  • Scientists Detect Unusual Airborne Toxin in the United States for the First Time

    University of Colorado Boulder researchers made the first-ever airborne detection of Medium Chain Chlorinated Paraffinsin the Western Hemisphere.
    Sometimes, scientific research feels a lot like solving a mystery. Scientists head into the field with a clear goal and a solid hypothesis, but then the data reveals something surprising. That’s when the real detective work begins.
    This is exactly what happened to a team from the University of Colorado Boulder during a recent field study in rural Oklahoma. They were using a state-of-the-art instrument to track how tiny particles form and grow in the air. But instead of just collecting expected data, they uncovered something completely new: the first-ever airborne detection of Medium Chain Chlorinated Paraffins, a kind of toxic organic pollutant, in the Western Hemisphere. The teams findings were published in ACS Environmental Au.
    “It’s very exciting as a scientist to find something unexpected like this that we weren’t looking for,” said Daniel Katz, CU Boulder chemistry PhD student and lead author of the study. “We’re starting to learn more about this toxic, organic pollutant that we know is out there, and which we need to understand better.”
    MCCPs are currently under consideration for regulation by the Stockholm Convention, a global treaty to protect human health from long-standing and widespread chemicals. While the toxic pollutants have been measured in Antarctica and Asia, researchers haven’t been sure how to document them in the Western Hemisphere’s atmosphere until now.
    From Wastewater to Farmlands
    MCCPs are used in fluids for metal working and in the construction of PVC and textiles. They are often found in wastewater and as a result, can end up in biosolid fertilizer, also called sewage sludge, which is created when liquid is removed from wastewater in a treatment plant. In Oklahoma, researchers suspect the MCCPs they identified came from biosolid fertilizer in the fields near where they set up their instrument.
    “When sewage sludges are spread across the fields, those toxic compounds could be released into the air,” Katz said. “We can’t show directly that that’s happening, but we think it’s a reasonable way that they could be winding up in the air. Sewage sludge fertilizers have been shown to release similar compounds.”
    MCCPs little cousins, Short Chain Chlorinated Paraffins, are currently regulated by the Stockholm Convention, and since 2009, by the EPA here in the United States. Regulation came after studies found the toxic pollutants, which travel far and last a long time in the atmosphere, were harmful to human health. But researchers hypothesize that the regulation of SCCPs may have increased MCCPs in the environment.
    “We always have these unintended consequences of regulation, where you regulate something, and then there’s still a need for the products that those were in,” said Ellie Browne, CU Boulder chemistry professor, CIRES Fellow, and co-author of the study. “So they get replaced by something.”
    Measurement of aerosols led to a new and surprising discovery
    Using a nitrate chemical ionization mass spectrometer, which allows scientists to identify chemical compounds in the air, the team measured air at the agricultural site 24 hours a day for one month. As Katz cataloged the data, he documented the different isotopic patterns in the compounds. The compounds measured by the team had distinct patterns, and he noticed new patterns that he immediately identified as different from the known chemical compounds. With some additional research, he identified them as chlorinated paraffins found in MCCPs.
    Katz says the makeup of MCCPs are similar to PFAS, long-lasting toxic chemicals that break down slowly over time. Known as “forever chemicals,” their presence in soils recently led the Oklahoma Senate to ban biosolid fertilizer.
    Now that researchers know how to measure MCCPs, the next step might be to measure the pollutants at different times throughout the year to understand how levels change each season. Many unknowns surrounding MCCPs remain, and there’s much more to learn about their environmental impacts.
    “We identified them, but we still don’t know exactly what they do when they are in the atmosphere, and they need to be investigated further,” Katz said. “I think it’s important that we continue to have governmental agencies that are capable of evaluating the science and regulating these chemicals as necessary for public health and safety.”

