My guess is, it'll be three decks split up across various "eras" of FF history. A 1-6 deck, a 7-12 deck, and a 13-16 deck with each of the heroes as commanders. The fact that the first art they've given us is Kefka makes it pretty clear it's not just going to be FFVII, I think. It will be the same type of release as the Lord of the Rings set (fully draftable modern legal set + 4 commander precons + secret lair drops at the very least). They also said all 16 mainline games would be represented and Wizards has been quite good at it so far.
