In order to increase the area's worth, redefining the public space around it is just as important as the architecture.The theater serves as a cultural hub and was designed as "civic architecture." Large-scale rusticated concrete and an aluminum loggia set into the north facade facing Via Milano, where the main entrance is situated, characterize the building's parallelepiped volume.The complete cyclopean wall is constructed using a prefabricated system of massive, 4 meter by 1.25 meter rusticated concrete blocks. The theater's openness to the city is emphasized by a continuous glass wall that visually connects the foyer to the plaza.At stage level, the volume rises into the fly tower, which has lengthy sides covered in translucent polycarbonate panels that, when lit from within, shine at night.With rooms for all age groups, common areas, a bar-foyer that looks out onto the new plaza, and a big auditorium with a stage connected to dressing rooms and storage areas, the theater serves as an inclusive urban place.The acoustic wall panels inside are made of wood, which contrasts with the halls' dark grey plaster and resin flooring.The unique character of communal spaces is derived from the use of light gray, wood, and aluminum, the latter of which is utilized for reception counters, railings, and staircases.   • Fact Check: Trump Doesn't Have the Power to Force Lower Interest Rates

    As US households have been hit by years ofhigh borrowing costs, President Donald Trump rode into office with a bold pledge to lower interest rates.Last week, he took a dig at the Federal Reserve, saying, "I'll demand that interest rates drop immediately."Except there's virtually no chance the Fed's rate-making body will cut rates today. And it might not for months.The country's central bank began gradually lowering its benchmark interest rate last year as inflation appeared to be steadily easing. But there's too much uncertainty and less urgency, especially with increased inflationary pressures and a seemingly resilient labor market, for the Fed to carry out a fourth consecutive cut at today's meeting.While Trump will be able to appoint a new Fed chair in 2026, he does not have the ability to set monetary policy or change the federal funds rate. No president has the direct power to reducemortgage rates, credit card APRs or business loan rates.In reality, economic data plays the starring role here. If inflation gets under control (ideally running at 2% annually) or the job market becomes significantly weaker, the Fed would have a mandate to lower interest rates. Given how stubborn prices are now, most economists don't forecast an interest rate cut until May or June at the earliest.Here's a breakdown of what Trump can and can't do regarding interest rates and the Fed.Who actually sets interest rates?The Federal Reserve sets the federal funds rate, which banks pay to borrow money overnight. This benchmark interest rate influences the rates that banks and lenders charge customers on everything from credit cards to home and auto loans.The Fed lowers and raises interest rates to stabilize prices and keep unemployment low, according to Peter C. Earle, a senior economist at the American Institute for Economic Research.To understand how this works in practice, think back to the early days of the COVID-19 pandemic. When the economy was cratering in 2020, the Fed dropped interest rates to zero, hoping to encourage spending and investing at a time when people and businesses would otherwise be hesitant. Then, when the economy bounced back two years later, the Fed raised interest rates to tame rapid inflation.What relationship does the Fed have with Congress?The Federal Reserve was created by Congress in 1913. Congress can amend the Federal Reserve Act to alter the way the Fed operates, but the president can't. The president's primary power is to appoint the Fed chair and other board members.Presidents often appoint Fed board members who align with their worldviews. However, appointments are staggered so that no one president has the power to totally reshape the Fed, said Sarah Binder, professor of political science at George Washington University.In theory, Trump could push for changes to the Federal Reserve Act through a Republican-controlled Congress. However, Binder said that any modifications to the rules that govern the Fed would need a bipartisan coalition of 60 votes to pass the Senate. What the president can do What the president can't doAppoint a new Fed chair in 2026 (and appoint Fed chair board members generally when their terms expire)Fire the Fed chair over simple disagreements. Fed chairs can only be removed "for cause," such as misconduct or malfeasance.Voice concern over monetary policy by publicly criticizing actions of the Fed.Directly set interest rates for the country or for banking institutions.Does Trump have power over the Federal Reserve?In 2018, during his first administration, Trump appointed current Fed Chair Jerome Powell. Two years later, Trump called him the "enemy." When asked in November if the president could fire or demote the Fed chair or other Fed governors, Powell replied, "Not permitted under the law."The president can't remove Powell before his term ends in 2026 simply because of policy disagreements or frustration over interest rate decisions. According to Earle, members of the Federal Reserve Board can be removed only "for cause," that is, proven misconduct, malfeasance or inability to do the job due to illness.At the same time, presidents do have unofficial power over the Fed through the bully pulpit. Some presidents have been known to rail against the Fed when the economy is bad, pressuring them to take action. Trump did this in March 2020 by threatening to remove the Fed chair when the economy nearly crashed, and he's likely to apply that pressure again during his second term.Is the Fed politically independent?In theory, the Fed is independent. But in practice, it's almost impossible for an entity so important as the Fed to be totally above politics, according to Earle.The Fed has several structures that insulate it from outside influence: lengthy terms for board members, staggered appointment timelines and for-cause removal projections, for example. These all work to allow the Fed some autonomy and protect it from the whims of political leaders. But ultimately, the Fed operates in the middle of the political system."It cannot be hermetically sealed," Binder said.How will Trump's policies impact interest rate cuts?Experts say it's unlikely Trump's broader economic policies would lead to faster or deeper interest rate reductions. In fact, most economists predict they'll have the opposite effect.Trump's proposals for tariffs on foreign imports are likely to cause more inflation, which could then push the Fed to raise interest rates again, according to Dean Baker, a senior economist at the Center for Economic Policy and Research.Perhaps Trump's biggest impact on rates is the sheer uncertainty he inspires, which can rattle financial markets.   • Nvidia GeForce RTX 5080 review: performance worthy of the name?