    Elon Musk may be gone from the Trump administration — and his friendship status with President Donald Trump may be at best uncertain — but his whirlwind stint in government certainly left its imprint. The Department of Government Efficiency, his pet government-slashing project, remains entrenched in Washington. During his 130-day tenure, Musk led DOGE in eliminating about 260,000 federal employee jobs and gutting agencies supporting scientific research and humanitarian aid. But to date, DOGE claims to have saved the government billion — well short of its ambitioustarget of cutting at least trillion from the federal budget. And with Musk’s departure still fresh, there are reports that the federal government is trying to rehire federal workers who quit or were let go. For Elaine Kamarck, senior fellow at the Brookings Institution, DOGE’s tactics will likely end up being disastrous in the long run. “DOGE came in with these huge cuts, which were not attached to a plan,” she told Today, Explained co-host Sean Rameswaram. Kamarck knows all about making government more efficient. In the 1990s, she ran the Clinton administration’s Reinventing Government program. “I was Elon Musk,” she told Today, Explained. With the benefit of that experience, she assesses Musk’s record at DOGE, and what, if anything, the billionaire’s loud efforts at cutting government spending added up to.     What do you think Elon Musk’s legacy is? Well, he will not have totally, radically reshaped the federal government. Absolutely not. In fact, there’s a high probability that on January 20, 2029, when the next president takes over, the federal government is about the same size as it is now, and is probably doing the same stuff that it’s doing now. What he did manage to do was insert chaos, fear, and loathing into the federal workforce. There was reporting in the Washington Post late last week that these cuts were so ineffective that the White House is actually reaching out to various federal employees who were laid off and asking them to come back, from the FDA to the IRS to even USAID. Which cuts are sticking at this point and which ones aren’t?First of all, in a lot of cases, people went to court and the courts have reversed those earlier decisions. So the first thing that happened is, courts said, “No, no, no, you can’t do it this way. You have to bring them back.” The second thing that happened is that Cabinet officers started to get confirmed by the Senate. And remember that a lot of the most spectacular DOGE stuff was happening in February. In February, these Cabinet secretaries were preparing for their Senate hearings. They weren’t on the job. Now that their Cabinet secretary’s home, what’s happening is they’re looking at these cuts and they’re saying, “No, no, no! We can’t live with these cuts because we have a mission to do.”As the government tries to hire back the people they fired, they’re going to have a tough time, and they’re going to have a tough time for two reasons. First of all, they treated them like dirt, and they’ve said a lot of insulting things. Second, most of the people who work for the federal government are highly skilled. They’re not paper pushers. We have computers to push our paper, right? They’re scientists. They’re engineers. They’re people with high skills, and guess what? They can get jobs outside the government. So there’s going to be real lasting damage to the government from the way they did this. And it’s analogous to the lasting damage that they’re causing at universities, where we now have top scientists who used to invent great cures for cancer and things like that, deciding to go find jobs in Europe because this culture has gotten so bad.What happens to this agency now? Who’s in charge of it?Well, what they’ve done is DOGE employees have been embedded in each of the organizations in the government, okay? And they basically — and the president himself has said this — they basically report to the Cabinet secretaries. So if you are in the Transportation Department, you have to make sure that Sean Duffy, who’s the secretary of transportation, agrees with you on what you want to do. And Sean Duffy has already had a fight during a Cabinet meeting with Elon Musk. You know that he has not been thrilled with the advice he’s gotten from DOGE. So from now on, DOGE is going to have to work hand in hand with Donald Trump’s appointed leaders.And just to bring this around to what we’re here talking about now, they’re in this huge fight over wasteful spending with the so-called big, beautiful bill. Does this just look like the government as usual, ultimately?It’s actually worse than normal. Because the deficit impacts are bigger than normal. It’s adding more to the deficit than previous bills have done. And the second reason it’s worse than normal is that everybody is still living in a fantasy world. And the fantasy world says that somehow we can deal with our deficits by cutting waste, fraud, and abuse. That is pure nonsense. Let me say it: pure nonsense.Where does most of the government money go? Does it go to some bureaucrats sitting on Pennsylvania Avenue? It goes to us. It goes to your grandmother and her Social Security and her Medicare. It goes to veterans in veterans benefits. It goes to Americans. That’s why it’s so hard to cut it. It’s so hard to cut it because it’s us. And people are living on it. Now, there’s a whole other topic that nobody talks about, and it’s called entitlement reform, right? Could we reform Social Security? Could we make the retirement age go from 67 to 68? That would save a lot of money. Could we change the cost of living? Nobody, nobody, nobody is talking about that. And that’s because we are in this crazy, polarized environment where we can no longer have serious conversations about serious issues. See More:

