    If you travel abroad with your dogwhether they are a personal pet you take along on vacation or a service animalthey also need a passport of sorts to reenter the United States. As of August 1, 2024, the Centers for Disease Control has new documentation requirements for dogs arriving from other countries, and the process is more onerous depending on where you've been. At a minimum, all dogs entering the U.S. must be at least six months old, have a detectable microchip, and appear healthy upon arrival. The CDC also maintains a list of high-risk countries for dog rabies on its websiteif your origin point is included here, or if you disembarked a cruise with your dog in a country listed, there are additional requirements for traveling back to the U.S. You should prepare ahead of time so that (worst case scenario) your dog isn't denied entry. What you need when traveling with a dog from a high-risk countryIf your dog has been in a high-risk country for rabies in the last six months and was vaccinated against rabies in the U.S., there are two forms you need to completeone before departure from the U.S. and one in the days leading up to arrival. CDC Dog Import Form: This document can be completed for free online, and you'll just need to show a digital or printed receipt to customs officials upon arrival. You'll need your dog's microchip number and a recent photo in addition to basic breed information. Certification of U.S.-I ssued Rabies Vaccination: This form must be completed by a veterinarian before your dog leaves the U.S. The document must then be endorsed by the USDA and printed to show customs officials along with the import form. If your dog was vaccinated against rabies in another country, the entry requirements are considerably more complicated. In addition to the import form, you will need a Certification of Foreign Rabies Vaccination and Microchip form completed by a veterinarian and a rabies serology titer report. The process for the latter is lengthy, so make sure you know when to have the blood sample drawnat least 30 days after your dog's first rabies vaccine and at least 28 days before entering the U.S.and where to send it. You must also make a reservation at one of a handful of CDC animal care facilities (which must also be your point of entry) for your pet to be examined and revaccinated. If you do not have a valid titer report upon arrival, your dog will be admitted to a 28-day quarantine (at your expense) at the facility. Finally, if your dog has been in a high-risk country in the last six months and has not been vaccinated against rabies, they will not be allowed to enter the U.S. What you need when traveling with a dog from a low-risk countryThankfully, returning to the U.S. with your dog from any country not listed on the CDC website is considerably easier. You'll need only the CDC import form completed on the day of travel (though it can be filled out up to six months in advance). The same form can be used for multiple entries in a six-month span as long as all travel has been in or through low-risk countries. Dogs that traveled through high-risk countries as cargo must meet the requirements only for those traveling from low-risk countries.

It starts off with Joel (Pedro Pascal) in conversation with a new character played by Catherine O'Hara (seemingly his therapist), reckoning with his past actions. "Did you hurt her?" she asks. "I saved her," he replies.On top of O'Hara's unknown role, we see other characters for the first time including Kaitlyn Dever's Abby, Jeffrey Wright reprising his video game voice role as Isaac, and Dina, played by Isabela Merced. Meanwhile with returning cast, Joel's brother Tommy (Gabriel Luna) as well as Ellie (Bella Ramsey) appear briefly in some intense action scenes.As revealed last year, showrunners Craig Mazin and Neil Druckmann decided to split the events from The Last of Us Part IIvideo game into two seasons, since the story was far more complex than the original. The second season will be just seven episodes to create a natural break, while the third season will be "significantly larger," they said.The original series mostly followed the events of the game, with some smart deviations and changes. Expect more of the same for season two, though the teaser already shows one significant divergence.   • A year after the deadliest U.S. wildfire, survivors of Mauis Lahaina fire struggle with housing

    Josephine Fraser worried her young familys next home would be a tent.Fraser and her partner, their two sons and their dog had moved nine times in as many months, from one hotel room to another, since the deadliest U.S. wildfire in a century razed her hometown of Lahaina, on Maui. They would sometimes get just 24 hours to relocate, with no immediate word where they were headed.Now, the Red Cross was warning that the hotel shelter program would soon end and Fraser was having trouble explaining to her 3-year-old why they couldnt just go home.He just kept asking, Why?' she said. It really broke me.Like Fraser, thousands on Maui have faced a year of anxious uncertainty since the Aug. 8, 2023, wildfire brought apocalyptic scenes of destruction to Lahaina, the historic former capital of the Hawaiian kingdom, forcing some survivors to flee into the ocean. The fire killed at least 102 people and displaced 12,000.Government and nonprofit groups have offered temporary solutions for displaced residents, including providing hotel rooms, leasing apartments, assembling prefabricated homes and paying people to take in loved ones.Disaster housing experts say the effort, expected to cost more than $500 million over two years, has been unprecedented in its cooperation among federal, state, county and philanthropic organizations toward keeping the community together.But on a tourism-dependent island where affordable homes were in short supply even before the fire, a housing market squeezed by vacation rentals is undermining attempts to find long-term shelter for survivors even a year later.Just about all of the 8,000 survivors put up in hotels have been moved into other accommodations, but many of those are pricey condos once rented to visitors, and they arent near residents jobs or their childrens schools.Work to finish developments of temporary homes has been slowed by the difficulty of clearing toxic debris, obtaining materials from thousands of miles away, blasting and grading volcanic rock and installing water, sewer and electricity lines.Members of at least 1,500 households have already left for other islands or states, some estimates say. Locals fear more will depart if they cant find stable, affordable, convenient housing.Thats particularly painful for Hawaii, where leaders have long worried the islands are losing their culture as housing costs fuel an exodus of Native Hawaiian and other local-born residents.You start to change the fabric of Hawaii, said Kuhio Lewis, chief executive of the nonprofit Council for Native Hawaiian Advancement, which is involved in housing survivors. Thats whats at stake, is the future of who Hawaii is.Gov. Josh Green told The Associated Press in an interview that