(Joel Bissell | MLive.com)Joel Bissell | MLive.comWill Freeman, a software engineer from Huntsville, is on a mission to show Americans how much they are being watched without their knowledge.Earlier this year, Freeman launched DeFlock, an online map where users can plot automated license plate readers (ALPRs) in their cities.According to DeFlock, these cameras capture images of all passing license plates and store details such as the cars location and the date, and time they passed.While these systems can be useful for tracking stolen cars or wanted individuals, they are mostly used to track the movements of innocent people, the site reads.Freeman, who currently lives in Colorado, said he was inspired to create the map after driving to Huntsville from Washington state to visit his parents.Where I lived at the time in Washington, I didnt see any ALPRs besides like stuff for toll roads, he said.But on the trip, once I started getting into the South, thats when I noticed a lot of these weird like black poles with solar panels on top and what looked like a camera with infrared in it. And it took me a bit to figure it out, but I realized it was an automatic license plate reader by Flock, which is the company that makes most of them based out of Atlanta.After seeing all of them I just didnt like them because I dont like being tracked. Im a big privacy advocate and the less tracking the better in my opinion.Flock CEO Garrett Langley has said his goal is to eliminate crime in America in 10 years, a target that has been called impossible by experts.There are currently dozens of ALPRs reported in Huntsville alone on DeFlock and a few in Birmingham.So far, nearly 2,000 cameras have been reported in the United States and more than 5,500 have been reported around the world.None have been reported in Mobile or Montgomery -- so far.This is a kind of tracking unlike tracking on your phone, because on your phone you can opt out just by simply not using your phone or not using services that do things with your data that you dont like, he said.But with these ALPRs you cant opt out of that, unless you just like walk around everywhere, bike around everywhere, which is not possible in a lot of places. So, youre required to have a license plate on your car. So indirectly, youre required to be tracked wherever you go pretty much.Limits on ALPRsWith the website, Freeman said his eventual goal is to have the cameras removed entirely, or at the very least, have some signage posted.Ideally, Id like them to be removed, but realistically, that might not happen, he said.In certain states, like California, they have actually put laws into place to regulate this kind of thing. So, one of the things they require is holding a public meeting before the installation of these things.I noticed that a lot of cities in California that have these things [ALPRs] have signs on them. Because you are actually showing people that, like were not trying to spy on you.Were letting you know that youre being watched right now. And I still dont like that, but its better. And most people would find that better than just hiding them.According to the National Conference of State Legislatures, Alabama does not currently have any regulations specifically addressing ALPRs.In 2020, Sen. Arthur Orr, R-Decatur, filed a bill that would have put limits on the use and storage of data collected from the readers, but it was not passed.We dont need the government tracking citizens movements without significant limitations, Orr told Alabama Daily News previously.Im fully supportive of law enforcement using technology to catch criminals, but we certainly dont need them spying on the movements of ordinary citizens.But many Alabama residents arent even aware of the surveillance. Last month, Freeman posted to a Huntsville subreddit asking people about the cameras.As of Nov. 14, the post has received over 300 responses and many readers reached out to tell Freeman they had no idea the cameras existed, he said.I want to get more contributors to get more data points so people can see how many there actually are, he said.The end goal is to mostly raise awareness, because right now theres a big lack of awareness, and I have a feeling a lot of things would change, and a lot of people would not be happy with how many there are if they actually knew about it.He added that he would also like to use DeFlock to create a way to avoid the cameras.Some other smaller, secondary goals are creating navigation around these things, because I know which direction theyre facing, he said.So eventually I should be able to give you a Google Maps route or something that avoids all of them, if thats something you care about.Are ALPRs unconstitutional?Freeman is not the only person taking issue with Flocks surveillance.Lee Schmidt and Crystal Arrington of Norfolk, Va., filed a lawsuit against the city and its police department in late Oct. that claims the use of Flock cameras is unconstitutional.The City of Norfolk, Virginia, has installed a network of cameras that make it functionally impossible for people to drive anywhere without having their movements tracked, photographed, and stored in an AI-assisted database that enables the warrantless surveillance of their every move, the complaint reads.This civil rights lawsuit seeks to end this dragnet surveillance program.The complaint claims that the citys use of ALPRs violate the Fourth Amendment, which protects people from unreasonable searches and seizures by the government.Tracking the whole of a persons public movements over (at least) 30 days is a search, it reads.And because the City does all of this without a warrantinstead letting individual officers decide for themselves when and how to access an unprecedented catalogue of every persons movements throughout Norfolk and beyondthe Citys searches are unreasonable.The filing also goes on to express concerns with how the city might use the data or what could happen if it fell into the wrong hands.Plaintiffs are ordinary, everyday people who live and work in Norfolk, it reads. Nearly every day, they drive past the Citys automatic license plate readers as they go to work, to the store, to their kids schools, to church, or to meet friends and family.Like most people, they try to maintain a reasonable amount of privacy in their lives. The Biden administration secured commitments from top semiconductor chipmakers to build US factories.Building chip factories can take years, and some factories have faced delays.Hiring for roles in semiconductor manufacturing could come under the Trump administration.The Biden administration's efforts to boost US semiconductor manufacturing and employment could bear fruit during the Trump administration.During his term, Biden secured commitments from five of the