help you? Unfortunately, there's no way to know exactly what effect your engagement has on the algorithm, but there are a few useful things to keep in mind:Use Likes and Dislikes to nudge your recommendations, not to express approval or disapproval. The thumbs up/down buttons are the most direct way to express your interestto YouTube. They're also one of the most widely misunderstood tools. Don't think of them as a way to communicate with the creator about the substance of their content. In general, it's best to think of them as nudges for your personal recommendations. Likes are pretty strong indicators that you want to see more similar content, but Dislikes won't necessarily block a particular creator or topic from appearing in your feeds. Subscribing is good, but not a guarantee. You can think of subscribing to a channel as sort of a super-like for the channel as a whole. This tells YouTube you want to see what they make next. The downside is, subscribing doesn't guarantee you'll see anything. YouTube tends to favor more recent subs in your recommendations. If you want to see everything all the people you subscribe to make, you actually need to seek out your Subscriptions tab.Clicking the bell really is the best thing you can do. Creators often like to remind you to "click the bell," and they do it for a reason: This will send you a push notificationwhenever one of your subs uploads a new video. Not only does that increase the likelihood you'll see new videos you care about, but it gives those creators important metrics they can use to understand their audience.These are all extremely basic tools for refining your suggestions, but it's also important to understand them in context. YouTube doesn't just look at what you say you want, it watches how you actually behave on the app. If you like a video, subscribe to the channel, and hit the bell, but then you never watch a video from that creator again, YouTube will eventually stop recommending them.That's neither a good nor bad thing on its own, and contrary to some paranoia among creators, it's not even bad for the channels themselves. The YouTube algorithm's goal is to put something in front of you that you're likely to spend time watching. If the videos it suggests aren't meeting that goal—no matter how much you've told the algorithm to show those videos to you—it will move on to something else. Understanding that gives us some context for moving on to some next-level algorithm taming.Intermediate algorithm training: Refine your history and reject videos you don't want to see

Just keep watching things you like and stop watching things you dislike, and YouTube will try to follow your patterns."Try to" being the operative word. Anyone who's ever fixed a door knows that YouTube can be a bit over-eager to show you hours of content about something you spent five minutes watching. One quick way to fix this is to head to your History, find the video in question, and click "Remove from watch history." In addition to not showing up in your previously-watched videos list, YouTube also won't consider it something you spent time on when recommending new videos.This trick only works for individual videos you've previously watched, though. If you're getting recommendations based on broad topics you don't like, you can ask not to see those recommendations before you even click on the video. Tap the menu button on a video's thumbnail to find options labeled "Not interested"and "Don't recommend channel," which is the closest thing YouTube has to completely blocking a channel.Frustratingly, if you allow YouTube to autoplay videos from the thumbnail before you ever click on a video—a feature you can and arguably should turn off—then that can count as a "view" in your watch history. I've lost track of how often I've set my phone down and accidentally "watched" a video for a few minutes. Even if you select "not interested" before clicking on a video, if it has autoplayed, you might need to remove it from your history as well.Advanced algorithm mastery: Use playlists and multiple accounts to get recommendations silos

    I will die on the hill of my belief that YouTube should have a mode switcher. I want to be able to have a profile for watching in-depth video essays on niche topics and another profile for dumb cat videos. YouTube has come sort of close with the introduction of category tags. In some places, like YouTube on the web or certain views in apps, you'll see a list of tags for things like "Gaming" or "News" that will filter suggestions. In my opinion these are useful, but inadequate.I'd rather have something that lets me train my personal recommendations in different buckets directly. And over the years I've developed two main strategies for accomplishing this: playlists and account switching.PlaylistsFor the playlists approach, I save videos that I liked on a particular topic to a specific list. Then, if I want to see more videos on that topic, I'll open up the playlist and look through the sidebar. This usually gives me more specific video recommendations to that topic, as well as more specific genre filters for me to drill deeper. The only downside to this approach is that it all happens in the sidebar of another video. It's a little nicer on mobile, but it can feel a little hacky at times.Account switchingThe account switching workaround feels more natural while browsing, but it's a bit more cumbersome to change modes. YouTube has gotten much better at account switching, with a simple "Switch accounts" dropdown in most of its apps. Of course, each one requires an entire Google account, but there's a decent chance you already have at least five of these by now, anyway.There's nothing special about filtering videos this way, but it gives you a few different blank slates to work from, instead of one giant one. For example, I have a Gmail account that I only use as a throwaway for junk where I don't want to give my real email address. On YouTube, if I decide I want to indulge in junk video compilations, I'll switch accounts first. That way, any garbage I watch won't affect my primary account's recommendations.The only downside? If you use YouTube Premium to avoid ads, then that won't carry over to all your other accounts.All of this tinkering will result in a streaming experience that is still less ideal than how apps like Netflix and Disney+ work. On those services, you can set up multiple profiles within your a single account, and pretend it's actually your aunt that's watching all that garbage TV when she comes to visit. Until YouTube makes that an official feature, the tricks outlined above will hopefully help you get better suggestions.

