WWW.FASTCOMPANY.COMDOGE just announced more layoffs at TTS, the government’s vaunted tech group, sources sayThomas Shedd, who directs the General Services Administration’s vaunted tech group, Technology Transformation Services (TTS), has just announced that a new round of firings has begun at TTS, insiders tells Fast Company. Shedd made the announcement during a midday Thursday conference call with TTS employees, according to a TTS insider. He is requiring existing TTS staff to reapply for their jobs—roles that are likely to come with new descriptions and potentially lower pay grades. (A second TTS employee confirmed the events of the call.) Under the leadership of Shedd and his Department of Government Efficiency (DOGE) higher-ups, TTS has seen its work slow to a directionless crawl. And for DOGE, which has been shaped by Elon Musk, that may be a feature, not a bug. The TTS source tells Fast Company that the group had 691 employees at the beginning of February and Shedd’s goal is to cut that workforce by half. No immediate timeline was given for the downsizing, but the TTS source says at least 120 people appear to be getting laid off, based on a rough head count during the phone call with Shedd. A follow-up email sent by Shedd to TTS personnel on Thursday that was shared with Fast Company said the group is “moving to smaller and flexible teams to provide support to government-wide shared services and partner agencies.” TTS has long been responsible for building and maintaining key government websites and systems that enable U.S. citizens to access services ranging from veterans benefits to tax payments. DOGE has already dismantled two of the federal government’s key tech brain trusts—the U.S. Digital Service and 18F (the latter of which is housed within TTS)—and now appears to be stripping TTS itself of its resources and purpose. Neither DOGE nor TTS immediately responded to Fast Company‘s request for comment. Adding to the turmoil, Shedd doesn’t have much time to lead TTS. The former Tesla employee recently took over as CIO of the Department of Labor. Sources within TTS say that since assuming that role, Shedd has become far less visible and less responsive on email and Slack. Creating choke points When Shedd was named director of TTS, he expressed excitement about working with some of the brightest tech talent in government. But his decisions so far seem designed to minimize the group’s impact. One tactic: insisting that only he and a small circle of others control basic resources and operations. “They want to centralize control over everything,” says the TTS source, who spoke on condition of anonymity, “then make it impossible for people to actually do their job because everything has to go through one choke point.” Shedd has continually pushed for administrative access to TTS websites and third-party tools, while limiting access for TTS staffers. For example, TTS now has just 35 Adobe seat licenses to support its website work—forcing project teams to compete for access, with Shedd deciding who gets priority. The Adobe license cuts are part of a broader DOGE cost-cutting initiative within the General Services Administration that has left thousands of agency workers without access to essential tools. DOGE leadership is now pushing for Shedd—along with the group’s communications lead—to become the sole administrators of TTS’s social media accounts. That would prevent the staffers actually building the technology from sharing updates about their work online. Yet with much of his time now spent at Labor, Shedd has little bandwidth to write social posts himself. The centralization of power within TTS has disrupted normal workflows and stripped staff of their autonomy, and has generally disrupted decision-making, the TTS sources say. Firings and morale In the first round of layoffs announced on March 1st, DOGE cut 90 employees—including the entire 18F group. But Shedd told staff during an all-hands meeting that DOGE intends to eliminate 50% of the group’s personnel. “General morale is terrible,” the TTS source says. “Those of us who stuck it out are trying to pick up the pieces but they . . . just cut, cut, cut and don’t care about the mission.” So far, DOGE is moving largely unopposed in its quest to downsize the federal government and redirect remaining resources toward Trump administration priorities, such as eliminating diversity, equity, and inclusion programs. Within TTS, some feel frustrated that others in government—including members of Congress—and the broader public remain in denial about the real harm DOGE is inflicting. “All of these ‘special government employees’ don’t have background checks or swear an oath or anything,” says the TTS source. “People keep saying ‘silent coup’ and think ‘oh it’s just hype in Trump’s world where everything is bluster and bullshit’. WWW.MACWORLD.COMReport: Apple is prepping a giant folding iPad for release next yearMacworld While everyone is waiting to see just how different the iPhone 17 lineup will be, an analyst