• Sonic Racing: CrossWorlds Reveals "Most Popular Characters" From Network Test

    Image: SEGASEGA has been sharing all sorts of information about Sonic Racing: CrossWorlds since its closed network test and today it's revealed the "most popular" character selections.In first place is perhaps unsurprisingly the blue blur Sonic the Hedgehog. In second place we've got the ultimate lifeform Shadow the Hedgehog, following his year-long celebration. And in third spot is the fan favourite Cream (including the Chao, Cheese).Image: SEGAIn case you missed it, the other characters featured in this closed network test included Tails, Knuckles, Amy, Omega, Eggman and Zazz.   • ChatGPT hit with privacy complaint over defamatory hallucinations

    OpenAI is facing another privacy complaint in Europe over its viral AI chatbots tendency to hallucinate false information and this one might prove tricky for regulators to ignore.Privacy rights advocacy group Noyb is supporting an individual in Norway who was horrified to find ChatGPT returning made-up information that claimed hed been convicted for murdering two of his children and attempting to kill the third.Earlier privacy complaints about ChatGPT generating incorrect personal data have involved issues such as an incorrect birth date or biographical details that are wrong. One concern is that OpenAI does not offer a way for individuals to correct incorrect information the AI generates about them. Typically OpenAI has offered to block responses for such prompts. But under the European Unions General Data Protection Regulation (GDPR), Europeans have a suite of data access rights that include a right to rectification of personal data.Another component of this data protection law requires data controllers to make sure that the personal data they produce about individuals is accurate and thats a concern Noyb is flagging with its latest ChatGPT complaint.The GDPR is clear. Personal data has to be accurate, said Joakim Sderberg, data protection lawyer atNoyb, in a statement. If its not, users have the right to have it changed to reflect the truth. Showing ChatGPT users a tiny disclaimer that the chatbot can make mistakes clearly isnt enough. You cant just spread false information and in the end add a small disclaimer saying that everything you said may just not be true.Confirmed breaches of the GDPR can lead to penalties of up to 4% of global annual turnover. Enforcement could also force changes to AI products. Notably, an early GDPR intervention by Italys data protection watchdog that saw ChatGPT access temporarily blocked in the country in spring 2023 led OpenAI to make changes to the information it discloses to users, for example. The watchdog subsequently went on to fine OpenAI 15 million for processing peoples data without a proper legal basis.Since then, though, its fair to say that privacy watchdogs around Europe have adopted a more cautious approach to GenAI as they try to figure out how best to apply the GDPR to these buzzy AI tools. Two years ago, Irelands Data Protection Commission (DPC) which has a lead GDPR enforcement role on a previous Noyb ChatGPT complaint urged against rushing to ban GenAI tools, for example. This suggests that regulators should instead take time to work out how the law applies.And its notable that a privacy complaint against ChatGPT thats been under investigation by Polands data protection watchdog since September 2023 still hasnt yielded a decision. Noybs new ChatGPT complaint looks intended to shake privacy regulators awake when it comes to the dangers of hallucinating AIs.The nonprofit shared the (below) screenshot with TechCrunch, which shows an interaction with ChatGPT in which the AI responds to a question asking who is Arve Hjalmar Holmen? the name of the individual bringing the complaint by producing a tragic fiction that falsely states he was convicted for child murder and sentenced to 21 years in prison for slaying two of his own sons.While the defamatory claim that Hjalmar Holmen is a child murderer is entirely false, Noyb notes that ChatGPTs response does include some truths, since the individual in question does have three children. The chatbot also got the genders of his children right. And his home town is correctly named. But that just it makes it all the more bizarre and unsettling that the AI hallucinated such gruesome falsehoods on top.A spokesperson for Noyb said they were unable to determine why the chatbot produced such a specific yet false history for this individual. We did research to make sure that this wasnt just a mix-up with another person, the spokesperson said, noting theyd looked into newspaper archives but hadnt been able to find an explanation for why the AI fabricated child slaying.Large language models such as the one underlying ChatGPT essentially do next word prediction on a vast scale, so we could speculate that datasets used to train the tool contained lots of stories of filicide that influenced the word choices in response to a query about a named man.Whatever the explanation, its clear that such outputs are entirely unacceptable. Noybs contention is also that they are unlawful under EU data protection rules. And while OpenAI does display a tiny disclaimer at the bottom of the screen that says ChatGPT can make mistakes. Check important info, it says this cannot absolve the AI developer of its duty under GDPR not to produce egregious falsehoods about people in the first place.OpenAI has been contacted for a response to the complaint. While this GDPR complaint pertains to one named individual, Noyb points to other instances of ChatGPT fabricating legally compromising information such as the Australian major who said he was implicated in a