    Presidential spokesman Vincent NgwenyaTalks over licensing SpaceXs Starlink service in South Africa have stalled over the countrys tensions with the Donald Trump administration in the US.This is according to a recent report in Bloomberg News (paywall), which said that negotiators plan to wait until the dispute between the US and South Africa calms down, with the intention to return to a possible deal at a later stage, Bloomberg reported, citing unnamed sources familiar with the matter.SpaceX, which is controlled by US billionaire and Trump ally Elon Musk, has for some time been seeking a licence to operate in South Africa. However, the process has been delayed over a request by SpaceX for equity equivalents, in terms of which it would not be required to sell a 30% stake in its South African operation but rather to make investments in other ways that advance South Africas programme of black economic empowerment.Minister Malatsi has repeatedly said his request to Icasa is not intended to aid Starlink in particularLast year, communications minister Solly Malatsi asked Icasa, the communications regulator which is ultimately responsible for licensing Starlink in South Africa, to consider revising the regulations so that equity equivalents are permitted in the licensing process, particularly to ensure foreign investors are not chased away before they even commit to invest in the country.Malatsi has repeatedly said his request to Icasa is not intended to aid Starlink in particular, but to encourage greater foreign direct investment across the sector, in line with the equity equivalence programmes allowed in other industries.SpaceX recently withdrew from Icasas public hearings this month into the proposed new licensing framework for satellite services in South Africa.     A senior Elon Musk staffer has created a custom AI chatbot that purports to help the Department of Government Efficiency eliminate government waste and is powered by Musks artificial intelligence company xAI, TechCrunch has learned.The chatbot, which is publicly accessible, is hosted on a DOGE-named subdomain on the website of Christopher Stanley, who works as the head of security engineering at SpaceX, as well at the White House.Its not clear if the chatbot is experimental or has been used by DOGE as part of its unprecedented cost-cutting efforts across the U.S. government, which have raised legal and privacy concerns.Stanley and a White House spokesperson didnt immediately respond to a request for comment.The chatbot calls itself the Department of Government Efficiency AI Assistant and says it is powered by xAIs Grok 2. When TechCrunch asked the chatbot which twentieth century political leaders DOGE should emulate, it applied the guiding principles and responded with two people: U.K. Prime Minister Margaret Thatcher and Singaporean Prime Minister Lee Kuan Yew, saying they provide excellent models for DOGE by focusing on efficiency, simplification, and the use of technology.The chatbot suffers from some issues, including one thats common to all large language models: hallucination. When TechCrunch asked the chatbot for names of people who work at DOGE, it initially refused but later gave generic names and made-up positions. The chatbot also sometimes gives odd advice, like recommending that USAID use drones, wearables, and other internet-connected devices to improve its efficiency.DOGE has embraced AI as part of its efforts to modernize the U.S. government, according to reports DOGE is reportedly working on a separate AI chatbot for the General Services Administration, the powerful agency that oversees U.S. procurement, per Wired.Its also not clear if the chatbots use of xAI presents a conflict of interest for Musk. Since LLMs typically charge users through API usage, government workers using an xAI-powered chatbot could directly increase xAIs revenue. A representative for xAI could not be reached.

    A change requiring app developers to disclose their address, phone number, and email information to consumers has gone live on the App Store within the European Union. Apple on Tuesday announced it has removed any EU apps that havent yet complied with the Digital Services Act (DSA), a regulation that had added a requirement in Articles 30 and 31 that app developers must provide their trader status to submit new apps or app updates for distribution in this market.In an announcement to developers, Apple says that, as of Tuesday, February 18, all apps without trader status have been removed in the EU App Store, and wont be reinstated until their trader status is provided and verified by Apple.Its unclear at this time how many developers may have been impacted by the change, though likely at least some havent yet updated to meet the new guidelines especially if app development is not their full-time job. Developers have known about the February 17, 2025 deadline for some time, so todays announcement should not come as a surprise.However, the EU law had a larger impact on smaller and indie app developers who dont typically publicize their addresses or phone numbers for dealing with consumer complaints or inquiries. Often, these developers work from home and generally just list an email address on their website for feedback and customer support. According to the DSA, any app that makes money through the App Store can be considered a trader, whether that revenue comes through paid downloads, in-app purchases, or even advertising. Also, the app would qualify if its being used in connection with a trade, business, craft or profession meaning anything that wasnt a hobbyist app would be covered by this DSA guideline. Organizations publishing in the EU App Store must display their phone, email, and address associated with their D-U-N-S Number. Meanwhile, individual developers also had to include an address, phone, and email, the guidelines stated.Smaller developers have found themselves needing to register addresses and phone numbers through third parties to give them some protection and privacy as a result of the new regulation. For instance, some developers used coworking spots, virtual offices, or PO boxes as their business addresses, while others signed up for virtual phone numbers instead of giving out their private numbers for publication on the public App Store.In the EU App Store, the new trader information is now found below other app details like its age rating and supported languages, but above the link to the developer website.

    Ukraine's spy chief said Russia helped North Korea fix a severe accuracy flaw in its KN-23 missiles.Often compared to the Iskandar-M, it's a ballistic missile with a range of over 400 miles.Budanov cited the KN-23 as an example of how Pyongyang is gaining from its fight against Ukraine.North Korean KN-23 missiles had an accuracy flaw removed by Russian technicians as they were deployed against Ukraine, said Kyrylo Budanov, the head of Ukraine's intelligence agency.Speaking to the South Korean media outlet Chosun Ilbo, Budanov cited the missile as an example of Pyongyang's combat tech receiving major improvements from the active fighting."Initially, its accuracy was severely flawed, with an error margin of 500 to 1,500 meters," he said in the interview, published on Monday. "But Russian missile experts made technical modifications, resolving the issue. The missile is now significantly more precise and a far greater threat."The KN-23 is the missile's US designation, but North Korea has named it the Hwasong-11A. The solid-fueled ballistic missile is believed to have a range of about 430 miles and is often compared to Russia's Iskandar-M, with a typical payload of up to 1,100 pounds.It's one of North Korea's newer weapons, debuting during a parade in 2018, with a range that would allow it to strike deep into South Korea. In July, Pyongyang said it tested an advanced version of the missile, the Hwasong-11Da-4.5, saying it can carry a 4.5-ton warhead.The White House said in January 2024 that Russia had fired multiple North Korean short-range ballistic missiles against Ukraine, and it's widely believed that these were the KN-23 and KN-24.Referencing the strikes, South Korea's ambassador to the United Nations said at the time that North Korea was using Ukraine as "a test site of its nuclear-capable missiles." In early 2024, Ukrainian officials showed the media metal fragments from what they said were used North Korean KN-23 or KN-24 missiles.
