The developer initially recommended restarting the matchmaking process when attempting an expedition. Those on PS4 and PS5 may also want to check their NAT Type by going into the Settings and checking Connection Status. NAT type 3 can affect matchmaking for those connecting to the PlayStation Network. How you fix this is a different question, but that could be the root cause. FromSoftware has confirmed a new patch this week, though its biggest fixes target solo players.