bribery and corruption scandal or a German journalist who was falsely named as a child abuser saying its clear that this isnt an isolated issue for the AI tool.One important thing to note is that, following an update to the underlying AI model powering ChatGPT, Noyb says the chatbot stopped producing the dangerous falsehoods about Hjalmar Holmen a change that it links to the tool now searching the internet for information about people when asked who they are (whereas previously, a blank in its data set could, presumably, have encouraged it to hallucinate such a wildly wrong response).In our own tests asking ChatGPT who is Arve Hjalmar Holmen? the ChatGPT initially responded with a slightly odd combo by displaying some photos of different people, apparently sourced from sites including Instagram, SoundCloud, and Discogs, alongside text that claimed it couldnt find any information on an individual of that name (see our screenshot below). A second attempt turned up a response that identified Arve Hjalmar Holmen as a Norwegian musician and songwriter whose albums include Honky Tonk Inferno.chatgpt shot: natasha lomas/techcrunchWhile ChatGPT-generated dangerous falsehoods about Hjalmar Holmen appear to have stopped, both Noyb and Hjalmar Holmen remain concerned that incorrect and defamatory information about him could have been retained within the AI model.Adding a disclaimer that you do not comply with the law does not make the law go away, noted Kleanthi Sardeli, another data protection lawyer atNoyb, in a statement. AI companies can also not just hide false information from users while they internally still process false information.AI companies should stop acting as if the GDPR does not apply to them, when it clearly does, she added. If hallucinations are not stopped, people can easily suffer reputational damage.Noyb has filed the complaint against OpenAI with the Norwegian data protection authority and its hoping the watchdog will decide it is competent to investigate, since oyb is targeting the complaint at OpenAIs U.S. entity, arguing its Ireland office is not solely responsible for product decisions impacting Europeans.However an earlier Noyb-backed GDPR complaint against OpenAI, which was filed in Austria in April 2024, was referred by the regulator to Irelands DPC on account of a change made by OpenAI earlier that year to name its Irish division as the provider of the ChatGPT service to regional users.Where is that complaint now? Still sitting on a desk in Ireland.Having received the complaint from the Austrian Supervisory Authority in September 2024, the DPC commenced the formal handling of the complaint and it is still ongoing, Risteard Byrne, assistant principal officer communications for the DPC told TechCrunch when asked for an update. He did not offer any steer on when the DPCs investigation of ChatGPTs hallucinations is expected to conclude.

  • Michael Seibel is leaving Y Combinator

    Michael Seibel announced late Wednesday on X that after more than 12 years at the famed accelerator Y Combinator, he is transitioning to a partner emeritus role.Y Combinator CEO Garry Tan shared the news separately in a company blog post, highlighting Seibels long history with the outfit. Seibel first joined YC as a founder, going through the program twice once with the streaming startup Justin.TV and later with the streaming app Socialcam. Seibel later served as a group partner, managing director, and CEO of the YC accelerator.Notably, Seibel had already stepped back into a less operational group partner role recently. In a YC blog post last year, he wrote that he was ready to hand over my leadership responsibilities, with the transition becoming effective after the accelerators winter batch of startups completed the program.A dozen years is a long tenure for anyone, but Seibels departure may have been set in motion as early as 2022, when Tan was appointed President and CEO. The move reportedly surprised some YC employees partly because Tan was running a separate venture fund at the time outside of YC, but also because they believed Seibel to be next in line for the role.Weve reached out to Seibel for comment. In the meantime, he shared in his X post that after taking this coming summer to relax, hes eager to help government better serve its citizens. He added, Government was the passion of my youth, and Im excited to reengage.   • Sunspot in Jaywick Sands, UK by HAT Projects

Find out more about the W Awards hereIn 1970, the council in charge of the small coastal settlement of Jaywick Sands in Essex issued 770 compulsory purchase orders. The plan was to buy up the marshy land on which the community had grown since the late 1920s, demolish its largely selfbuilt homes, and redevelop Jaywick in its entirety. The residents fought back, winning a High Court order that halted the purchases and the bulldozers. Today, Jaywick is one of the last remaining plotlands in Essex, a rare survival of the relatively unregulated settlements built by workers from Londons East End first for holidaying, later for permanent residence on the inexpensive, floodprone land around the Thames Estuary.The council back then saw Jaywick as a problem that they could just get rid of, says Rebecca Kalbfell, associate at HAT Projects, an architecture practice based in Colchester, 20 minutes inland by car. The local authority restructured into Tendring District Council shortly after the episode, but attitudes towards Jaywick took time to shift. A swathe of masterplans were produced from the 1980s to the early 00s, all of which involved partial demolition and most of which were roundly rejected by residents. But Tendring has changed its tack recently, and its language: in 2018, it