    President Donald Trumps dramatic cuts to U.S. government grants are destabilizing every corner of the nonprofit sector, leaving organizations scrambling to adapt. Stacy Palmer, CEO of The Chronicle of Philanthropy, explores how organizations can adjust to the unpredictable philosophy of the new administration, the cuts relationship to Trumps war on diversity, equity, and inclusion, and why this moment could further fracture the ties that bind Americans together.This is an abridged transcript of an interview from Rapid Response, hosted by Robert Safian, former editor-in-chief of Fast Company. The Trump administration has targeted that aid, first announcing a full-on freeze of grants and loans in late January, later rescinded, but many subsequent cuts. Then in his recent address to Congress, he name-checked a litany of what he framed as wasteful, absurd grants. Whats going on? What is the mood like in the philanthropy world? Is it anger, is it fear? Are there any cheers?Nonprofits and foundations are mostly terrified, for a lot of different reasons. One is about just the philosophy of cutting off this aid. One is about the direct impact on their organizations. The other is that theres fear for the safety of their staffsa lot of concern about whether all of this targeting of nonprofits might lead to physical or cybersecurity or other kinds of threats. So I would say most people in the nonprofit world are in a very bad state, worse than Ive seen before in my history of covering these organizations, and worse than it was in the Reagan administration when we saw a lot of cuts.Even the conservatives who feel strongly about cutting government and see that theres waste are very upset about the fact that this seems so haphazard, that theres not a philosophy of the idea that we should ask philanthropy to take up the charge and we should be organized about how we think about that. This all seems very random. It comes, it goes. It means that nonprofits cant make payroll. It means that foundations cant figure out what the smartest strategy is to do. So its a pretty rough time in the nonprofit and foundation world.Beyond the funding, you mentioned concerns for physical safety. Are there examples of that or stories of that? Are you hearing that from certain kinds of organizations?Ive talked to several grantmakers who said that the first request theyre getting for extra funding is to beef up security, and that organizations that deal with the most controversial issuesimmigrants, LGBTQ rights, those kinds of thingsfeel threatened. They say that theyre concerned about doxxing, and I dont have any examples, but I cant tell whether theyre withholding the examples because of fear.Things are moving so fast. I know youve launched special coverage to try to keep up with the Trump agenda. Is money still flowing but nobody knows for how long? Or has it been cut off, and is that what were talking aboutlike a faucet being turned all the way off?Some groups, even though a court said the money has to keep flowing, say that the money isnt flowing and that theyve suffered freezes. Environmental groups, for example, say that they cant figure out whats going on with their banks not releasing the money to them, and so there have been disputes over that.Its not that no aid is flowing. I think some is, but its in no organized way that you can figure out why is it coming from some agencies and not others. And when you think about it, all the federal workers who have been laid off, those are the people who would turn on the spigots and make sure that things are flowing and happening. Well, you cant call the person in the federal government who you used to call. Theyre not there anymore.Im curious how you would describe the sort of role of philanthropy and of nonprofit organizations overall in our economy and our society.One of the things that people dont really understand is they see billionaires who are incredibly wealthy, and they see them giving away moneypeople like Bill Gates and Melinda [French] Gates, Warren Buffettand the dollars are striking.They give more than any of us could think about giving, but they are tiny compared to what the federal government spends. The Gates Foundation could spend all of the money in its coffers, and it would just keep the government operating for a day.Its just the scale is quite different. So its very important to understand the role that government plays, and its twofold. One is direct funding of nonprofits. The second is when the federal government and the state and local governments