with a decent track record has a prediction for next year–not one, but two folding devices from Apple. While we’ve already heard rumors that a folding phone is nearing release, GF Securities analyst Jeff Pu reports that Apple is planning to launch a 19-inch folding iPad later next year. As spotted by 9to5Mac, Pu says the so-called iPad Fold will launch alongside the folding iPhone next year. This is somewhat contradictory to a report earlier this week by Bloomberg’s Mark Gurman, in which he reported that 2027 would be the year Apple launched its first folding iPhone to commemorate the 20th anniversary of the iPhone, similar to how Apple launched the iPhone X to mark the 10th anniversary. According to Pu, the folding phone will open to a 7.8-inch display, while the folding iPad will have a massive 18.8-inch display. That’s significantly larger than the largest tablet Apple currently offers, which tops out at 13 inches. A near-19-inch iPad would fold down to a device about the size of the iPad Pro. That sounds similar to a rumor floated by Gurman last year, who wrote that Apple was working on “something akin to a giant iPad that unfolds into the size of two iPad Pros side-by-side.” However, he said at the time that the device wouldn’t be ready for launch until 2028. Whichever report you choose to believe–for the record, Gurman has a better track record than Pu but both have had more accurate predictions than not–it seems as though Apple’s first folding screens are on the way. Or possibly, computer users have finally become convinced by Apple. Whatever the reason, it’s Apple’s Macs that are driving — and winning — the PC sales rebound, according to the latest Canalys data. Coming as it does on top of news that 88% of US teenagers are using iPhones, the data paints a pretty enough picture for Apple management to feel faintly confident that, despite all the outrageous economic fortune being slung hither and thither in its direction, like arrows from a bow, the company is in a pretty strong position for the coming decade of transformation and change. Ch-ch-ch-changes After all, no matter how difficult those changes will be, it is at least likely that a lot of the computing will take place on devices Apple makes — including those next-generation folding iPhones, iPads, and spatial computing glasses the company’s product designers are tinkering with. As well as Apple Intelligence, I suppose. Stepping back from the hyperbole, what does the Canalys data show? Worldwide desktop and notebook shipments climbed 9.4% in the first quarter of 2025. Apple’s desktop and notebook shipments increased 22.1%, giving it a 10.4% share of the global PC industry. Lenovo was the closest rival with 10.7% growth, while Dell experienced a 3% uptick. The percentages are one thing and the truth remains that 89.6% of all the 62.75 million desktops and notebooks sold in the quarter weren’t made by Apple. But 6.54 million were – and this direction of travel’s going to mean a lot more as consumers realize that while they may have just spent all their spare cash on Apple products to avoid the tariff/not tariff threat, many are going to have to spend even more once they realize their Windows 10 PCs are end of life. Under pressure That last fact is coming like a cold bath on a cold day to a lot of people, according to Canalys — 14% of small and mid-sized businesses don’t even realize Windows 10 support ends in October. Another 21% know the time is nigh, but have no upgrade plans. In other words, around a third of the world’s Windows systems in use today could be left un-upgraded, and if left in that state will become more and more vulnerable, one new exploit at a time. Given the evident political tension globally at this time, you can bet your remaining tariff-avoidance dollar that hackers, adversaries, criminals, and other miscreants will be knocking at the Windows perimeters looking to exploit those machines. Have you heard the phrase, “An Accident Waiting to Happen”? Let’s dance That’s a happy accident for Apple, of course. Even with tariffs, Macs have never looked better. Faster than ever, more computationally powerful, using far less energy, and even capable of running on-premises generative AI tools, they are tempting anyone seeking a new PC; the Canalys data proves it. That data shows that Apple’s Mac sales account for a yuge chunk of PC recovery sales, a direct reflection of the truth that PC purchasers see the platform as viable. The end-of-life for Windows 10 will drive even more in the same direction. As Canalys Principal Analyst Ishan Dutt points out, this in conjunction with tariffs means those who delay plans to upgrade to secure systems are “likely to face a higher cost environment when the time comes to refresh their PC fleets.” Given that, and with so much of the PC industry component supply chain likely to be affected by tariffs, at what point will Apple’s systems look cheap — particularly as Apple has a head start on some of the work to diversify its manufacturing base?
