The Final Shape was always just the end of The Light vs Darkness arc, they were very quick to say it wasn't the last expansion. The Nine are dark matter beings that control their own realm (called Unknown Space) and are tied to each of the planets in the solar system, they are most known as the makers of Xur, Gambit (they gave Drifter that ship) and 1 of them is who let the Red Legion get to Earth at the very start of D2 by taking out all of earth's radars.