pull back, there are more people in need. That means they turn to nonprofits for extra help. So often what happens in these cutbacks is not just that the nonprofits lose the support they need to provide services, but they have more people at their doors.So the scale of what philanthropy can do versus the federal government is really important to understand. Now, thats not to say that philanthropy cant pick up more. There has been an enormous run-up in wealth, as we all know. There are many billionaires who could give very generously and make a difference. So nonprofits are certainly calling on them to do more and calling on the nations foundationsFord, Rockefeller, all the names that you all knowasking them to step up. But it would be foolish to think that any private entities can make up for what the governments doing.I have to ask you about Elon Musk. What do folks think of him in the philanthropy world? I mean, there is a Gates Foundation. Bloomberg has a foundation. Musk is not necessarily known for that, and hes having kind of a different impact.Elon Musk, along with President Trump, said some of the most destructive things about nonprofits themselvesthat they are horrible organizations that are just sleazy and just trying to make money off of things like homelessness.So theres been a lot of nonprofit-bashing by both Musk and Trump, and thats incredibly damaging. If they dont believe in the value of these organizations, its going to cause damage in the short term in terms of resources. But if you were a young person trying to decide where you were going to have a career, if you were motivated to want to be a nonprofit or philanthropy worker, why would you do that after somebody has made it sound like its the dirtiest profession ever rather than a call to public service?And I guess in the corporate and the nonprofit reactions in their programs, on attacks on things like DEI or environmental, how much of that is a shift in semantics versus a shift in mission? Ive seen the term green-hushing rise, sort of the opposite of greenwashing. So hiding sustainability efforts, renaming things that had been DEI to be something else. What about this is semantics versus mission?I know pretty much every foundation weve talked to said that theyre looking at every word on their website and seeing whether there are trigger words. Just as you see in the federal government, lawyers are reviewing absolutely everything a foundation does to make sure things are okay. In the absence of really clear guidance from the administration, you can imagine why thats taking a really long time, but it is not leading anybody to move quickly.Is there any time in history that youre looking to as you cover this shifting dynamic in the White House and beyond, or is this so unprecedented that theres really no place to look?The Reagan administration is the one that comes closest because there were these very serious cutbacks, and there was this whole discussion about what is the role of philanthropy and what is the role of nonprofits and how should we do it. So we have asked experts about what kinds of things they have to say. I have two conservatives and two liberals who were involved at that moment who were working in the nonprofit arena, and they all agreed it was unprecedented.And the reason they said that it is this haphazardness, and what one said, who is a very strong conservative, said, Weve just never seen something this nasty. The anger, the kind of feeling that none of this aid matters, its deeply disturbing to people really of any ideology because they [Trump and Musk] dont see that there is an ideology.They want to talk about the view of government. There can be robust debates on that, but this seems unprecedented to the people who have watched this over a long period, which is making it hard to have a playbook. And I think thats why nonprofits and foundations are struggling. What do you do when you cant look to history and you have to figure out fresh whats happening and how to come together?Philanthropy and the work of nonprofits, in a lot of ways, is inherently optimistic. Is there anything thats making you optimistic right now?I think as long as we continue to have nonprofits that are willing to work collectively to make a difference, that does make me optimistic, because sometimes nonprofits just worry about their own communities, their own causes, their own coffers, and dont take collective action. But if they will come together and continue to do that and stay strong, that could make a big difference.

