The winning team selected for the estimated £750,000 contract will design and deliver a new two form entry primary school by spring 2028 with the potential for the complex to be expanded to three form entry in future years. The search for a design and build team comes two years after Southampton firm Boyle & Summers won the council’s earlier competition to design 420-to-470 mixed-tenure homes on a 9.92ha site at Horton Heath known as Upper Acre. The new school will be the latest addition to the authority’s 132-hectare One Horton Heath development which will provide a mix of new homes to rent and buy on a series of undeveloped fields on the eastern fringes of the historic Hampshire settlement. The local authority won outline planning permission for about 2,500 residential units on the site in 2021.Advertisement According to the brief: ‘We are looking for a high-quality education environment to delivered in line with best practice to be integrated with the delivery of the wider One Horton Heath development. ‘The design should mirror the aspirations of the One Horton Heath development and take into account the surrounding areas, ecology, planning constraints and become a vocal point of the new development. ‘There must be a focus on the educational needs as a priority however we encourage the successful team to look at the design with an innovative approach also taking on board how the facility can be used as part of the community.’ Bounded by Burnett’s Lane, Moorgreen Road, Allington Lane and Chalcroft Business Park close to the existing village of Horton Heath – the 132-hectare One Horton Heath site is expected to deliver around 2,500 new homes along with a primary school town centre, and commercial and light industrial spaces. Eastleigh Borough Council aims to deliver a new urban extension which can ‘encourage healthy lifestyles, protect and enhance the environment and contribute to a vibrant and relevant contribution to the local economy.’ The development will harness off-site modern methods of construction and feature a mix of flats, houses and maisonettes.Advertisement In 2018, the local authority appointed Galliford Try as project manager for the site, which was purchased last year. Grant funding worth £20.8 million was awarded by Homes England in June 2019. Clague was appointed to design the first phase in 2019. In 2021, Eastleigh Borough Council launched a search for an architect to oversee a £70 million residential development on Lower Acre as part of the first phase of the local authority’s 132-hectare One Horton Heath development. The local authority held a procurement for an architect for a review of its council housing design approach at One Horton Heath last year. Bids for the latest contract will be evaluated 70 per cent on quality and 30 per cent on cost.
