We are always happy to see Jesse Pitelas new VFX, and this one could be in Path of Exile or Diablo. The artist calls it liquid magic, but to me, its some kind of blood ritual simulated with LiquiGen and brought into Unreal Engine as Alembic.Alas, you might only find it in a game in a cinematic, as Pitela says the simulation is too resource-heavy. So, enjoy the results of his hard work on X/Twitter for now.