    If Nielsen stats are to be believed, we collectively spend more time in front of YouTube than any other streaming service—including Disney+ and Netflix. That's a lot of watch hours, especially for an app that demands a great deal of trust when it comes to its algorithmic recommendations, which can easily steer you into strange, inflammatory, or downright dark directions. If you'd like a little more control over what you see, allow me to share with you the steps I took to finally tame my own YouTube algorithm.Despite how much time we devote to watching YouTube, the app doesn't behave quite like most other streamers. Rather than loading up the hub page for a show or movie you want to watch, you often have to hope that if there's a new episode of a thing you like, YouTube will show it to you. (As someone who dabbles as a YouTube creator myself, I would love if the app offered show-specific landing pages, instead of a collection of playlists.)And since the content on YouTube is so varied, it's easy to get your algorithm off track. Maybe you're in the habit habit of watching long-form content on YouTube, only to see that disrupted by one errant cat video—suddenly, YouTube seems to think you want to see only cat videos, and nothing more. As YouTube has yet to answer my pleas for context-specific browsing profiles, I've had to make do with learning every trick I can to direct the algorithm myself. The basics: Likes, Dislikes, Subscriptions, and the BellYou can't spend 20 minutes on the app without a YouTuber preaching the gospel of like, share, and subscribe. You know by now how those actions help your favorite creators, but how do they help you? Unfortunately, there's no way to know exactly what effect your engagement has on the algorithm (even YouTube can't know for sure), but there are a few useful things to keep in mind:Use Likes and Dislikes to nudge your recommendations, not to express approval or disapproval. The thumbs up/down buttons are the most direct way to express your interest (or lack thereof) to YouTube. They're also one of the most widely misunderstood tools. Don't think of them as a way to communicate with the creator about the substance of their content. In general, it's best to think of them as nudges for your personal recommendations. Likes are pretty strong indicators that you want to see more similar content, but Dislikes won't necessarily block a particular creator or topic from appearing in your feeds. Subscribing is good, but not a guarantee. You can think of subscribing to a channel as sort of a super-like for the channel as a whole. This tells YouTube you want to see what they make next (or see more of their backlog). The downside is, subscribing doesn't guarantee you'll see anything. YouTube tends to favor more recent subs in your recommendations. If you want to see everything all the people you subscribe to make, you actually need to seek out your Subscriptions tab.Clicking the bell really is the best thing you can do. Creators often like to remind you to "click the bell," and they do it for a reason: This will send you a push notification (assuming you allow notifications from your YouTube app) whenever one of your subs uploads a new video. Not only does that increase the likelihood you'll see new videos you care about, but it gives those creators important metrics they can use to understand their audience.These are all extremely basic tools for refining your suggestions, but it's also important to understand them in context. YouTube doesn't just look at what you say you want, it watches how you actually behave on the app. If you like a video, subscribe to the channel, and hit the bell, but then you never watch a video from that creator again, YouTube will eventually stop recommending them.That's neither a good nor bad thing on its own, and contrary to some paranoia among creators, it's not even bad for the channels themselves. The YouTube algorithm's goal is to put something in front of you that you're likely to spend time watching. If the videos it suggests aren't meeting that goal—no matter how much you've told the algorithm to show those videos to you—it will move on to something else. Understanding that gives us some context for moving on to some next-level algorithm taming.Intermediate algorithm training: Refine your history and reject videos you don't want to see Credit: Eric Ravenscraft If likes, subscriptions, and the bell are all small nudges to the algorithm, are there big nudges you can use? I'm so glad you asked. Watch time is the most obvious, but that's just using YouTube. And no, there's not much benefit in trying to manipulate this. Just keep watching things you like and stop watching things you dislike, and YouTube will try to follow your patterns."Try to" being the operative word. Anyone who's ever fixed a door knows that YouTube can be a bit over-eager to show you hours of content about something you spent five minutes watching. One quick way to fix this is to head to your History, find the video in question, and click "Remove from watch history." In addition to not showing up in your previously-watched videos list, YouTube also won't consider it something you spent time on when recommending new videos.This trick only works for individual videos you've previously watched, though. If you're getting recommendations based on broad topics you don't like, you can ask not to see those recommendations before you even click on the video. Tap the menu button on a video's thumbnail to find options labeled "Not interested" (good for indicating you don't like this particular video suggestion) and "Don't recommend channel," which is the closest thing YouTube has to completely blocking a channel.Frustratingly, if you allow YouTube to autoplay videos from the thumbnail before you ever click on a video—a feature you can and arguably should turn off—then that can count as a "view" in your watch history. I've lost track of how often I've set my phone down and accidentally "watched" a video for a few minutes. Even if you select "not interested" before clicking on a video, if it has autoplayed, you might need to remove it from your history as well.Advanced algorithm mastery: Use playlists and multiple accounts to get recommendations silos Credit: Eric Ravenscraft I will die on the hill of my belief that YouTube should have a mode switcher. I want to be able to have a profile for watching in-depth video essays on niche topics and another profile for dumb cat videos. YouTube has come sort of close with the introduction of category tags. In some places, like YouTube on the web or certain views in apps, you'll see a list of tags for things like "Gaming" or "News" that will filter suggestions. In my opinion these are useful, but inadequate.I'd rather have something that lets me train my personal recommendations in different buckets directly. And over the years I've developed two main strategies for accomplishing this: playlists and account switching.PlaylistsFor the playlists approach, I save videos that I liked on a particular topic to a specific list. Then, if I want to see more videos on that topic, I'll open up the playlist and look through the sidebar. This usually gives me more specific video recommendations to that topic (interspersed with the usual recommendation buckshot), as well as more specific genre filters for me to drill deeper. The only downside to this approach is that it all happens in the sidebar of another video. It's a little nicer on mobile, but it can feel a little hacky at times.Account switchingThe account switching workaround feels more natural while browsing, but it's a bit more cumbersome to change modes. YouTube has gotten much better at account switching, with a simple "Switch accounts" dropdown in most of its apps. Of course, each one requires an entire Google account, but there's a decent chance you already have at least five of these by now, anyway.There's nothing special about filtering videos this way, but it gives you a few different blank slates to work from, instead of one giant one. For example, I have a Gmail account that I only use as a throwaway for junk where I don't want to give my real email address. On YouTube, if I decide I want to indulge in junk video compilations, I'll switch accounts first. That way, any garbage I watch won't affect my primary account's recommendations. (This is also helpful if you want to have guests over but don't want them to poison your well with videos they pull up.) The only downside? If you use YouTube Premium to avoid ads, then that won't carry over to all your other accounts.All of this tinkering will result in a streaming experience that is still less ideal than how apps like Netflix and Disney+ work. On those services, you can set up multiple profiles within your a single account, and pretend it's actually your aunt that's watching all that garbage TV when she comes to visit. Until YouTube makes that an official feature, the tricks outlined above will hopefully help you get better suggestions.