    What happens to DOGE without Elon Musk?
    Elon Musk may be gone from the Trump administration — and his friendship status with President Donald Trump may be at best uncertain — but his whirlwind stint in government certainly left its imprint. The Department of Government Efficiency (DOGE), his pet government-slashing project, remains entrenched in Washington. During his 130-day tenure, Musk led DOGE in eliminating about 260,000 federal employee jobs and gutting agencies supporting scientific research and humanitarian aid. But to date, DOGE claims to have saved the government $180 billion — well short of its ambitious (and frankly never realistic) target of cutting at least $2 trillion from the federal budget. And with Musk’s departure still fresh, there are reports that the federal government is trying to rehire federal workers who quit or were let go. For Elaine Kamarck, senior fellow at the Brookings Institution, DOGE’s tactics will likely end up being disastrous in the long run. “DOGE came in with these huge cuts, which were not attached to a plan,” she told Today, Explained co-host Sean Rameswaram. Kamarck knows all about making government more efficient. In the 1990s, she ran the Clinton administration’s Reinventing Government program. “I was Elon Musk,” she told Today, Explained. With the benefit of that experience, she assesses Musk’s record at DOGE, and what, if anything, the billionaire’s loud efforts at cutting government spending added up to. Well, he will not have totally, radically reshaped the federal government. Absolutely not. In fact, there’s a high probability that on January 20, 2029, when the next president takes over, the federal government is about the same size as it is now, and is probably doing the same stuff that it’s doing now. What he did manage to do was insert chaos, fear, and loathing into the federal workforce. There was reporting in the Washington Post late last week that these cuts were so ineffective that the White House is actually reaching out to various federal employees who were laid off and asking them to come back, from the FDA to the IRS to even USAID. Which cuts are sticking at this point and which ones aren’t?First of all, in a lot of cases, people went to court and the courts have reversed those earlier decisions. So the first thing that happened is, courts said, “No, no, no, you can’t do it this way. You have to bring them back.” The second thing that happened is that Cabinet officers started to get confirmed by the Senate. And remember that a lot of the most spectacular DOGE stuff was happening in February. In February, these Cabinet secretaries were preparing for their Senate hearings. They weren’t on the job. Now that their Cabinet secretary’s home, what’s happening is they’re looking at these cuts and they’re saying, “No, no, no! We can’t live with these cuts because we have a mission to do.”As the government tries to hire back the people they fired, they’re going to have a tough time, and they’re going to have a tough time for two reasons. First of all, they treated them like dirt, and they’ve said a lot of insulting things. Second, most of the people who work for the federal government are highly skilled. They’re not paper pushers. We have computers to push our paper, right? They’re scientists. They’re engineers. They’re people with high skills, and guess what? They can get jobs outside the government. So there’s going to be real lasting damage to the government from the way they did this. And it’s analogous to the lasting damage that they’re causing at universities, where we now have top scientists who used to invent great cures for cancer and things like that, deciding to go find jobs in Europe because this culture has gotten so bad.What happens to this agency now? Who’s in charge of it?Well, what they’ve done is DOGE employees have been embedded in each of the organizations in the government, okay?     The American Midwest is home to some of the richest, most productive farmland in the world, enabling its transformation into a vast corn- and soy-producing machine—a conversion spurred largely by decades-long policies that support the production of biofuels.
    But a new report takes a big swing at the ethanol orthodoxy of American agriculture, criticizing the industry for causing economic and social imbalances across rural communities and saying that the expansion of biofuels will increase greenhouse gas emissions, despite their purported climate benefits.
    The report, from the World Resources Institute, which has been critical of US biofuel policy in the past, draws from 100 academic studies on biofuel impacts. It concludes that ethanol policy has been largely a failure and ought to be reconsidered, especially as the world needs more land to produce food to meet growing demand.
    “Multiple studies show that US biofuel policies have reshaped crop production, displacing food crops and driving up emissions from land conversion, tillage, and fertilizer use,” said the report’s lead author, Haley Leslie-Bole. “Corn-based ethanol, in particular, has contributed to nutrient runoff, degraded water quality and harmed wildlife habitat. As climate pressures grow, increasing irrigation and refining for first-gen biofuels could deepen water scarcity in already drought-prone parts of the Midwest.”
    The conversion of Midwestern agricultural land has been sweeping. Between 2004 and 2024, ethanol production increased by nearly 500 percent. Corn and soybeans are now grown on 92 and 86 million acres of land respectively—and roughly a third of those crops go to produce ethanol. That means about 30 million acres of land that could be used to grow food crops are instead being used to produce ethanol, despite ethanol only accounting for 6 percent of the country’s transportation fuel.

