I would say I prefer the design of Mew, but it's really Mewtwo that makes both of them so iconic. In a vacuum Mew would honestly be a fairly standard (though very cute!) mythical Pokemon. It's Mewtwo's existence that adds this whole extra mythology and significance to the pair. And I don't think the inverse is true; Mewtwo would still be an incredible and pretty unique design amongst Legendaries even without its backstory and relation to Mew. Raikou. Hell yeah. Love it. But I don't like its purple hair that runs down its back. Feels excessive to the design and is way too similar to what Suicune has going on. And the tail feels weirder the more you look at it. Entei has the best design of the lot. Simultaneously comes across as both a lion and also some pure fantasy beast. And those black bands on its legs give the impression that it was once shackled in chains, and has now broken free. So good. I think the purple mane on Suicune clashes way too much with its other colors, and I think its face looks weird. And it cursed my childhood for years because I could not, for the life of me, figure out how its name is supposed to be pronounced. Helped me beat the game and beat Pearl as well when I transferred him over. It's hard to choose which one i like the most, but i think i will give it to Suicune.