MLLM scientific benchmarks, such as PhysReason and EMMA, contain multimodal physics problems with figures, however, they include only small physics subsets, which inadequately evaluate MLLMs’ capabilities for reasoning and solving advanced physics problems.

It comprises 3,000 visually-grounded physics questions, precisely curated across six distinct physics domains: Mechanics, Electromagnetism, Thermodynamics, Wave/Acoustics, Optics, and Modern Physics.   • Dutch businesses lag behind in cyber resilience as threats escalate

    The Netherlands is facing a growing cyber security crisis, with a staggering 66% of Dutch businesses lacking adequate cyber resilience, according to academic research.  
    As geopolitical tensions rise and digital threats escalate, Rick van der Kleij, a psychologist and professor in Cyber Resilient Organisations at Avans University of Applied Sciences, who also conducts research at TNO, says that traditional approaches have failed and a paradigm shift is urgently needed. 
    Van der Kleij suggests that cyber security provides the illusion of safety rather than actual protection for many Dutch organisations. His stark assessment is that the Netherlands’ traditional approach to cyber risk is fundamentally broken. 
    “We need to stop thinking in terms of cyber security. It’s a model that has demonstrably failed,” he says. “Despite years of investment in cyber security measures, the frequency and impact of incidents continue to increase rapidly across Dutch businesses.” 
    This reflects the central argument of his recent inaugural lecture “Now that security is no more”, where he called for a paradigm shift in how Dutch organisations approach cyber risks. 

    Van der Kleij describes “the great digital dilemma” of balancing openness and security in a country with one of Europe’s most advanced digital infrastructures. “How can entrepreneurs remain open and connected without having to completely lock down their businesses?” he asks. 
    The statistics are stark. Van der Kleij’s study found that 66% of Dutch businesses are inadequately prepared for cyber threats. Recent ABN Amro research confirms the crisis: one in five businesses suffered cyber crime damage last year, rising to nearly 30% among large companies. For the first time, SMEsare more frequently targeted than large corporations, marking a significant shift in cyber criminal strategy. 
    Despite the numbers, a perception gap persists. Van der Kleij identifies ‘the overconfident’ – Dutch businesses believing their cyber security is adequate when it isn’t. While SME attack rates soar, their risk perception remains static, whereas large organisations show marked awareness increases. This creates a “waterbed effect” – as large companies strengthen defences, cyber criminals shift to less-prepared SMEs which are paradoxically reducing cyber security investments. 

    Van der Kleij emphasises a crucial distinction: while cyber security focuses on preventing incidents, cyber resilience acknowledges that incidents will happen. “It’s about having the capacity to react appropriately, recover from incidents, and learn from what went wrong to emerge stronger,” he says. 
    This requires four capabilities – prepare, respond, recover and adapt – yet most Dutch organisations focus only on preparation. The ABN Amro findings confirm this: many SMEs have firewalls but lack intrusion detection or incident response plans. Large companies take a more balanced approach, combining technology with training, response capabilities and insurance. 
    Uber’s experience illustrates the weakness of purely technical approaches. After a 2016 hack, they implemented two-factor authentication – yet were hacked again in 2022 by an 18-year-old using WhatsApp social engineering.

    “Rather than blaming users, we should design systems that make secure behaviour easier. In the Netherlands, we need more human awareness in security teams, not more security awareness training for end users.” 

    Why do so many Dutch SMEs fail to invest in cyber resilience despite evident risks? Van der Kleij believes it’s about behaviour, not business size. “It’s not primarily about size or industry – it’s about behaviour and beliefs,” he says. 
    Common limiting beliefs among Dutch entrepreneurs include “I’m too small to be a target” or “I don’t have confidential information”. Remarkably, even suffering a cyber attack doesn’t change this mindset. “Studies show that when businesses are hacked, it doesn’t automatically lead them to better secure their operations afterward,” van der Kleij says. 
    The challenge is reaching those who need help most. “We have vouchers, we have arrangements where entrepreneurs can get help at a significantly reduced fee from cyber security professionals, but uptake remains negligible,” van der Kleij says. “It’s always the same parties who come to the government’s door – the large companies who are already mature. The small ones, we just can’t seem to reach them.” 
    Van der Kleij sees “relational capital” – resources generated through partnerships – as key to enhancing Dutch cyber resilience. “You can become more cyber resilient by establishing partnerships,” he says, pointing to government-encouraged initiatives like Information Sharing and Analysis Centers.

  • Building Safety Regulator considering taking ‘firmer approach’ to bad gateway 2 submissions

    The Building Safety Regulatoris looking at taking a “firmer approach” by rejecting more gateway 2 applications outright as it seeks to decrease delays in building control approval, the organisation’s chief has said.
    Since taking over the building control for higher-risk buildings, the regulator has been subject to a stream of criticism from the housing development sector over delays of up to 11 months to approval at the ‘gateway 2’ pre-construction stage.

    In a statement published on the government’s website, Philip White, chief inspector of buildings at BSR, he stressed that “industry needs to step up and comply with the process” in providing good quality applications.
    White indicated that the regulator could begin taking a different approach in how it handles poor quality applications in order to ensure more complete submissions are not delayed.