    The biofuels industry—which includes refiners, corn and soy growers and the influential agriculture lobby writ large—has long insisted that corn- and soy-based biofuels provide an energy-efficient alternative to fossil-based fuels. Congress and the US Department of Agriculture have agreed.
    The country’s primary biofuels policy, the Renewable Fuel Standard, requires that biofuels provide a greenhouse gas reduction over fossil fuels: The law says that ethanol from new plants must deliver a 20 percent reduction in greenhouse gas emissions compared to gasoline.
    In addition to greenhouse gas reductions, the industry and its allies in Congress have also continued to say that ethanol is a primary mainstay of the rural economy, benefiting communities across the Midwest.
    But a growing body of research—much of which the industry has tried to debunk and deride—suggests that ethanol actually may not provide the benefits that policies require. It may, in fact, produce more greenhouse gases than the fossil fuels it was intended to replace. Recent research says that biofuel refiners also emit significant amounts of carcinogenic and dangerous substances, including hexane and formaldehyde, in greater amounts than petroleum refineries.
    The new report points to research saying that increased production of biofuels from corn and soy could actually raise greenhouse gas emissions, largely from carbon emissions linked to clearing land in other countries to compensate for the use of land in the Midwest.
    On top of that, corn is an especially fertilizer-hungry crop requiring large amounts of nitrogen-based fertilizer, which releases huge amounts of nitrous oxide when it interacts with the soil. American farming is, by far, the largest source of domestic nitrous oxide emissions already—about 50 percent. If biofuel policies lead to expanded production, emissions of this enormously powerful greenhouse gas will likely increase, too.

    The new report concludes that not only will the expansion of ethanol increase greenhouse gas emissions, but it has also failed to provide the social and financial benefits to Midwestern communities that lawmakers and the industry say it has.“The benefits from biofuels remain concentrated in the hands of a few,” Leslie-Bole said. “As subsidies flow, so may the trend of farmland consolidation, increasing inaccessibility of farmland in the Midwest, and locking out emerging or low-resource farmers. This means the benefits of biofuels production are flowing to fewer people, while more are left bearing the costs.”
    New policies being considered in state legislatures and Congress, including additional tax credits and support for biofuel-based aviation fuel, could expand production, potentially causing more land conversion and greenhouse gas emissions, widening the gap between the rural communities and rich agribusinesses at a time when food demand is climbing and, critics say, land should be used to grow food instead.
    President Donald Trump’s tax cut bill, passed by the House and currently being negotiated in the Senate, would not only extend tax credits for biofuels producers, it specifically excludes calculations of emissions from land conversion when determining what qualifies as a low-emission fuel.
    The primary biofuels industry trade groups, including Growth Energy and the Renewable Fuels Association, did not respond to Inside Climate News requests for comment or interviews.
    An employee with the Clean Fuels Alliance America, which represents biodiesel and sustainable aviation fuel producers, not ethanol, said the report vastly overstates the carbon emissions from crop-based fuels by comparing the farmed land to natural landscapes, which no longer exist.
    They also noted that the impact of soy-based fuels in 2024 was more than billion, providing over 100,000 jobs.
    “Ten percent of the value of every bushel of soybeans is linked to biomass-based fuel,” they said.

    Needless to say, Xbox and Nintendo will be direct competitors in the handheld segment now. We looked at the spec sheets and customer reviews, and both handheld gaming devices seem to have different target audiences.
    Let’s unpack them in detail.
    Memory and Storage
    The ROG Xbox Ally comes in standard white color and features the AMD Ryzen Z2 A Processor with 16GB of memory and 512GB of storage, with a 60Wh battery. The Ally X, on the other hand, comes in striking black with the AMD Ryzen AI Z2 Extreme Processor, 24 GB of memory, and 1 TB of storage, and a 80Wh battery.

    Right off the bat, we believe that Microsoft has done a good job with the storage and processors. In comparison, the Nintendo Switch 2 has 12GB of memory with just 256GB of internal storage. On paper, the Xbox series looks to have an advantage over the Switch 2, which uses a custom NVIDIA T239 chipset for raw power.