  • DOGEs IRS staff layoffs could let wealthy tax dodgers get away with unpaid bills, say Democrats

    After the Trump administration and Elon Musks Department of Government Efficiency (DOGE) gutted the Internal Revenue Service (IRS) by firing an estimated 7,000 workers, the agency responsible for collecting our nations taxes is now poised to close audits on some of the wealthiest taxpayers, who may not have paid their fair share.Democrats are warning that wealthy tax dodgers could soon benefit from fewer compliance staff, which would dismantle President Bidens efforts to strengthen tax enforcement on the rich. During the Biden administration, the IRS received $80 billion, in part to help the under-resourced agency hold these high-income individuals and large corporations accountable, which resulted in collecting $1.3 billion in back taxes, according to the Internal Consortium of Investigative Journalists.Last week, more than 130 House Democratssent a letter to Acting IRS Commissioner Melanie Krause questioning the mass firings at the already overburdened agency, saying the move threatens to undermine the IRSs capacity to serve the American people effectively right before tax season, including ensuring that taxpayers receive timely services and refunds. (The last thing financially struggling Americans need right now is an IRS that cant process our tax refunds promptly.)These efforts are not only a matter of fairness but also a necessity for addressing our nations debt and revenue shortfalls, the letter continued. The loss of thousands of compliance staff . . . could cripple this progress, emboldening tax evasion, and depriving the U.S. of urgently needed resources.Senate Democrats are also worried about the cuts hampering the IRSs ability to function properly during the upcoming tax season, prompting 18 Democrats to send a letter to the Treasury Inspector General for Tax Administration, saying the recent layoffs would likely reverse recent improvements in taxpayer service, causing phone wait times to increase. In 2022, the average phone wait time was 28 minutes, but it went down to just 3 minutes during the 2023 filing season, which was maintained through 2024.They also argued that the layoffs would interfere with the agencys ongoing efforts to crack down on highly sophisticated tax-evasion structures used by ultra high-wealth taxpayers and companies, including offshore tax evasion, large opaque partnerships, and abuse of luxury assets like private jets.

    Remember how big It Takes Twowas? Coming off of the success ofA Way Out,developer Hazelight Studios was intent on hitting the big time with its sophomore outing- and thats exactly what it did.It Takes Twonot only refined the unique narrative-driven co-op formula the studio was keen to build its reputation on, it also delivered spectacular, highly diverse, and consistently creative gameplay moments in one of the most delightful action platformers in recent memory. In addition to receiving widespread critical acclaim and winning a bevy of year-end awards and accolades (including Game of the Year at The Game Awards in December 2021),It Takes Twowas also a huge commercial success (at the time of writing, it stands at over 23 million units sold).Given that context alone, its not a huge surprise thatSplit Fictionis taking off the way it is. Hazelight Studios and EA recently released their third big co-op adventure, one that promises yet more of what the developer has by now become synonymous with in terms of co-op gameplay, but bigger and better than ever before. Excitement forSplit Fictionhad hit a fever pitch in the short span between its December 2024 announcement and early March 2025 release, and that excitement has been reflected in not only near-universal acclaim (with a Metacritic score of 91), but also impressive player numbers. Over its launch weekend, for instance, the game saw a peak of over 259,000 concurrent players on Steam, close tofour timesas high as the all-time high ofIt Takes Two.Clearly, then, the masses have taken toSplit Fictionjust as strongly as the critics have. What exactly is it, however, about the game that has struck such a chord with so many people? Releasing in the middle of a particularly busy period that has seen several other notable launches, fromMonster Hunter WildsandLike a Dragon: Pirate Yakuza in Hawaiito the imminentAssassins Creed Shadowsand more, how is it that this co-op experience that actively eschews so many of AAA gamings most commercialized tendencies is selling as well as anything any publisher in the industry could hope for?Obviously, reasons one through ten are- its areallygood game, as the ridiculously positive reviews and eye-wateringly high review scores may have given away. Of course, quality is what is expected of Hazelight Studios at this point, given the excellent track record the studio boasts, and the acclaim, accolades and recognition that the studio has earned as a result. Living up to a reputation is often easier said than done for many in the games industry, however, so it absolutely should not be taken for granted that Hazelight not only keeps meeting expectations, but even surpassing them, with each new game building and improving on already excellent foundations.Thats exactly whatSplit Fictionhas done as well- at least in some really crucial ways, even if the game is not without issues. Much like