    He said that the regulator’s attempts to engage with applicants rather than simply rejecting submissions had meant that applications “take longer and appear to be delayed”.
    “Of course, the time we spend on those incomplete applications is time we can’t spend on others, some of which would be perfectly good to go,” he said.
    He said a shift in method could mean the regulator takes a “firmer approach to rejecting those applications that aren’t making the bar straight away”.
    He explained that a backlog of cases which built up last summer was “almost cleared”, but the regulator was still struggling with poor quality applications.
    White explained that application volumes had been “steady” when it first took on building control for higher-risk buildings, but that things changed in Spring 2024 when transitional arrangements from the pre-Building Safety Act regime came to an end and private building control suffered a collapse.
    He said the “temporary backlog of cases” that subsequently built up before July 2024 had nearly been dealt with by the regulator.
    While White said there were “a small set of applications from the pre-July backlog that have been in the system for a long time”, approval times had otherwise come down. He said that for other applications, the average Gateway 2 handling time was now around 16 to 18 weeks.
    However, he stressed that “industry needs to step up and comply with the process” in providing good quality applications.
    The most recent data showed 44% of applications were still being rejected at the validation stage, which is a simple administration check that all the required documents have been supplied.
    He emphasised that the process was not “red tape for the sake of it”, but that it was “preventing risks and problems from being designed into the built environment”.
    “It’s about making sure residents have safe and quality homes and avoiding costly works at a later date. Or homeowners not being able to secure lending and insurance,” he said.
    He also outlined some of the most common and serious failures in applications. These included missing details on how key structural components connect, inadequate information on fire resistance of cladding, walls or barriers, corridors that don’t meet evacuation width requirements and poorly designed or unproven smoke extraction systems. 
    “These aren’t minor omissions – they present significant safety risks and lead to delays in the approval process,” he said.

  • Essex Police discloses ‘incoherent’ facial recognition assessment

    Essex Police has not properly considered the potentially discriminatory impacts of its live facial recognitionuse, according to documents obtained by Big Brother Watch and shared with Computer Weekly.
    While the force claims in an equality impact assessmentthat “Essex Police has carefully considered issues regarding bias and algorithmic injustice”, privacy campaign group Big Brother Watch said the document – obtained under Freedom of Informationrules – shows it has likely failed to fulfil its public sector equality dutyto consider how its policies and practices could be discriminatory.
    The campaigners highlighted how the force is relying on false comparisons to other algorithms and “parroting misleading claims” from the supplier about the LFR system’s lack of bias.
    For example, Essex Police said that when deploying LFR, it will set the system threshold “at 0.6 or above, as this is the level whereby equitability of the rate of false positive identification across all demographics is achieved”.
    However, this figure is based on the National Physical Laboratory’stesting of NEC’s Neoface V4 LFR algorithm deployed by the Metropolitan Police and South Wales Police, which Essex Police does not use.
    Instead, Essex Police has opted to use an algorithm developed by Israeli biometrics firm Corsight, whose chief privacy officer, Tony Porter, was formerly the UK’s surveillance camera commissioner until January 2021.
    Highlighting testing of the Corsight_003 algorithm conducted in June 2022 by the US National Institute of Standards and Technology, the EIA also claims it has “a bias differential FMRof 0.0006 overall, the lowest of any tested within NIST at the time of writing, according to the supplier”.
    However, looking at the NIST website, where all of the testing data is publicly shared, there is no information to support the figure cited by Corsight, or its claim to essentially have the least biased algorithm available.
    A separate FoI response to Big Brother Watch confirmed that, as of 16 January 2025, Essex Police had not conducted any “formal or detailed” testing of the system itself, or otherwise commissioned a third party to do so.

    “Facial recognition is notorious for misidentifying women and people of colour, and Essex Police’s willingness to deploy the technology without testing it themselves raises serious questions about the force’s compliance with equalities law. Essex Police should immediately stop their use of facial recognition surveillance.”
    The need for UK police forces deploying facial recognition to consider how their use of the technology could be discriminatory was highlighted by a legal challenge brought against South Wales Police by Cardiff resident Ed Bridges.
    In August 2020, the UK Court of Appeal ruled that the use of LFR by the force was unlawful because the privacy violations it entailed were “not in accordance” with legally permissible restrictions on Bridges’ Article 8 privacy rights; it did not conduct an appropriate data protection impact assessment; and it did not comply with its PSED to consider how its policies and practices could be discriminatory.
    The judgment specifically found that the PSED is a “duty of process and not outcome”, and requires public bodies to take reasonable steps “to make enquiries about what may not yet be known to a public authority about the potential impact of a proposed decision or policy on people with the relevant characteristics, in particular for present purposes race and sex”.
    Big Brother Watch said equality assessments must rely on “sufficient quality evidence” to back up the claims being made and ultimately satisfy the PSED, but that the documents obtained do not demonstrate the force has had “due regard” for equalities.
    Academic Karen Yeung, an interdisciplinary professor at Birmingham Law School and School of Computer Science, told Computer Weekly that, in her view, the EIA is “clearly inadequate”.
    She also criticised the document for being “incoherent”, failing to look at the systemic equalities impacts of the technology, and relying exclusively on testing of entirely different software algorithms used by other police forces trained on different populations: “This does not, in my view, fulfil the requirements of the public sector equality duty. It is a document produced from a cut-and-paste exercise from the largely irrelevant material produced by others.”

    Computer Weekly contacted Essex Police about every aspect of the story.
    “We take our responsibility to meet our public sector equality duty very seriously, and there is a contractual requirement on our LFR partner to ensure sufficient testing has taken place to ensure the software meets the specification and performance outlined in the tender process,” said a spokesperson.
    “There have been more than 50 deployments of our LFR vans, scanning 1.7 million faces, which have led to more than 200 positive alerts, and nearly 70 arrests.
    “To date, there has been one false positive, which, when reviewed, was established to be as a result of a low-quality photo uploaded onto the watchlist and not the result of bias issues with the technology. This did not lead to an arrest or any other unlawful action because of the procedures in place to verify all alerts. This issue has been resolved to ensure it does not occur again.”
    The spokesperson added that the force is also committed to carrying out further assessment of the software and algorithms, with the evaluation of deployments and results being subject to an independent academic review.
    “As part of this, we have carried out, and continue to do so, testing and evaluation activity in conjunction with the University of Cambridge. The NPL have recently agreed to carry out further independent testing, which will take place over the summer. The company have also achieved an ISO 42001 certification,” said the spokesperson. “We are also liaising with other technical specialists regarding further testing and evaluation activity.”
    However, the force did not comment on why it was relying on the testing of a completely different algorithm in its EIA, or why it had not conducted or otherwise commissioned its own testing before operationally deploying the technology in the field.
    Computer Weekly followed up Essex Police for clarification on when the testing with Cambridge began, as this is not mentioned in the EIA, but received no response by time of publication.