    The recent wave of cyber attacks targeting UK retailers has been a moment of reckoning for the entire retail industry. As someone who went through supporting one of the largest retail breaches in history, this news hits close to home.
    The National Cyber Security Centre’scall to strengthen IT support protocols reinforces a hard truth: cybersecurity is no longer just a technical/operational issue. It’s a business issue that directly affects revenue, customer trust, and brand reputation.
    Retailers today are navigating an increasingly complex threat landscape, while also managing a vast user base that needs to stay informed and secure. The recent attacks don’t represent a failure, but an opportunity - an inflection point to invest in stronger visibility, continuous monitoring and a culture of shared responsibility that meets the realities of modern retail.

    We know that the cyber groups responsible for the recent retail hacks used sophisticated social engineering techniques, such as impersonating employees to deceive IT help desks into resetting passwords and providing information, thereby gaining unauthorised access to internal systems.
    Employees are increasingly a target, and retailers employ some of the largest, most diverse workforces, making them an even bigger risk with countless touchpoints for breaches. In these organisations, a cybersecurity-first culture is vital to combatting threats. Cybersecurity-first culture includes employees that are aware of these types of attacks and understand how to report them if they are contacted.
    In order to establish a cybersecurity-first culture, employees must be empowered to recognise and respond to threats, not just avoid them. This can be done through simulation training and threat assessments - showcasing real life examples of threats and brainstorming possible solutions to control and prevent further and future damage.
    This allows security teams to focus on strategy instead of constant firefighting, while leadership support - through budget, tools, and tone - reinforces its importance at every level.

    In addition to support workers, vendors also pose a significant attack path for bad actors. According to data from Elastic Path, 42% of retailers admit that legacy technology could be leaving them exposed to cyber risks. And with the accelerating pace of innovation, modern cyber threats are not only more complex, but often enter through unexpected avenues, like third-party vendors. Research from Vanta shows 46% of organisations say that a vendor of theirs has experienced a data breach since they started working together.
    The M&S breach is a case in point, with it being reported that attackers exploited a vulnerability in a contractor’s systems, not the retailer’s own. This underscores that visibility must extend beyond your perimeter to encompass the entire digital supply chain, in real time.
    Threats don’t wait for your quarterly review or annual audit. If you're only checking your controls or vendor status once a year, you're already behind. This means real-time visibility is now foundational to cyber defence. We need to know when something changes the moment it happens. This can be done through continuous monitoring, both for the technical controls and the relationships that introduce risk into your environment.
    We also need to rethink the way we resource and prioritise that visibility. Manual processes don’t scale with the complexity of modern infrastructure. Automation and tooling can help surface the right signals from the noise - whether it’s misconfigurations, access drift, or suspicious vendor behavior.

    The best case scenario is that security measures are embedded into all digital architecture, utilising a few security ‘must haves’ such as secure coding, continuous monitoring, and regular testing and improvement. Retailers who want to get proactive and about breaches following the events of the last few weeks can follow this action plan to get started:
    First, awareness - have your security leadership send a message out to managers of help desks and support teams to make sure they are aware of the recent attacks on retailers, and are in a position to inform teams of what to look out for.
    Then, investigate - pinpoint the attack path used on other retailers to make sure you have a full understanding of the risk to your organisation.
    After that, assess - conduct a threat assessment to identify what could go wrong, or how this attack path could be used in your organisation.
    The final step is to identify - figure out the highest risk gaps in your organisation, and the remediation steps to address each one.

    Strong cybersecurity doesn’t come from quick fixes - it takes time, leadership buy-in, and a shift in mindset across the organisation. My advice to security teams is simple: speak in outcomes. Frame cyber risk as business risk, because that’s what it is. The retailers that have fallen victim to recent attacks are facing huge financial losses, which makes this not just an IT issue - it’s a boardroom issue.
    Customers are paying attention. They want to trust the brands they buy from, and that trust is built on transparency and preparation. The recent retail attacks aren’t a reason to panic - they’re a reason to reset, evaluate current state risks, and fully understand the potential impacts of what is happening elsewhere. This is the moment to invest in your infrastructure, empower your teams, and embed security into your operations. The organisations that do this now won’t just be safer - they’ll be more competitive, more resilient, and better positioned for whatever comes next.