the state is building transitional and long-term housing, changing laws to convert 7,000 vacation rentals to long-term rentals and swiftly settling lawsuits by fire survivors so plaintiffs can get the money they need to start rebuilding.Will some people leave? Of course, Green said. But most will stay, and theyll really be able to stay if they get their settlements and can invest in their new houses.Plaintiffs and the state reached a $4 billion global settlement on Friday, according to court filings.The Council for Native Hawaiian Advancement is building 16 modular units in Lahaina and 50 in Kahului, about an hour away, which kept Fraser and her family from winding up in a tent. In May, they moved into the first unit completed in Kahului, a small, white structure with two bedrooms and one bathroom.The neighborhood remains a dusty construction site. The location is not convenient for her job as a manager at a hotel restaurant in Lahaina, but Fraser, 22, is grateful. She can cook for her kids and they can play outside.Everyones choice is to move out of Lahaina, to move off-island, to move to the mainland, and thats not something that we want to do, she said. Lahaina is our home.Lahainas plight highlights an important question as human-caused climate change increases the severity and frequency of natural disasters: How far should governments go to try to keep communities together after such calamities?Shannon Van Zandt, with the Hazard Reduction and Recovery Center at Texas A&M University, said its a worthy goal. Being a part of a community that supports its members is important not only to their livelihoods but their mental health, she said.Jennifer Gray Thompson, the CEO of nonprofit fire-recovery initiative After The Fire, said she has worked in 18 counties that have suffered massive wildfires since 2017, when she herself lived through blazes that ripped through Northern Californias wine country.Thompson has never before seen the Federal Emergency Management Agency invest so heavily in keeping a community together, she said.Maui is the first one Ive ever seen the federal government fully listen to the community and actually really try to do what they were asking, which was to keep people on the island, she said.FEMA has focused on providing rentals for survivors who did not have insurance coverage for fire losses. The agency is directly leasing homes for more than 1,200 households and giving subsidies to 500 others to use on their own. Many of the rentals are in Kihei, 25 miles (40 kilometers) from Lahaina.Still, the approach has proved tricky partly because vacation rentals and timeshares are one-quarter of the housing supply.In October, FEMA raised its rates by 75% to entice landlords to rent to locals. The agency is now paying $3,000 per month for a one-bedroom and more than $5,100 for a three-bedroom. People seeking housing on their own say that has inflated the rental market more.Frustration over the prevalence of vacation rentals after the fire prompted Mauis mayor to propose eliminating them in areas zoned for apartments. The measure is still under consideration.FEMA also is constructing 169 modular homes next to a similar site being built in Lahaina by the state and the Hawaii Community Foundation. Residents begin moving into FEMAs development in October. The $115 million project next to it will provide 450 homes for people who arent eligible for FEMA; the first families arrive in the coming weeks. When July came, she was still living in a hotel with her partner and two children. She twice declined offers from FEMA to move off the island temporarily and provide her a car, she said, because her grandfather would have wanted her to stay.Finally, the Council for Native Hawaiian Advancement moved her and her family into a two-bedroom apartment in West Maui, in the same building as her brother and his family.To get that phone call was like somebody reaching out with light, Reardon said. Her daughter will be able to start kindergarten with her cousins at the school she would have attended before the fire.The council also is paying people who take in displaced loved ones, providing $500 a month per guest. That has been helpful for Tamara Akiona, who bought a small condo in central Maui with her husband after she lost the multigenerational home where she lived with 10 family members in Lahaina. The money has covered food and other costs since they took in her uncle, Ron Sambrano.Without my family, Id probably be living on the beach or under a bridge or something, Sambrano said.With stable housing, Frasers family can begin finding a routine once again. She works during the day while her partner watches their sons. She returns to do dinner and baths before he leaves for his night shift as a restaurant server.Its awesome to have a roof, somewhere to call home, Fraser said.     Smartphone brands have thankfully become more conscious of the design of their phones, or at the very least are now talking more about that aspect of the product. Not everyone gets it right, of course, especially if you look at some of the ginormous camera designs on phones these days. Once in a while, though, you come across a design that still delivers the promise of powerful cameras without being as in your face as their other kin. This year, Motorolas Edge 50 series seems to have hit the target with a smooth and elegant minimalist design, as shown by leaked images of the upcoming Motorola Edge 50 Neo. Strangely enough, it calls to mind a design that we actually liked and wished stuck around longer.Designer: Motorola (via Evan Blass/evleaks)In 2022, we reviewed the OPPO Find X5 Pro which seemed to defy convention with a rear design that ditched the usual metal island that surrounded smartphone cameras. Instead, it used a gentler, curving slope that looked distinctive, less noisy, and more elegant, but it sadly didnt last more than that years OPPO flagship. Whether by coincidence or by design (pardon the pun), its like that aesthetic has suddenly resurfaced where we least expect it.A serving of official-looking renders reveals the design of the Motorola Edge 50 Neo or at least its back, and we cant help but get a sense of deja vu. Not that were complaining, since its quite a striking and unusual appearance, and its not even limited to this particular model. All members of the 2024 Edge 50 family bear this same design language, including the Motorola Edge 50 Fusion with only two cameras on its back.Also like its other siblings, the Edge 50 Neo is Pantone-certified, a mark it bears proudly as well. This particular model will come in four color options: Grisaille (Gray), Nautical Blue, Poinciana (Red), and Latte (Beige). The images also suggest that the phones will bear the same textured material on their back, which not only gives them a luxurious feel but also improves their grip.Other than these visual details, however, not much is known about the Motorola Edge 50 Neo just yet. It will have three cameras, and it might follow in the footsteps of the base Edge 50 model with a 50MP main camera, a 10MP 3x optical zoom telephoto camera, and a 13MP ultra-wide shooter.