    Although Essex Police and Corsight claim the facial recognition algorithm in use has “a bias differential FMR of 0.0006 overall, the lowest of any tested within NIST at the time of writing”, there is no publicly available data on NIST’s website to support this claim.
    Drilling down into the demographic split of false positive rates shows, for example, that there is a factor of 100 more false positives in West African women than for Eastern European men.
    While this is an improvement on the previous two algorithms submitted for testing by Corsight, other publicly available data held by NIST undermines Essex Police’s claim in the EIA that the “algorithm is identified by NIST as having the lowest bias variance between demographics”.
    Looking at another metric held by NIST – FMR Max/Min, which refers to the ratio between demographic groups that give the most and least false positives – it essentially represents how inequitable the error rates are across different age groups, sexes and ethnicities.
    In this instance, smaller values represent better performance, with the ratio being an estimate of how many times more false positives can be expected in one group over another.
    According to the NIST webpage for “demographic effects” in facial recognition algorithms, the Corsight algorithm has an FMR Max/Min of 113, meaning there are at least 21 algorithms that display less bias. For comparison, the least biased algorithm according to NIST results belongs to a firm called Idemia, which has an FMR Max/Min of 5.
    However, like Corsight, the highest false match rate for Idemia’s algorithm was for older West African women. Computer Weekly understands this is a common problem with many of the facial recognition algorithms NIST tests because this group is not typically well-represented in the underlying training data of most firms.
    Computer Weekly also confirmed with NIST that the FMR metric cited by Corsight relates to one-to-one verification, rather than the one-to-many situation police forces would be using it in.
    This is a key distinction, because if 1,000 people are enrolled in a facial recognition system that was built on one-to-one verification, then the false positive rate will be 1,000 times larger than the metrics held by NIST for FMR testing.
    “If a developer implements 1:Nsearch as N 1:1 comparisons, then the likelihood of a false positive from a search is expected to be proportional to the false match for the 1:1 comparison algorithm,” said NIST scientist Patrick Grother. “Some developers do not implement 1:N search that way.”
    Commenting on the contrast between this testing methodology and the practical scenarios the tech will be deployed in, Birmingham Law School’s Yeung said one-to-one is for use in stable environments to provide admission to spaces with limited access, such as airport passport gates, where only one person’s biometric data is scrutinised at a time.
    “One-to-many is entirely different – it’s an entirely different process, an entirely different technical challenge, and therefore cannot typically achieve equivalent levels of accuracy,” she said.
    Computer Weekly contacted Corsight about every aspect of the story related to its algorithmic testing, including where the “0.0006” figure is drawn from and its various claims to have the “least biased” algorithm.
    “The facts presented in your article are partial, manipulated and misleading,” said a company spokesperson. “Corsight AI’s algorithms have been tested by numerous entities, including NIST, and have been proven to be the least biased in the industry in terms of gender and ethnicity. This is a major factor for our commercial and government clients.”
    However, Corsight was either unable or unwilling to specify which facts are “partial, manipulated or misleading” in response to Computer Weekly’s request for clarification.
    Computer Weekly also contacted Corsight about whether it has done any further testing by running N one-to-one comparisons, and whether it has changed the system’s threshold settings for detecting a match to suppress the false positive rate, but received no response on these points.
    While most facial recognition developers submit their algorithms to NIST for testing on an annual or bi-annual basis, Corsight last submitted an algorithm in mid-2022. Computer Weekly contacted Corsight about why this was the case, given that most algorithms in NIST testing show continuous improvement with each submission, but again received no response on this point.

    The Essex Police EIA also highlights testing of the Corsight algorithm conducted in 2022 by the Department of Homeland Security, claiming it demonstrated “Corsight’s capability to perform equally across all demographics”.
    However, Big Brother Watch’s Hurfurt highlighted that the DHS study focused on bias in the context of true positives, and did not assess the algorithm for inequality in false positives.
    This is a key distinction for the testing of LFR systems, as false negatives where the system fails to recognise someone will likely not lead to incorrect stops or other adverse effects, whereas a false positive where the system confuses two people could have more severe consequences for an individual.
    The DHS itself also publicly came out against Corsight’s representation of the test results, after the firm claimed in subsequent marketing materials that “no matter how you look at it, Corsight is ranked #1. #1 in overall recognition, #1 in dark skin, #1 in Asian, #1 in female”.
    Speaking with IVPM in August 2023, DHS said: “We do not know what this claim, being ‘#1’ is referring to.” The department added that the rules of the testing required companies to get their claims cleared through DHS to ensure they do not misrepresent their performance.
    In its breakdown of the test results, IVPM noted that systems of multiple other manufacturers achieved similar results to Corsight. The company did not respond to a request for comment about the DHS testing.
    Computer Weekly contacted Essex Police about all the issues raised around Corsight testing, but received no direct response to these points from the force.