  • CERT Director Greg Touhill: To Lead Is to Serve

    Greg Touhill, director of the Software Engineering’s Institute’sComputer Emergency Response Teamdivision is an atypical technology leader. For one thing, he’s been in tech and other leadership positions that span the US Air Force, the US government, the private sector and now SEI’s CERT. More importantly, he’s been a major force in the cybersecurity realm, making the world a safer place and even saving lives. Touhill earned a bachelor’s degree from the Pennsylvania State University, a master’s degree from the University of Southern California, a master’s degree from the Air War College, was a senior executive fellow at the Harvard University Kennedy School of Government and completed executive education studies at the University of North Carolina. “I was a student intern at Carnegie Mellon, but I was going to college at Penn State and studying chemical engineering. As an Air Force ROTC scholarship recipient, I knew I was going to become an Air Force officer but soon realized that I didn’t necessarily want to be a chemical engineer in the Air Force,” says Touhill. “Because I passed all the mathematics, physics, and engineering courses, I ended up becoming a communications, electronics, and computer systems officer in the Air Force. I spent 30 years, one month and three days on active duty in the United States Air Force, eventually retiring as a brigadier general and having done many different types of jobs that were available to me within and even beyond my career field.” Related:Specifically, he was an operational commander at the squadron, group, and wing levels. While in the Air Force, Touhill received numerous awards and decorations including the Bronze Star medal and the Air Force Science and Engineering Award. He is the only three-time recipient of the USAF C4 Professionalism Award. Related:Greg Touhill“I got to serve at major combatant commands, work with coalition partners from many different countries and represented the US as part of a diplomatic mission to Kuwait for two years as the senior defense official at a time when America was withdrawing forces out of Iraq. I also led the negotiation of a new bilateral defense agreement with the Kuwaitis,” says Touhill. “Then I was recruited to continue my service and was asked to serve as the deputy assistant secretary of cybersecurity and communications at the Department of Homeland Security, where I ran the operations of what is now known as the Cybersecurity and Infrastructure Security Agency. I was there at a pivotal moment because we were building up the capacity of that organization and setting the stage for it to become its own agency.” While at DHS, there were many noteworthy breaches including the infamous US Office of People Managementbreach. Those events led to Obama’s visit to the National Cybersecurity and Communications Integration Center.  “I got to brief the president on the state of cybersecurity, what we had seen with the OPM breach and some other deficiencies,” says Touhill. “I was on the federal CIO council as the cybersecurity advisor to that since I’d been a federal CIO before and I got to conclude my federal career by being the first United States government chief information security officer. From there, I pivoted to industry, but I also got to return to Carnegie Mellon as a faculty member at Carnegie Mellon’s Heinz College, where I've been teaching since January 2017.” Related:Touhill has been involved in three startups, two of which were successfully acquired. I’ve had a hand in the making of today’s modern military and government information technology environment, beginning as a 22-year-old lieutenant, and hope to inspire the next generation to do even better.” What ‘Success’ Means Many people would be satisfied with their careers as a brigadier general, a tech leader, the White House’s first anything, or working at CERT, let alone running it. Touhill has spent his entire career making the world a safer place, so it’s not surprising that he considers his greatest achievement saving lives. “In the Middle East and Iraq, convoys were being attacked with improvised explosive devices. There were also ‘direct fire’ attacks where people are firing weapons at you and indirect fire attacks where you could be in the line of fire,” says Touhill. “The convoys were using SINCGARS line-of-site walkie-talkies for communications that are most effective when the ground is flat, and Iraq is not flat. As a result, our troops were at risk of not having reliable communications while under attack. As my team brainstormed options to remedy the situation, one of my guys found some technology, about the size of an iPhone, that could covert a radio signal, which is basically a waveform, into a digital pulse I could put on a dedicated network to support the convoy missions.” For million, Touhill and his team quickly architected, tested, and fielded the Radio over IP networkthat had a 99% reliability rate anywhere in Iraq. Better still, convoys could communicate over the network using any radios. That solution saved a minimum of six lives. In one case, the hospital doctor said if the patient had arrived five minutes later, he would have died. Sage Advice Anyone who has ever spent time in the military or in a military family knows that soldiers are very well disciplined, or they wash out. Other traits include being physically fit, mentally fit, and achieving balance in life, though that’s difficult to achieve in combat. Still, it’s a necessity. “I served three and a half years down range in combat operations. My experience taught me you could be doing 20-hour days for a year or two on end. If you haven’t built a good foundation of being disciplined and fit, it impacts your ability to maintain presence in times of stress, and CISOs work in stressful situations,” says Touhill. “Staying fit also fortifies you for the long haul, so you don’t get burned out as fast.” Another necessary skill is the ability to work well with others.  “Cybersecurity is an interdisciplinary practice. One of the great joys I have as CERT director is the wide range of experts in many different fields that include software engineers, computer engineers, computer scientists, data scientists, mathematicians and physicists,” says Touhill. “I have folks who have business degrees and others who have philosophy degrees. It's really a rich community of interests all coming together towards that common goal of making the world a safer, more secure and more trusted place in the cyber domain. We’re are kind of like the cyber neighborhood watch for the whole world.” He also says that money isn’t everything, having taken a pay cut to go from being an Air Force brigadier general to the deputy assistant secretary of the Department of Homeland Security . “You’ll always do well if you pick the job that matters most. That’s what I did, and I’ve been rewarded every step,” says Touhill.  The biggest challenge he sees is the complexity of cyber systems and software, which can have second, third, and fourth order effects.  “Complexity raises the cost of the attack surface, increases the attack surface, raises the number of vulnerabilities and exploits human weaknesses,” says Touhill. “The No. 1 thing we need to be paying attention to is privacy when it comes to AI because AI can unearth and discover knowledge from data we already have. While it gives us greater insights at greater velocities, we need to be careful that we take precautions to better protect our privacy, civil rights and civil liberties.”