commissioned HAT to put together a place plan for Jaywick focused on building new homes and propping up its infrastructure and flood defences rather than flattening it.Kalbfell, who joined HAT in 2014, has worked on the place plan since its inception. Jaywick, the team found, shares many chronic challenges with other seaside communities around the UK. The decline of domestic tourism in the postwar years means that nothing remains of the casino, arcade and boating lake that once sat between Jaywicks Brooklands and Grasslands, stitching the two seafront neighbourhoods together. All those I know who were kids in the 70s would have gone to Jaywick in the summer, says Kalbfell, who grew up in Essex in the 1990s and 00s. Its one of the nicest beaches along this stretch of coast. But for my generation, it wasnt a thing.Compounding its vulnerability is Jaywicks plotlands status. Its lowslung chalets mostly sit just below sea level, and were never meant to be permanent homes; Brooklands and Grasslands were without basic utilities until the 1980s. The roads and lanes remain private; National Highways has no obligation to maintain them. In recent decades, the cheapest chalets have attracted absentee landlords who let them to people claiming housing benefit, while allowing the properties to deteriorate far below the national Decent Homes Standard. As HATs interim report reads, There is a clear correlation between low owner occupation and poor housing conditions. Jaywick topped the governments Deprivation Index for England in 2010, 2015 and 2019.It soon became clear to HAT that residents top priority was the creation of commercial opportunities. As part of their work on the place plan, they helped form a brief for a business and industrial centre where Frank Ernest Bromiges longdemolished art deco arcade first known as the Playdium, then as Sunspot had once stood. Here, on derelict land, a weekly car boot sale was already taking place, but without as much as a pavement, let alone cover. From speaking to residents, we knew that this type of space was missing, says Kalbfell. People did in fact have their own businesses, but they were running them out of their kitchens. Had statistical analysis been done from afar by an agency, that may not have registered, suggests Kalbfell. They would have said there is no demand in Jaywick, because there was nothing here already.When Tendring District Council put out the business centre to tender, HAT were the obvious choice, and Kalbfell became its project architect. With combined funding from Tendring, the Getting Building Fund, Essex County Council and the UK Shared Prosperity Fund, the 5.3 million development was named Sunspot after the old arcade. It was slated for long meanwhile use meaning 2550 years and designed by HAT to be easily dismantled and reconstructed elsewhere. A simple steel frame encased in corrugated aluminium and polycarbonate panels, it has piles that burrow deep into the marshy ground. It took only 18 months to construct, completing in September 2023. There are modest flourishes: a sawtooth roofline that mimics the wide pitched roofs of Jaywicks distinctive chalets; bright yellow awnings; red structural steel; a facade the colour of mint ice cream.Sunspots smallest business units face the seafront, forming a promenade along the freshly paved stretch of road. Current groundfloor tenants include Buddies Barbers, the Rainy Bakes bakery and dog groomers Spotty Dotty & Friends, which recently expanded into another larger unit around the back with a pet shop. Upstairs units are accessed via intercom through the main entrance; these house an AI consultant, a masseuse, a handbag designer and a florist, among other businesses. At its eastern end, facing Grasslands and ClactononSea, is a caf run by the charity The Active Wellbeing Society; at the other, facing Brooklands and the holiday parks of Seawick, a doubleheight event space hosts markets, concerts, workshops and exercise classes year round. Within six months of opening, Sunspot hit nearly full occupancy, with one upstairs unit the largest kept empty for 15perday hotdesking.Were inclusive to everyone, says Mick Lister, who manages Sunspot for Tendring District Council. The units are affordable, ranging from 250 to 1,200 per month, and the notice is only 30 days, so if it is not working out for you, you just leave the unit as you found it. Two winters in, however, the pattern is of businesses growing, rather than shuttering. Something of a pipeline has emerged: Two people started in the market, and have gone into units, explains Lister. Eight businesses have gone into small units and then expanded into bigger ones. And the hotdesking option has paid off too, with one person starting there, later taking on a unit. Today, there is a waiting list to rent a business unit at Sunspot.This flexibility is reflected in the barebones design of the building. Groundfloor units are prefitted with a coldwater run which can be connected to the mains if necessary. Businesses such as Rainy Bakes have opted to install ventilation for their ovens an adaptation made relatively simple through easily accessible service hatches on the first floor. The point is that the services are only plugged in if required by the tenant. Not everyone needs it, says Kalbfell. And if you dont need it, you dont pay for it.Jaywick is a resilient community. On a blustery January morning this year, the car boot sale is in full swing in the market space, with the beachfacing shutters pulled close to block out the icy North Sea wind. Inside, the bunting is up, and a space heater hums in the corner. At the other end of the building, the caf is nearly full. The thought that keeps returning when I