    While Essex Police claimed in its EIA that it “also sought advice from their own independent Data and Digital Ethics Committee in relation to their use of LFR generally”, meeting minutes obtained via FoI rules show that key impacts had not been considered.
    For example, when one panel member questioned how LFR deployments could affect community events or protests, and how the force could avoid the technology having a “chilling presence”, the officer presentsaid “that’s a pretty good point, actually”, adding that he had “made a note” to consider this going forward.
    The EIA itself also makes no mention of community events or protests, and does not specify how different groups could be affected by these different deployment scenarios.
    Elsewhere in the EIA, Essex Police claims that the system is likely to have minimal impact across age, gender and race, citing the 0.6 threshold setting, as well as NIST and DHS testing, as ways of achieving “equitability” across different demographics. Again, this threshold setting relates to a completely different system used by the Met and South Wales Police.
    For each protected characteristic, the EIA has a section on “mitigating” actions that can be taken to reduce adverse impacts.
    While the “ethnicity” section again highlights the National Physical Laboratory’s testing of a completely different algorithm, most other sections note that “any watchlist created will be done so as close to the deployment as possible, therefore hoping to ensure the most accurate and up-to-date images of persons being added are uploaded”.
    However, Yeung noted that the EIA makes no mention of the specific watchlist creation criteria beyond high-level “categories of images” that can be included, and the claimed equality impacts of that process.
    For example, it does not consider how people from certain ethnic minority or religious backgrounds could be disproportionally impacted as a result of their over-representation in police databases, or the issue of unlawful custody image retention whereby the Home Office is continuing to hold millions of custody images illegally in the Police National Database.
    While the ethics panel meeting minutes offer greater insight into how Essex Police is approaching watchlist creation, the custody image retention issue was also not mentioned.
    Responding to Computer Weekly’s questions about the meeting minutes and the lack of scrutiny of key issues related to UK police LFR deployments, an Essex Police spokesperson said: “Our polices and processes around the use of live facial recognition have been carefully scrutinised through a thorough ethics panel.”

    Instead, the officer present explained how watchlists and deployments are decided based on the “intelligence case”, which then has to be justified as both proportionate and necessary.
    On the “Southend intelligence case”, the officer said deploying in the town centre would be permissible because “that’s where the most footfall is, the most opportunity to locate outstanding suspects”.
    They added: “The watchlisthas to be justified by the key elements, the policing purpose. Everything has to be proportionate and strictly necessary to be able to deploy… If the commander in Southend said, ‘I want to put everyone that’s wanted for shoplifting across Essex on the watchlist for Southend’, the answer would be no, because is it necessary? Probably not. Is it proportionate? I don’t think it is. Would it be proportionate to have individuals who are outstanding for shoplifting from the Southend area? Yes, because it’s local.”
    However, the officer also said that, on most occasions, the systems would be deployed to catch “our most serious offenders”, as this would be easier to justify from a public perception point of view. They added that, during the summer, it would be easier to justify deployments because of the seasonal population increase in Southend.
    “We know that there is a general increase in violence during those months. So, we don’t need to go down to the weeds to specifically look at grievous bodily harmor murder or rape, because they’re not necessarily fuelled by a spike in terms of seasonality, for example,” they said.
    “However, we know that because the general population increases significantly, the level of violence increases significantly, which would justify that I could put those serious crimes on that watchlist.”
    Commenting on the responses given to the ethics panel, Yeung said they “failed entirely to provide me with confidence that their proposed deployments will have the required legal safeguards in place”.
    According to the Court of Appeal judgment against South Wales Police in the Bridges case, the force’s facial recognition policy contained “fundamental deficiencies” in relation to the “who” and “where” question of LFR.
    “In relation to both of those questions, too much discretion is currently left to individual police officers,” it said. “It is not clear who can be placed on the watchlist, nor is it clear that there are any criteria for determining where AFRcan be deployed.”
    Yeung added: “The same applies to these responses of Essex Police force, failing to adequately answer the ‘who’ and ‘where’ questions concerning their proposed facial recognition deployments.
    “Worse still, the court stated that a police force’s local policies can only satisfy the requirements that the privacy interventions arising from use of LFR are ‘prescribed by law’ if they are published. The documents were obtained by Big Brother Watch through freedom of information requests, strongly suggesting that these even these basic legal safeguards are not being met.”
    Yeung added that South Wales Police’s use of the technology was found to be unlawful in the Bridges case because there was excessive discretion left in the hands of individual police officers, allowing undue opportunities for arbitrary decision-making and abuses of power.

    Yeung further added these documents indicate that the police force is not looking for specific people wanted for serious crimes, but setting up dragnets for a wide variety of ‘wanted’ individuals, including those wanted for non-serious crimes such as shoplifting.
    “There are many platitudes about being ethical, but there’s nothing concrete indicating how they propose to meet the legal tests of necessity and proportionality,” she said.
    “In liberal democratic societies, every single decision about an individual by the police made without their consent must be justified in accordance with law. That means that the police must be able to justify and defend the reasons why every single person whose face is uploaded to the facial recognition watchlist meets the legal test, based on their specific operational purpose.”
    Yeung concluded that, assuming they can do this, police must also consider the equality impacts of their actions, and how different groups are likely to be affected by their practical deployments: “I don’t see any of that.”
    In response to the concerns raised around watchlist creation, proportionality and necessity, an Essex Police spokesperson said: “The watchlists for each deployment are created to identify specific people wanted for specific crimes and to enforce orders. To date, we have focused on the types of offences which cause the most harm to our communities, including our hardworking businesses.

As a result of our deployments, we have arrested people wanted in connection with attempted murder investigations, high-risk domestic abuse cases, GBH, sexual assault, drug supply and aggravated burglary offences. We have also been able to progress investigations and move closer to securing justice for victims.”