He also served on three Fortune 100 advisory boards and on the Information Systems Audit and Control Association board, eventually becoming its chair for a term during the seven years he served there. Touhill just celebrated his fourth year at CERT, which he considers the pinnacle of the cybersecurity profession and everything he’s done to date. “Over my career I've led teams that have done major software builds in the national security space. I've also been the guy who's pulled cables and set up routers, hubs and switches, and I've been a system administrator. I've done everything that I could do from the keyboard up all the way up to the White House,” says Touhill. “For 40 years, the Software Engineering Institute has been leading the world in secure by design, cybersecurity, software engineering, artificial intelligence and engineering, pioneering best practices, and figuring out how to make the world a safer more secure and trustworthy place. I’ve had a hand in the making of today’s modern military and government information technology environment, beginning as a 22-year-old lieutenant, and hope to inspire the next generation to do even better.” What ‘Success’ Means Many people would be satisfied with their careers as a brigadier general, a tech leader, the White House’s first anything, or working at CERT, let alone running it. Touhill has spent his entire career making the world a safer place, so it’s not surprising that he considers his greatest achievement saving lives. “In the Middle East and Iraq, convoys were being attacked with improvised explosive devices. There were also ‘direct fire’ attacks where people are firing weapons at you and indirect fire attacks where you could be in the line of fire,” says Touhill. “The convoys were using SINCGARS line-of-site walkie-talkies for communications that are most effective when the ground is flat, and Iraq is not flat. As a result, our troops were at risk of not having reliable communications while under attack. As my team brainstormed options to remedy the situation, one of my guys found some technology, about the size of an iPhone, that could covert a radio signal, which is basically a waveform, into a digital pulse I could put on a dedicated network to support the convoy missions.” For $11 million, Touhill and his team quickly architected, tested, and fielded the Radio over IP network (aka “Ripper Net”) that had a 99% reliability rate anywhere in Iraq. Better still, convoys could communicate over the network using any radios. That solution saved a minimum of six lives. In one case, the hospital doctor said if the patient had arrived five minutes later, he would have died. Sage Advice Anyone who has ever spent time in the military or in a military family knows that soldiers are very well disciplined, or they wash out. Other traits include being physically fit, mentally fit, and achieving balance in life, though that’s difficult to achieve in combat. Still, it’s a necessity. “I served three and a half years down range in combat operations. My experience taught me you could be doing 20-hour days for a year or two on end. If you haven’t built a good foundation of being disciplined and fit, it impacts your ability to maintain presence in times of stress, and CISOs work in stressful situations,” says Touhill. “Staying fit also fortifies you for the long haul, so you don’t get burned out as fast.” Another necessary skill is the ability to work well with others.  “Cybersecurity is an interdisciplinary practice. One of the great joys I have as CERT director is the wide range of experts in many different fields that include software engineers, computer engineers, computer scientists, data scientists, mathematicians and physicists,” says Touhill. “I have folks who have business degrees and others who have philosophy degrees. It's really a rich community of interests all coming together towards that common goal of making the world a safer, more secure and more trusted place in the cyber domain. We’re are kind of like the cyber neighborhood watch for the whole world.” He also says that money isn’t everything, having taken a pay cut to go from being an Air Force brigadier general to the deputy assistant secretary of the Department of Homeland Security . “You’ll always do well if you pick the job that matters most. That’s what I did, and I’ve been rewarded every step,” says Touhill.  The biggest challenge he sees is the complexity of cyber systems and software, which can have second, third, and fourth order effects.  “Complexity raises the cost of the attack surface, increases the attack surface, raises the number of vulnerabilities and exploits human weaknesses,” says Touhill. “The No. 1 thing we need to be paying attention to is privacy when it comes to AI because AI can unearth and discover knowledge from data we already have. While it gives us greater insights at greater velocities, we need to be careful that we take precautions to better protect our privacy, civil rights and civil liberties.”