see all the people in there, says Lister, is where did they go before? The first summer was busier still, with a noticeable uptick in beachgoers coming in from neighbouring areas. Public toilets were previously tucked behind a curtain shop in Grasslands you wouldnt know unless you lived here, says Lister and were frequently shut. Sunspots accessible toilets, by contrast, face the beach and are clearly signposted.While her work on Sunspot is done, Kalbfell has returned to Jaywick over the past 18 months, often walking her dog along the sands. Eyeing a new set of curtains or fresh signage, she will know that another tenant has moved in and personalised their unit. I love that, she says. Its not precious. The building is there to be owned by the businesses. Soon, she will continue work on the place plan with the HAT team: 20 million of government funding was secured at the end of last year to carry out its next phases. This will involve, among other things, raising the seawall to protect Jaywick from flood risk that will only worsen in the coming halfcentury.Nearer in time, Lister is planning a community day during school summer holidays, including live music in Sunspots market space and a sandcastle competition on the beach. If there was any doubt as to its resolve to hold a firm line on ending Windows 10 support, thats gone. All those PCs will be wide open to data breaches, identity theft, and other serious consequences, it warns. Not fun.This week many Windows 10 users have already received an email telling them to check the upgrade eligibility of their PCs or look into buying a new machine. When your OS is no longer getting those all-important security updates, it can be a bit like leaving your front door wide open, it says, spelling out just what could happen if you dont.The Windows-maker warns those 800 million users (per Statcounters latest numbers) will risk increased vulnerability to malware, as well as risk of cyberattacks. Microsoft has confirmed a 12-month extended support option will be available for $30. But just as with its emails this week, this doesnt feature. The company likely doesnt want that to be a large-scale fallback or it doesnt think huge numbers will pay.Security updates, it says, are like locks on your doors they help keep the bad guys out. And coming just a few days after its latest monthly update warnings of yet more zero-day vulnerabilities under attack, it stresses that these updates patch up vulnerabilities that could be exploited by malware or hackers. Without them, your unsupported OS is an easy target, and your personal info could be at risk.The nightmare scenario of hundreds of millions of PCs all falling off support on October 14 is certain to be exploited. Cybercriminals are a crafty bunch, and theyre always on the lookout for outdated systems to exploit. An unsupported OS is like an open invitation for these attackers. Once theyre in, they can steal sensitive information, install ransomware, or use your system for their own nefarious purposes.Microsoft has pushed the benefits of Windows 11 hard, the combination of its new OS and newer hardware delivering a step-up in security benefits. But the tone of this latest warning is likely what well see for the next seven months, as the end-of-life deadline comes closer.     As a devastating wildfire burned through a Maui town, killing more than 100 people, emergency management employees traded dozens of text messages, creating a record that would later help investigators piece together the governments response to the 2023 tragedy.One text exchange hinted officials might also be using a second, untraceable messaging service.Thats what Signal was supposed to be for, then-Maui Emergency Management Agency Administrator Herman Andaya texted a colleague.AdvertisementAdvertisementSignal is one of many end-to-end encrypted messaging apps that include message auto-delete functions.While such apps promise increased security and privacy, they often skirt open records laws meant to increase transparency around and public awareness of government decision-making. Without special archiving software, the messages frequently aren't returned under public information requests.An Associated Press review in all 50 states found accounts on encrypted platforms registered to cellphone numbers for over 1,100 government workers and elected officials.Its unclear if Maui officials actually used the app or simply considered ita county spokesperson did not respond to questionsbut the situation highlights a growing challenge: How can government entities use technological advancements for added security while staying on the right side of public information laws?How common is governmental use of encryption apps?The AP found accounts for state, local and federal officials in nearly every state, including many legislators and their staff, but also staff for governors, state attorneys general, education departments and school board members.The AP is not naming the officials because having an account is neither against the rules in most states, nor proof they use the apps for government business. While many of those accounts were registered to government cellphone numbers, some were registered to personal numbers. The APs list is likely incomplete because users can make accounts unsearchable.Improper use of the apps has been reported over the past decade in places likeMissouri,Oregon,Oklahoma,Marylandand elsewhere, almost always because of leaked messages.Whats the problem?Public officials and private citizens are consistently warned about hacking and data leaks, but technologies designed to increase privacy often decrease government transparency.Apps like Signal, WhatsApp, Confide, Telegram and others