Computer Weekly contacted Essex Police about all the issues raised around Corsight testing, but received no direct response to these points from the force. Responding to Computer Weekly’s questions about the meeting minutes and the lack of scrutiny of key issues related to UK police LFR deployments, an Essex Police spokesperson said: “Our polices and processes around the use of live facial recognition have been carefully scrutinised through a thorough ethics panel.” Instead, the officer present explained how watchlists and deployments are decided based on the “intelligence case”, which then has to be justified as both proportionate and necessary. On the “Southend intelligence case”, the officer said deploying in the town centre would be permissible because “that’s where the most footfall is, the most opportunity to locate outstanding suspects”. They added: “The watchlisthas to be justified by the key elements, the policing purpose. Everything has to be proportionate and strictly necessary to be able to deploy… If the commander in Southend said, ‘I want to put everyone that’s wanted for shoplifting across Essex on the watchlist for Southend’, the answer would be no, because is it necessary? Probably not. Is it proportionate? I don’t think it is. Would it be proportionate to have individuals who are outstanding for shoplifting from the Southend area? Yes, because it’s local.” However, the officer also said that, on most occasions, the systems would be deployed to catch “our most serious offenders”, as this would be easier to justify from a public perception point of view. They added that, during the summer, it would be easier to justify deployments because of the seasonal population increase in Southend. “We know that there is a general increase in violence during those months. So, we don’t need to go down to the weeds to specifically look at grievous bodily harmor murder or rape, because they’re not necessarily fuelled by a spike in terms of seasonality, for example,” they said. “However, we know that because the general population increases significantly, the level of violence increases significantly, which would justify that I could put those serious crimes on that watchlist.” Commenting on the responses given to the ethics panel, Yeung said they “failed entirely to provide me with confidence that their proposed deployments will have the required legal safeguards in place”. According to the Court of Appeal judgment against South Wales Police in the Bridges case, the force’s facial recognition policy contained “fundamental deficiencies” in relation to the “who” and “where” question of LFR. “In relation to both of those questions, too much discretion is currently left to individual police officers,” it said. “It is not clear who can be placed on the watchlist, nor is it clear that there are any criteria for determining where AFRcan be deployed.” Yeung added: “The same applies to these responses of Essex Police force, failing to adequately answer the ‘who’ and ‘where’ questions concerning their proposed facial recognition deployments. “Worse still, the court stated that a police force’s local policies can only satisfy the requirements that the privacy interventions arising from use of LFR are ‘prescribed by law’ if they are published. The documents were obtained by Big Brother Watch through freedom of information requests, strongly suggesting that these even these basic legal safeguards are not being met.” Yeung added that South Wales Police’s use of the technology was found to be unlawful in the Bridges case because there was excessive discretion left in the hands of individual police officers, allowing undue opportunities for arbitrary decision-making and abuses of power.     Essex Police discloses ‘incoherent’ facial recognition assessment
    Essex Police has not properly considered the potentially discriminatory impacts of its live facial recognition (LFR) use, according to documents obtained by Big Brother Watch and shared with Computer Weekly. While the force claims in an equality impact assessment (EIA) that “Essex Police has carefully considered issues regarding bias and algorithmic injustice”, privacy campaign group Big Brother Watch said the document – obtained under Freedom of Information (FoI) rules – shows it has likely failed to fulfil its public sector equality duty (PSED) to consider how its policies and practices could be discriminatory. The campaigners highlighted how the force is relying on false comparisons to other algorithms and “parroting misleading claims” from the supplier about the LFR system’s lack of bias. For example, Essex Police said that when deploying LFR, it will set the system threshold “at 0.6 or above, as this is the level whereby equitability of the rate of false positive identification across all demographics is achieved”. However, this figure is based on the National Physical Laboratory’s (NPL) testing of NEC’s Neoface V4 LFR algorithm deployed by the Metropolitan Police and South Wales Police, which Essex Police does not use. Instead, Essex Police has opted to use an algorithm developed by Israeli biometrics firm Corsight, whose chief privacy officer, Tony Porter, was formerly the UK’s surveillance camera commissioner until January 2021. Highlighting testing of the Corsight_003 algorithm conducted in June 2022 by the US National Institute of Standards and Technology (NIST), the EIA also claims it has “a bias differential FMR [False Match Rate] of 0.0006 overall, the lowest of any tested within NIST at the time of writing, according to the supplier”. However, looking at the NIST website, where all of the testing data is publicly shared, there is no information to support the figure cited by Corsight, or its claim to essentially have the least biased algorithm available. A separate FoI response to Big Brother Watch confirmed that, as of 16 January 2025, Essex Police had not conducted any “formal or detailed” testing of the system itself, or otherwise commissioned a third party to do so. This slapdash scrutiny of their intrusive facial recognition system sets a worrying precedent. “Facial recognition is notorious for misidentifying women and people of colour, and Essex Police’s willingness to deploy the technology without testing it themselves raises serious questions about the force’s compliance with equalities law. Essex Police should immediately stop their use of facial recognition surveillance.” The need for UK police forces deploying facial recognition to consider how their use of the technology could be discriminatory was highlighted by a legal challenge brought against South Wales Police by Cardiff resident Ed Bridges. In August 2020, the UK Court of Appeal ruled that the use of LFR by the force was unlawful because the privacy violations it entailed were “not in accordance” with legally permissible restrictions on Bridges’ Article 8 privacy rights; it did not conduct an appropriate data protection impact assessment (DPIA); and it did not comply with its PSED to consider how its policies and practices could be discriminatory. The judgment specifically found that the PSED is a “duty of process and not outcome”, and requires public bodies to take reasonable steps “to make enquiries about what may not yet be known to a public authority about the potential impact of a proposed decision or policy on people with the relevant characteristics, in particular for present purposes race and sex”. Big Brother Watch said equality assessments must rely on “sufficient quality evidence” to back up the claims being made and ultimately satisfy the PSED, but that the documents obtained do not demonstrate the force has had “due regard” for equalities. Academic Karen Yeung, an interdisciplinary professor at Birmingham Law School and School of Computer Science, told Computer Weekly that, in her view, the EIA is “clearly inadequate”. She also criticised the document for being “incoherent”, failing to look at the systemic equalities impacts of the technology, and relying exclusively on testing of entirely different software algorithms used by other police forces trained on different populations: “This does not, in my