world's leading chip manufacturers TSMC, Intel, Samsung, Micron, and SK Hynix to build factories in the US as part of an effort to shore up production of the critical technology.However, many of these factories are still in various stages of construction, and for some, it will be years before they're producing chips. Much of the hiring for manufacturing roles could come under president-elect Donald Trump or a future administration, experts told Business Insider.Jeff Koch, an analyst at the semiconductor research and consulting firm SemiAnalysis, told Business Insider that the current building of US chip factories has already created construction jobs. However, Koch said that the anticipated boost in semiconductor manufacturing employment hasn't materialized yet.Koch and Stephen Ezell, the vice president for global innovation policy at the Information Technology and Innovation Foundation, said manufacturing jobs would likely be realized during the Trump administration."The longer it takes to get the funds disbursed and the projects fully underway, then the longer it takes to get to full hiring for construction of the facilities and the operational staffing of them once they're complete," said Ezell, referring to CHIPS Act funding that the five leading chipmakers in addition to other semiconductor companies have been allocated from the Biden administration.The chipmakerscriticized the CHIPS Act takes office in January.The US could see about 42,000 direct jobs at the companies building these factories and 101,500 indirect jobsreport published in 2021 by the Semiconductor Industry Association a trade association and lobbying group thatTo be sure, it's not uncommon for the benefits of a president's policy initiative to see gains"Much of the work we've done is already being felt by the American people, but the vast majority will not be felt, will be felt over the next 10 years," Biden said in November about his administration's policies.Additionally, the construction of chip factories is particularly complicated, and it often takes years for these projects to be completed."This is the world's most complex technology," Jimmy Goodrich, senior advisor for technology analysis to the RAND Corporation, said of semiconductors. "You're talking about producing transistors billions on a single chip each of them is 20 to 30,000 times smaller than the human hair."Business Insider reached out to TSMC, Intel, Samsung, Micron, and SK Hynix to confirm the latest status of their US-based chip factories under construction. The table below shows where the chipmakers have committed to building factories in the US. Intel declined to provide estimated completion dates for its four factories.When reached for comment, the Trump-Vance transition team didn't respond to a question about Trump's plans to boost US semiconductor manufacturing employment.Building chip factories takes timeKoch said Taiwan-based TSMC began hiring over two years ago. The company is expected to begin full production levels BI previously reported it already startedPhoenix factory early next year after facing some delays.TSMC is projecting that its second and third chip Phoenix-based factories will begin production in 2028 and by the end of the decade, respectively. The second factory was initially slated for a 2026 opening.Micron, which is based in Boise, Idaho, has five factories in the works four in Clay, New York, and one in Boise. The Boise factory is expected to begin production in 2026, the company told BI, but Micron's Clay factories have faced some delays.SK Hynix, which is based in South Korea, expects to begin mass chip production at its West Lafayette, Indiana factory in the second half of 2028. Samsung is projecting that it will begin chip production at its chip factory in Taylor, Texas in 2026. In October, Reuters reported that Samsung has postponed taking deliveries of chipmaking equipment because it has yet to land any major customers for the project.The Commerce Department said that TSMC, Intel, Micron, Samsung, SK Hynix, and TSMC are "five of the world's leading and most advanced leading-edge logic and leading-edge memory chip manufacturers." The Commerce Department added that building chip factories is a very intensive and complex construction project and that it often takes three to five years before factories are fully constructed and operational.While creating US semiconductor manufacturing jobs would be good news for the people who eventually land these roles, Chris Miller, a nonresident senior fellow at the American Enterprise Institute who focuses on semiconductors, told BI that he thinks the Biden administration's main goal was to boost US chip manufacturing. The developer had moved on to Netflix as part of Team Blue, a triple-A studio with some other big names like ex-Overwatch executive producer Chacko Sonny, and former Halo creative lead Joseph Staten, but that shut down back in October. Today Grassetti announced a "new chapter" over on his Twitter account, which is that he'll be back at Sony, only this time as part of Naughty Dog.To see this content please enable targeting cookies. There's so many icons that just don't make any sense, constant numbers implying that you're doing damage but the health bar doesn't go down as quick as you'd like, there's just a lot to take in! So when it was announced that Final Fantasy 14 is getting a mobile version, eyebrows were raised as to how it would be played, and how much the UI would take up space on the screen. As it turns out, not a massive amount, as some gameplay of the battle system was shown off on Chinese social media site Weibo. To see this content please enable targeting cookies.For the most part buttons are shown in the bottom right, with different icons for different jobs, and like many mobile games you just tap 'em to do 'em. Looks pretty simple! Except, of course, there are jobs where you have to use a whole lot of abilities, and it isn't clear if there's any way to cycle through the abilities on screen, so it's entirely possible this version of Final Fantasy 14 has been massively simplified. It's not even clear if you can walk around during battle or not as the gameplay shows all the different classes just staying in one position, and considering how the original MMO has plenty of attacks that require you to hustle out of danger's way, that would be quite a radical change.To see this content please enable targeting cookies. Still, it looks pretty good all-in, and I'm sure the most passionate of Final Fantasy 14 fans would have a good time no matter what the gameplay systems were like (though it does help when they're not a mess). There's still no release date for Final Fantasy 14 Mobile yet, but we do know that it'll start at the beginning again whenever it does come out.
