  • Google calls for weakened copyright and export rules in AI policy proposal

    Google, following on the heels of OpenAI, published a policy proposal in response to the Trump administrations call for a national AI Action Plan. The tech giant endorsed weak copyright restrictions on AI training, as well as balanced export controls that protect national security while enabling U.S. exports and global business operations.The U.S. needs to pursue an active international economic policy to advocate for American values and support AI innovation internationally, Google wrote in the document. For too long, AI policymaking has paid disproportionate attention to the risks, often ignoring the costs that misguided regulation can have on innovation, national competitiveness, and scientific leadership a dynamic that is beginning to shift under the new Administration.One of Googles more controversial recommendations pertains to the use of IP-protected material. Google argues that fair use and text-and-data mining exceptions are critical to AI development and AI-related scientific innovation. Like OpenAI, the company seeks to codify the right for it and rivals to train on publicly available data including copyrighted data largely without restriction.These exceptions allow for the use of copyrighted, publicly available material for AI training without significantly impacting rightsholders, Google wrote, and avoid often highly unpredictable, imbalanced, and lengthy negotiations with data holders during model development or scientific experimentation.Google, which has reportedly trained a number of models on public, copyrighted data, is battling lawsuits with data owners who accuse the company of failing to notify and compensate them before doing so. U.S. courts have yet to decide whether fair use doctrine effectively shields AI developers from IP litigation.In its AI policy proposal, Google also takes issue with certain export controls imposed under the Biden administration, which it says may undermine economic competitiveness goals by imposing disproportionate burdens on U.S. cloud service providers. That contrasts with statements from Google competitors like Microsoft, which in January said that it was confident it could comply fully with the rules.Importantly, the export rules, which seek to limit the availability of advanced AI chips in disfavored countries, carve out exemptions for trusted businesses seeking large clusters of chips.Elsewhere in its proposal, Google calls for long-term, sustained investments in foundational domestic R&D, pushing back against recent federal efforts to reduce spending and eliminate grant awards. The company said the government should release datasets that might be helpful for commercial AI training, and allocate funding to early-market R&D while ensuring computing and models are widely available to scientists and institutions.Pointing to the chaotic regulatory environment created by the U.S. patchwork of state AI laws, Google urged the government to pass federal legislation on AI, including a comprehensive privacy and security framework. Just over two months into 2025,the number of pending AI bills in the U.S. has grown to 781, according to an online tracking tool.Google cautions the U.S. government against imposing what it perceives to be onerous obligations around AI systems, like usage liability obligations. In many cases, Google argues, the developer of a model has little to no visibility or control over how a model is being used and thus shouldnt bear responsibility for misuse.Historically, Google has opposed laws like Californias defeated SB 1047, which clearly laid out what would constitute precautions an AI developer should take before releasing a model and in which cases developers might be held liable for model-induced harms.Even in cases where a developer provides a model directly to deployers, deployers will often be best placed to understand the risks of downstream uses, implement effective risk management, and conduct post-market monitoring and logging, Google wrote.Google in its proposal also called disclosure requirements like those being contemplated by the EU overly broad, and said the U.S. government should oppose transparency rules that require divulging trade secrets, allow competitors to duplicate products, or compromise national security by providing a roadmap to adversaries on how to circumvent protections or jailbreak models.A growing number of countries and states have passed laws requiring AI developers to reveal more about how their systems work. Californias AB 2013 mandates that companies developing AI systems publish a high-level summary of the datasets that they used to train their systems. In the EU, to comply with the AI Act once it comes into force, companies will have to supply model deployers with detailed instructions on the operation, limitations, and risks associated with the model.

    People in the European Union are now allowed to access alternative app stores thanks to the Digital Markets Act (DMA), a regulation designed to foster increased competition in the app ecosystem. Like Apples App Store, alternative app marketplaces allow for easy access to a wider world of apps, but instead of the apps going through Apples App Review process, the apps on these third-party marketplaces have to go through a notarization process to ensure they meet some baseline platform integrity standards, Apple says like being malware-free. However, each store can review and approve apps according to its own policies. The stores are also responsible for any matters relating to support and refunds, not Apple.To run an alternative app marketplace, developers must accept Apples alternative business terms for DMA-compliant apps in the EU. This includes paying a new Core Technology Fee of 0.50 for each first annual install of their marketplace app, even before the threshold of 1 million installs is met, which is the bar for other EU apps distributed under Apples DMA business terms.Despite the complicated new rules, a handful of developers have taken advantage of the opportunity to distribute their apps outside of Apples walls.Below is a list of the alternative app stores iPhone users in the EU can try today.AltStore PALImage Credits:AltStoreCo-created by developer Riley Testut, maker of the Nintendo game emulator app Delta, the AltStore PAL is an officially approved alternative app marketplace in the EU. The company said its also bringing its games to other alternative app stores, including AltStore PAL, which its now supporting via a grant, as well as Aptoides iOS store in the EU and ONE Store on Android.The move to launch Fortnite in the alternative iOS marketplace comes more than four years after Apple removed the game from its App Store over policy violations, ahead of Epics legal challenge to the alleged App Store monopoly. While U.S. courts decided that Apple was not engaged in antitrust behavior, the lawsuit did pave the way for developers to link to their own websites for a reduced commission.AptoideImage Credits:AptoideAn alternative game store for iPhone, Lisbon-based Aptoide is an open source solution for app distribution. The company, already known for its Google Play alternative, says it scans the apps to ensure they are safe to download and install.The iOS version of the Aptoide store launched as an invite-only beta in June, so youll need to put your email on a waitlist to get the access code. As a free-to-use store, Aptoide doesnt charge its users to cover its Core Technology Fee paid to Apple, but takes a 10% to 20% commission on in-app purchases on iOS, depending on whether they were generated by the marketplace or not.Across all platforms, including Android, web, car and TV, Aptoide offers 1 million apps to its over 430 million users.Mobivention marketplaceImage Credits:MobiventionA B2B-focused app store, the Mobivention marketplace allows EU companies to distribute their internal apps that are used by employees, but cant or shouldnt be published in Apples App Store. Larger companies can even license Mobiventions technology to more deeply customize the app marketplace to their own needs.SkichImage Credits:SkichIn March, Skich announced the launch of an alternative app store for EU users which differentiates itself by offering a Tinder-like interface for app discovery. That is, users swipe right to match with apps they might enjoy. They can also create playlists and see what apps their friends are playing. The new store will replace Skichs existing app and will see the company taking a 15% commission on all purchases. The store has not yet filled with apps, however. Instead, it will market the offering to developers at the Game Developers Conference (GDC) and hopes to add titles later in March.