    In some regards, the past couple of weeks have felt rather reassuring.
    We've just seen a hugely successful launch for a new Nintendo console, replete with long queues for midnight sales events. Over the next few days, the various summer events and showcases that have sprouted amongst the scattered bones of E3 generated waves of interest and hype for a host of new games.
    It all feels like old times. It's enough to make you imagine that while change is the only constant, at least it's we're facing change that's fairly well understood, change in the form of faster, cheaper silicon, or bigger, more ambitious games.
    If only the winds that blow through this industry all came from such well-defined points on the compass. Nestled in amongst the week's headlines, though, was something that's likely to have profound but much harder to understand impacts on this industry and many others over the coming years – a lawsuit being brought by Disney and NBC Universal against Midjourney, operators of the eponymous generative AI image creation tool.
    In some regards, the lawsuit looks fairly straightforward; the arguments made and considered in reaching its outcome, though, may have a profound impact on both the ability of creatives and media companiesto protect their IP rights from a very new kind of threat, and the ways in which a promising but highly controversial and risky new set of development and creative tools can be used commercially.
    A more likely tack on Midjourney's side will be the argument that they are not responsible for what their customers create with the tool
    I say the lawsuit looks straightforward from some angles, but honestly overall it looks fairly open and shut – the media giants accuse Midjourney of replicating their copyrighted characters and material, and of essentially building a machine for churning out limitless copyright violations.
    The evidence submitted includes screenshot after screenshot of Midjourney generating pages of images of famous copyrighted and trademarked characters ranging from Yoda to Homer Simpson, so "no we didn't" isn't going to be much of a defence strategy here.

    Keeping an eye on this is crucial for any industry that's started experimenting with AI in its workflows – none more than a creative industry like video games, where various forms of AI usage have been posited, although the enthusiasm and buzz so far massively outweighs any tangible benefits from the technology.
    Regardless of what happens in legal and regulatory contexts, AI is already a double-edged sword for any creative industry.
    Used judiciously, it might help to speed up development processes and reduce overheads. Applied in a slapdash or thoughtless manner, it can and will end up wreaking havoc on development timelines, filling up storefronts with endless waves of vaguely-copyright-infringing slop, and potentially make creative firms, from the industry's biggest companies to its smallest indie developers, into victims of impossibly large-scale copyright infringement rather than beneficiaries of a new wave of technology-fuelled productivity.
    The legal threat now hanging over the sector isn't new, merely amplified. We've known for a long time that AI generated artwork, code, and text has significant problems from the perspective of intellectual property rights.
    Even if you're not using AI yourself, however – even if you're vehemently opposed to it on moral and ethical grounds, the Midjourney judgement and its fallout may well impact the creative work you produce yourself and how it ends up being used and abused by these products in future.
    This all has huge ramifications for the games business and will shape everything from how games are created to how IP can be protected for many years to come – a wind of change that's very different and vastly more unpredictable than those we're accustomed to. It's a reminder of just how much of the industry's future is currently being shaped not in development studios and semiconductor labs, but rather in courtrooms and parliamentary committees.

Regulation by governments, whether through the passage of new legislation or the interpretation of existing laws in the courts, has always loomed in the background of any major industry, especially one with strong cultural relevance. The games industry is no stranger to that being part of the background heartbeat of the business. The 2020s, however, are turning out to be the decade in which many key regulatory issues come to a head all at once, whether it's AI and copyright, app stores and walled gardens, or loot boxes and IAP-based business models.