use encryption to scramble messages so only the intended end-user can read them, and they typically arent stored on government servers. Some automatically delete messages, and some prevent users from screenshotting or sharing messages.The fundamental problem is that people do have a right to use encrypted apps for their personal communications, and have those on their personal devices. Thats not against the law, said Matt Kelly, editor of Radical Compliance, a newsletter that focuses on corporate compliance and governance issues. But how would an organization be able to distinguish how an employee is using it?Are there acceptable government uses of end-to-end encryption apps?The U.S. Cybersecurity and Infrastructure Security Agency, or CISA, has recommended that highly valued targetssenior officials who handle sensitive informationuse encryption apps for confidential communications. Those communications are not typically releasable under public record laws.CISA leaders also say encrypted communications could be a useful security measure for the public, but did not encourage government officials to use the apps to skirt public information laws.Journalists, including many at the AP, often use encrypted messages when talking to sources or whistleblowers.What are states doing?While some cities and states are grappling with how to stay transparent, public record laws arent evolving as quickly as technology, said Smarsh general manager Lanika Mamac. The Portland, Oregon-based company helps governments and businesses archive digital communications.People are worried more about cybersecurity attacks. Theyre trying to make sure its secure, Mamac said. I think that they are really trying to figure out, How do I balance being secure and giving transparency?Mamac said Smarsh has seen an uptick in inquiries, mostly from local governments. But many others have done little to restrict the apps or clarify rules for their use.In 2020, the New Mexico Child, Youth and Families Departments new division director told employees to use the app Signal for internal communications and to delete messages after 24 hours. A 2021 investigation into the possible violation of New Mexicos document retention rules was followed by a court settlement with two whistleblowers and the division directors departure.But New Mexico still lacks regulations on using encrypted apps. The APs review found at least three department or agency directors had Signal accounts as of December 2024.In Michigan, State Police leaders were found in 2021 to be using Signal on state-issued cellphones. Michigan lawmakers responded by banning the use of encrypted messaging apps on state employees work-issued devices if they hinder public record requests.However, Michigan's law did not include penalties for violations, and monitoring the government-owned devices used by 48,000 executive branch employees is a monumental task.Whats the solution?The best remedy is stronger public record laws, said David Cuillier, director of the Brechner Freedom of Information Project at the University of Florida. Most state laws already make clear that the content of communicationnot the methodis what makes something a public record, but many of those laws lack teeth, he said.They should only be using apps if they are able to report the communications and archive them like any other public record, he said.Generally, Cuillier said, theres been a decrease in government transparency over the past few decades. To reverse that, governments could create independent enforcement agencies, add punishments for violations, and create a transparent culture that supports technology, he said.We used to be a beacon of light when it came to transparency. The folks over at the popular internet speed testing platform, Ookla, tested the Apple-designed modem and found that it beats Qualcomms solution inside the iPhone 16 at a few crucial parameters. The analysis, which lasted roughly two weeks, covered AT&T, Verizon, and T-Mobile cellular networks. Ookla refers to it as the bottom 10th percentile bracket. Across all three carriers, Apples C1 modem delivered better download speeds than its Qualcomm counterpart. Even on T-Mobile waves, the iPhone 16e notched download speeds of 57.34 Mbps, while the iPhone 16 lags behind at 27.27 Mbps. But even at download speeds on the higher end, the iPhone 16e is no slouch. It notched peak downlink speeds in the range of 140-264 Mbps, which is enough for social media, streaming, and cloud gaming.The tables are flipped when it comes to peak download speeds because the Qualcomm modem offers support for the faster mmWave flavor of 5G. However, Ookla notes the lower percentile scores are the more meaningful metrics. OoklaPerformance at the lowest 10th percentile often provides a more accurate reflection of overall quality of experience (QoE) than the fastest 90th percentile, which can be skewed by deployments in mmWave-covered locations and is subject to declining marginal returns, says the report.Interestingly, the iPhone 16e scored another crucial victory over the iPhone 16 at the all-too-important network metric of uplink speeds. Once again, on Verizon and AT&T networks, Apples C1 modem proved faster than Qualcomms modem, taking a lead worth up to 38% at upload speeds.OoklaThe results are remarkable, considering the fact that Qualcomms modem offers better downlink carrier aggregation than Apples C1 modem. Moreover, despite lacking support for uplink carrier aggregation tech, the iPhone 16e was still able to outperform the iPhone 16 at upload speeds. Another independent test highlighted that the C1 modem was more energy efficient than Qualcomms option, which means the connectivity tax on the battery is lower.