At next weeks NVIDIA GPU Technology Conference (GTC) several storage and memory companies will be showing their latest products and services to support the growing workloads to enable AI. This article will talk about a couple of these developments from pre-event announcements by Kioxia and Pliops. We will have more to say on digital storage and memory developments when the GTC begins.Data centers often utilize multiple types of digital storage technology to trade off performance requirement and storage costs. For instance, for artificial intelligence (AI) training fast solid-state drives (SSDs) are often used for feeding data to memory, usually dynamic random-access memory (DRAM) that supports the fast data access required for efficient and effective use of GPUs.In the last few months most of the major SSD companies have announced high capacity QLC SSDs that are intended to provide warmer as well as hot data storage, perhaps displacing some HDD secondary storage, particularly where storage density in a rack is a major factor for secondary storage choice. Kioxia has now joined the ranks of SSD companies offering high capacity QLC SSDs.Kioxia announced its 122.88TB LC9 series NVMe SSD, targeted for AI applications, see image below. This SSD is in a 2.5-inch form factor and is built with the companys 8th generation 3D QLC 2terabit (Tb) die using CMOS directly Bonded to Array (CBA) to increase density on the memory die. The drive has a PCIe 5.0 interface and dual-port capability for greater fault tolerance or for connectivity to multiple computer systems. It can provide up to 128 gigatransfers per second.Kioxia LC9 SSDKioxiaThe company says that high-capacity drives are critical for parts of the AI workload, particularly for large language models (LLMs), training and storing large data sets and for the rapid reteival of information for inference and model fine-tuning.This new SSD can also be used with the recently announced KIOXIA AiSAQ technology that can enhance scalable Retrieval Augmented Generation (RAG) performance by storing vector database elements on SSDs instead of on more costly DRAM.Pliops, a supplier of solid state storage and accelerator products announced a strategic collaboration with the vLLM Production Stack developed at LMCache Lab at the University of Chicago. This stack is targeted to greatly improve large language model (LMM) interference performance.Pliops is providing shared storage and efficient vLLM cache offloading, while LMCache Lab provides a scalable framework for multiple instance execution. The combined solution can recover from failed instances, leveraging Pliops KV storage backend. The collaboration introduces a petabyte tier of memory below HBM memory for GPU compute applications. Using disaggregated smart storage, computed KV caches are retained and retrieved efficiently, significantly speeding up vLLM inference.Data centers need storage and memory to provide the data needed for AI training and inference. Kioxia will be showing their high capacity PCIe 5.0 SSD and Pliops will be showing their shared storage used to improve LLM inference performance.

The folks over at AndroidAuthority took a peek at the code of Android 13s latest beta update and found the mention ofnotification summaries. To enable this feature, users will have to flick a dedicated toggle under the Notifications dashboard of the Settings app.Recommended VideosThankfully, users will be able to disable notifications for apps that they dont want to see summarized notifications. An analysis of the strings suggests that the feature will only summarize notifications that host conversational content, such as messages, and no other app alerts.Please enable Javascript to view this contentThis is a thoughtful strategy, and will likely avoid the mess that came from summarized notifications within the Apple Intelligence bundle. Notification summaries are a useful way to catch up on the chatter in a buzzy group, like friends or workplace chats.Android AuthorityGoogle or Apple wont be the first to think of simmarized notifications. The excellent Shortwave email app relies on OpenAIs GPT stack to summarize inbox conversations impressively. On the flip side, summarized notifications can often miss the context and twist things into a downright inaccurate blurb. Ive often noticed how summaries from Teams chat often merge completely non-related and abrupt information into a sentence that makes little to no sense. It would be interesting to see whether Googles AI models fare any better at condensing conversational notifications.Apples implementation has drawn a lot of flak, including a scathing criticism from BBC. For example, one botched news summary claimed that tennis legend, Rafael Nadal, has come out as gay. Reporters Without Borders (RSF) highlighted the incident and noted that the underlying AI system cant handle reliable, high-quality news content. RSF calls on Apple to act responsibly by removing this feature, the head of RSFs Technology and Journalism Desk wrote. The automated production of false information attributed to a media outlet is a blow to the outlets credibility and a danger to the publics right to reliable information on current affairs.Android AuthorityIn the wake of repeated flubs, Apple eventually recognized that the notification summary system still needed some polish. To that end, the company disabled it for apps that serve news and entertainment content. Apple also began italicizing the font of summarized text in the notification banner so that it stands out.With the rollout of iOS 18.3s third beta update, the company added language to warn users that summarized notifications may occasionally contain errors. This beta feature will occasionally make mistakes that could misrepresent the meaning of the original content, reads the setup message.Now that Android is exploring summarized notifications, I am equally optimistic as well as skeptical of the approach. On one hand, my experience with Gemini has been fairly smooth.