view, fulfil the requirements of the public sector equality duty. It is a document produced from a cut-and-paste exercise from the largely irrelevant material produced by others.” Computer Weekly contacted Essex Police about every aspect of the story. “We take our responsibility to meet our public sector equality duty very seriously, and there is a contractual requirement on our LFR partner to ensure sufficient testing has taken place to ensure the software meets the specification and performance outlined in the tender process,” said a spokesperson. “There have been more than 50 deployments of our LFR vans, scanning 1.7 million faces, which have led to more than 200 positive alerts, and nearly 70 arrests. “To date, there has been one false positive, which, when reviewed, was established to be as a result of a low-quality photo uploaded onto the watchlist and not the result of bias issues with the technology. This did not lead to an arrest or any other unlawful action because of the procedures in place to verify all alerts. This issue has been resolved to ensure it does not occur again.” The spokesperson added that the force is also committed to carrying out further assessment of the software and algorithms, with the evaluation of deployments and results being subject to an independent academic review. “As part of this, we have carried out, and continue to do so, testing and evaluation activity in conjunction with the University of Cambridge. The NPL have recently agreed to carry out further independent testing, which will take place over the summer. The company have also achieved an ISO 42001 certification,” said the spokesperson. “We are also liaising with other technical specialists regarding further testing and evaluation activity.” However, the force did not comment on why it was relying on the testing of a completely different algorithm in its EIA, or why it had not conducted or otherwise commissioned its own testing before operationally deploying the technology in the field. Computer Weekly followed up Essex Police for clarification on when the testing with Cambridge began, as this is not mentioned in the EIA, but received no response by time of publication. Although Essex Police and Corsight claim the facial recognition algorithm in use has “a bias differential FMR of 0.0006 overall, the lowest of any tested within NIST at the time of writing”, there is no publicly available data on NIST’s website to support this claim. Drilling down into the demographic split of false positive rates shows, for example, that there is a factor of 100 more false positives in West African women than for Eastern European men. While this is an improvement on the previous two algorithms submitted for testing by Corsight, other publicly available data held by NIST undermines Essex Police’s claim in the EIA that the “algorithm is identified by NIST as having the lowest bias variance between demographics”. Looking at another metric held by NIST – FMR Max/Min, which refers to the ratio between demographic groups that give the most and least false positives – it essentially represents how inequitable the error rates are across different age groups, sexes and ethnicities. In this instance, smaller values represent better performance, with the ratio being an estimate of how many times more false positives can be expected in one group over another. According to the NIST webpage for “demographic effects” in facial recognition algorithms, the Corsight algorithm has an FMR Max/Min of 113(22), meaning there are at least 21 algorithms that display less bias. For comparison, the least biased algorithm according to NIST results belongs to a firm called Idemia, which has an FMR Max/Min of 5(1). However, like Corsight, the highest false match rate for Idemia’s algorithm was for older West African women. Computer Weekly understands this is a common problem with many of the facial recognition algorithms NIST tests because this group is not typically well-represented in the underlying training data of most firms. Computer Weekly also confirmed with NIST that the FMR metric cited by Corsight relates to one-to-one verification, rather than the one-to-many situation police forces would be using it in. This is a key distinction, because if 1,000 people are enrolled in a facial recognition system that was built on one-to-one verification, then the false positive rate will be 1,000 times larger than the metrics held by NIST for FMR testing. “If a developer implements 1:N (one-to-many) search as N 1:1 comparisons, then the likelihood of a false positive from a search is expected to be proportional to the false match for the 1:1 comparison algorithm,” said NIST scientist Patrick Grother. “Some developers do not implement 1:N search that way.” Commenting on the contrast between this testing methodology and the practical scenarios the tech will be deployed in, Birmingham Law School’s Yeung said one-to-one is for use in stable environments to provide admission to spaces with limited access, such as airport passport gates, where only one person’s biometric data is scrutinised at a time. “One-to-many is entirely different – it’s an entirely different process, an entirely different technical challenge, and therefore cannot typically achieve equivalent levels of accuracy,” she said. Computer Weekly contacted Corsight about every aspect of the story related to its algorithmic testing, including where the “0.0006” figure is drawn from and its various claims to have the “least biased” algorithm. “The facts presented in your article are partial, manipulated and misleading,” said a company spokesperson. “Corsight AI’s algorithms have been tested by numerous entities, including NIST, and have been proven to be the least biased in the industry in terms of gender and ethnicity. This is a major factor for our commercial and government clients.” However, Corsight was either unable or unwilling to specify which facts are “partial, manipulated or misleading” in response to Computer Weekly’s request for clarification. Computer Weekly also contacted Corsight about whether it has done any further testing by running N one-to-one comparisons, and whether it has changed the system’s threshold settings for detecting a match to suppress the false positive rate, but received no response on these points. While most facial recognition developers submit their algorithms to NIST for testing on an annual or bi-annual basis, Corsight last submitted an algorithm in mid-2022. Computer Weekly contacted Corsight about why this was the case, given that most algorithms in NIST testing show continuous improvement with each submission, but again received no response on this point. The Essex Police EIA also highlights testing of the Corsight algorithm conducted in 2022 by the Department of Homeland Security (DHS), claiming it demonstrated “Corsight’s capability to perform equally across all demographics”. However, Big Brother Watch’s Hurfurt highlighted that the DHS study focused on bias in the context of true positives, and did not assess the algorithm for inequality in false positives. This is a key distinction for the testing of LFR systems, as false negatives where the system fails to recognise someone will likely not lead to incorrect stops or other adverse effects, whereas a false positive where the system confuses two people could have more severe consequences for an individual. The DHS itself also publicly came out against Corsight’s representation of the test results, after the firm claimed in subsequent marketing materials that “no matter how you look at it, Corsight is ranked #1. #1 in overall recognition, #1 in dark skin, #1 in Asian, #1 in female”. Speaking with IVPM in August 2023, DHS said: “We do not know what this claim, being ‘#1’ is referring to.” The department added that the rules of the testing required companies to get their claims cleared through DHS to ensure they do not misrepresent their performance. In its breakdown of the test results, IVPM noted that systems of multiple other manufacturers achieved similar results to Corsight. The company did not respond to a request for comment about the DHS testing.
