  • Government ditches public sector decarbonisation scheme

    The government has axed a scheme for upgrading energy efficiency in public sector buildings.
    The Public Sector Decarbonisation Schemedelivered more than £2.5bn in its first three phases for measures such as heat pumps, solar panels, insulation and double glazing, with further funding of nearly £1bn recently announced.
    But the Department for Energy Security and Net Zerohas told Building Design that the scheme has been dropped after the spending review, leaving uncertainty about how upgrades will be funded when the current phase expires in 2028.

    “PSDS has helped replace failed heating systems in schools, keeping students warm. It’s replaced roofs on hospitals, helping patients recover from illness. It’s replaced windows in our prisons, improving security and stopping drugs getting behind bars.”
    However, responding to Welkin’s post, Steve Connolly, chief executive at Arriba Technologies, a low carbon heating and cooling firm, said that the scheme was being “mismanaged” with a small number of professional services firms “scooping up disproportionately large grants for their clients”.
    The fourth phase of the scheme was confirmed last September, with allocations confirmed only last month.
    This latest phase, which covers the financial years between 2025/26 and 2027/28, saw the distribution of £940m across the country.
    A DESNZ spokesperson said: “Our settlement is about investing in Britain’s renewal to create energy security, sprint to clean power by 2030, encourage investment, create jobs and bring down bills for good.
    “We will deliver £1bn in current allocations of the Public Sector Decarbonisation Scheme until 2028 and, through Great British Energy, have invested in new rooftop solar power and renewable schemes to lower energy bills for schools and hospitals across the UK.
    “We want to build on this progress by incentivising the public sector to decarbonise, so they can reap the benefits in lower bills and emissions, sharing best practice across government and exploring the use of repayable finance, where appropriate.”
    A government assessment of phase 3a and 3b projects identified a number of issues with the scheme, including delays and cost inflation, with more than a tenth being abandoned subsequent to grants being offered.
    Stakeholders interviewed for the report also identified “difficulties in obtaining skilled contractors and equipment”, especially air source heat pumps.
    The first come first served approach to awarding funding was also said to be “encouraging applicants to opt for more straightforward projects” and “potentially undermining the achievement of PSDS objective by restricting the opportunity for largermore complex measures which may have delivered greater carbon reduction benefits”.

    Mario Kart World is one of the year's hottest games, but its pivot to an open world setting, while peeling back kart customization options, opened a massive rift for Sonic Racing: CrossWorlds to drift into. And Sega is determined to do everything possible to make its kart racer the one to beat by including numerous guest characters and cross-platform, multiplayer contests. I took Sonic Racing: CrossWorlds for a test drive at the Summer Game Fest, and it's a strong contender racing game of the year.Sonic Racing: CrossWorlds' Deep Kart CustomizationThe biggest difference between Sonic Racing: CrossWorlds and Mario Kart World is that Sega's title focuses on kart customization. I'm not just talking about colors and tires; CrossWorlds introduces Gadgets, add-ons that augment your car, giving your whip helpful abilities to bring into the race. Each ride has a license plate with six slots where you can slot your chosen Gadgets. A Gadget can take up one, two, or three slots, so the idea is to find a mix that pairs well with character traits. There's a surprising amount of depth for people who want to min/max their favorite anthropomorphic animal.I chose Sonic, a speed character, and added a Gadget that started him with two boosts, a Gadget that improved his speed while trailing an opponent, and a Gadget that improved acceleration. There were so many Gadgets that I could have easily spent my entire demo session building a car to match my playstyle. I envision people happily getting lost in the weeds before participating in their first race.Gameplay: This Ain't Mario Kart WorldAlthough it's not an open world like Mario Kart World, Sonic Racing: CrossWorlds injects a unique spin on traditional kart racing. The familiar trappings are all here, such as rings to boost your top speed.     Bigfoot is such a cool idea, and running around at that speed with like.... all THAT going on just gave me motion sickness.Summoner is hysterical fun. All hail spiders. Tomatoe's are pretty fun too.The Adept is so cool in theory, but... once you have the right build is a bit of a "standing still simulator"  Also, if you have totoms or other turrets, there's very much the question each round of "Will my circle spawn NEAR the totoms , or far from them "   I kind of wonder if the mage circle should like... fizzle out after 20 seconds and appear somewhere else. Just... something to give a bit more dynamism, and to make the original spawn point less critical.Okay: added thoughts:Watering psycotic tomatoes feels great.Being a malevolent spider with 8 arms feels amazing. There's also the standard issue with knockback in these kinds of games. The lack of any enemy resistance/diminishing returns, means it's way too easy to get enough knockback that enemies cannot touch you anymore. Ranged attacks are too few and far between to worry about with the current levels of sustain. Meaning you can just Stand Still and Kill way too realiably.
    Edit: Lategame with 6x Wands I'm getting so much screen shake it's triggering simulation sickness. It was due to having Pierce + Bounce. But admittedly a lot of the visceral feel of the combat goes away when you fully disable the screen shake. But when you have too many Leeroy/knockback projectiles/bouncing projectiles. It just reaches the point where simulation sickness sets in. Wish there was something like an intensity setting, or a way for it to cap out at how often a screen shake can get triggered.
    I agree on the opaque thing. But I was more thinking something akin to how CC Diminishing Returns works in WoW. Where 1st hit = full value, 2nd hit within 10s = half value, 3rd hit = 1/4 value. Then 10s of immunity before it resets. That way you still get knockback when you pick knockback. But you can't just perma nail enemies against the wall.
    Edit: Also there's a wording issuewith how multiple pentagrams work. If you have adept pentagram and the item pentagram the wording is "when you stand inside a pentagram" But the item one gives the 20% damage ONLY and the adept one gives the adept bonuses ONLY. But admittedly a lot of the visceral feel of the combat goes away when you fully disable the screen shake. But when you have too many Leeroy/knockback projectiles/bouncing projectiles. It just reaches the point where simulation sickness sets in. Wish there was something like an intensity setting, or a way for it to cap out at how often a screen shake can get triggered. I agree on the opaque thing. But I was more thinking something akin to how CC Diminishing Returns works in WoW. Where 1st hit = full value, 2nd hit within 10s = half value, 3rd hit = 1/4 value. Then 10s of immunity before it resets. That way you still get knockback when you pick knockback. But you can't just perma nail enemies against the wall. Edit: Also there's a wording issue (or a bug) with how multiple pentagrams work. If you have adept pentagram and the item pentagram the wording is "when you stand inside a pentagram" But the item one gives the 20% damage ONLY and the adept one gives the adept bonuses ONLY.