past Hazelight titles,Split Fictionhas its deficiencies in the storytelling department. The characters are more bundles of tropes than actual, nuanced personalities, the dialogue interactions are often dragged down by clunky dialogue and painfully cookie-cutter cliches, the plot itself often tends to move in highly predictable ways. Personally, I thinkSplit Fictionis definitely an improvement overIt Takes Twoat least, where I activelydislikedpretty much every major character and plot development, but at best, it has gone from grating to serviceable.At best. Narratively, Hazelight still has a lot of growing to do.But many have found those issues rather easy to ignore purely on the back ofthe games gameplay and design strengths, and honestly, its easy to see why. Youd think that games directed by an ex-film director would be better at storytelling than they would be at game design, but just as it was withIt Takes Two,the opposite is true ofSplit Fiction.Hazelights newest action-platformer is an absolute blast to play, and from the first second to the last, it delivers spectacularly creative and varied gameplay moments. Perfectly paced, a constant joy to play, and boasting more variety in a single level than most games have across their entire runtimes,Split Fictionis a game design joyride the likes of which we dont see too often. That its seeing widespread success and acclaim on the back of those strengths first and foremost isnt surprising to see.A high-speed bike chase with enough explosions to put Michael Bay to shame, thrilling platforming sequences in the middle of dense traffic in a futuristic cyberpunk city, riotously fun boss fights, a hilarious one-off sequence where you play as pigs (and, eventually, sausages), a set-piece where you ride through a sea of sand on the back of giant sand sharks, and so, so much more- all of this happens just in the first couple of hours ofSplit Fiction,and it doesnt slow down beyond that point. This is a game that prides itself on its long list of ideas- a multitude of mechanics, locations, premises, set-piece sequences, each fully fleshed out and polished.And once it has done something, it just moves on to the next thing, which just highlights the value of its unwillingness to stay still and get comfortable in its skin that much more. Its a special game that not only has that kind of ambition, but is also capable of actually making good on those promises. The level of mechanical polish and thoughtfulness in design thatSplit Fictionboasts across the board may be easy to take for granted given the developers prestige, but it cannot be overstated just how impressive of an accomplishment it is. Three games in, Hazelight Studios doesnt seem to be running of ideas or creativity by any stretch of the imagination, and on the contrary, is still delivering co-op gameplay unlike anything else weve ever seen.Its also worth highlighting how consumer-friendlySplit Fictionis in so many ways, which you wouldnt ordinarily expect from a game being published by Electronic Arts. The flag-bearer of Hazelights popular practices has long been the Friends Pass, which has unsurprisingly made a return withSplit Fiction, once again allowing two players to play the game with just a single purchase. Whats more, this time around, the Friends Pass also supports cross-play, which means you can buy a copy on, say, PlayStation, and get a friend on Xbox or Steam to play with you by just inviting them to your game, as long as youre both signed in with a connected EA account. It works exactly as smoothly and easily as it should, too, and that lack of friction is doubtless going to attract plenty of players. And lets not forget the fact that this is a $50 game, which might be costlier than any of Hazelights previous titles, but is a notably cheaper price point than the vast majority of modern major releases, especially in the AAA space.After having impressed the industry at large with progressively improved landmark co-op gameplay experiences in the form ofA Way OutandIt Takes Two,Hazelight Studios has now delivered what feels like the ultimate realization of its unique brand of co-op withSplit Fiction, so to see the game getting the widespread praise and recognition that it so clearly deserves is heartening to see, to say the very least.   • Apple Releases Patch for WebKit Zero-Day Vulnerability Exploited in Targeted Attacks

    Mar 12, 2025Ravie LakshmananEndpoint Security / VulnerabilityApple on Tuesday released a security update to address a zero-day flaw that it said has been exploited in "extremely sophisticated" attacks.The vulnerability has been assigned the CVE identifier CVE-2025-24201 and is rooted in the WebKit web browser engine component.It has been described as an out-of-bounds write issue that could allow an attacker to craft malicious web content such that it can break out of the Web Content sandbox.Apple said it resolved the issue with improved checks to prevent unauthorized actions. It also noted that it's a supplementary fix for an attack that was blocked in iOS 17.2.Furthermore, it acknowledged that the vulnerability "may have been exploited in an extremely sophisticated attack against specific targeted individuals on versions of iOS before iOS 17.2."However, the advisory does not mention if Apple's own security team discovered the flaw or if it was reported to it by an external researcher.