    If Nvidia's RTX 5090 was tricky to review, its 80-class offering is even more challenging. PC users have grown used to this tier of card outperforming the outgoing flagship, but let's be clear - RTX 5080 is a slower card than the RTX 4090 while the new RTX 5090 is much, much faster. In many ways, you can think of the new 5080 as a 4080 Super Super. There's a small but appreciated bump to performance against its predecessor - around 13 percent in my testing - and it's delivered for the same price. And of course, you get the latest DLSS 4 feature set, including multi frame generation, which we'll be looking at in this review. So, this is the best GPU you can buy at its price-point - but it's also the only new GPU available at this price-point.Today, we're reviewing the Founders Edition card, which is another winner from Nvidia. Up against the RTX 4080 and RTX 4080 Super, the industrial design is simply fantastic. The massive, hulking design from the last generation gives way to a new 80-class product that once again uses the 90-class cooler. That means you get a two-slot, relatively small graphics. Power is supplied by the now standard (for Nvidia) 12VHPWR socket on the top, while video outputs consist of an HDMI 2.1 port along with three DisplayPort 2.1s. I had no issues at all with noise here and similar to the RTX 5090, I loved the corrugated cardboard packaging.Priced at $999/979 - for the Founders model at least - I can't help but feel that once again Nvidia has supplied the best model available at the lowest price and based on the rumours surrounding this launch (along with the extremely expensive third-party 5090s), I do have worries that the actual cost of investment in RTX 5080 may well up higher. One of the key elements that makes this product palatable is its pricing: better value than RTX 4090 and RTX 5090 in terms of 'monetary unit per frame' and faster/more feature-rich than RTX 4080 Super for the same price. Adding on a couple of hundred pounds or dollars brings us back into the dark days of 2022, where the RTX 4080 arrived at an unbelievable $1199/1189.Here's the video review of the RTX 5080. It's a far cry from the RTX 30-series Ampere line, with the 3080 and 3090 were based off the same processor. In architectural terms, you can almost think of the 5080 processor as one-half of the 5090's. The 512-bit interface becomes 256-bit (though 5080 gets slightly faster GDDR7) and there's slightly fewer than half the CUDA cores. At 360W, the 5080 peaks at around 63 percent of the flagship's monstrous 575W requirement. Thankfully, utilisation does not scale in a linear manner with specs, so the gaming performance gap between them closes up.What the table doesn't show you is how close RTX 4080 Super and RTX 5080 are - the core spec points there are very, very similar. The size of the chip is virtually identical. RTX 5080 has 10,752 CUDA cores against 4080 Super's 10,240. Where there are variations it comes down to power and bandwidth. RTX 5080 moves up to 360W vs the 4080 Super's 320W. The use of GDDR7 for 960GB/s of bandwidth means there's a 30 percent uplift there compared to the outgoing card, so we should see higher than average performance uplifts on games that benefit from higher memory bandwidth. Comparisons against 4090 are also interesting - far fewer CUDA cores (10,752 vs 16,384), but slightly higher clocks and only a small reduction in bandwidth, despite the memory interface reduction. RTX 4090 will obviously be faster, but the variation in results does prove intriguing.For all of our results, we're using a top-end system based around the fastest gaming CPU, the AMD Ryzen 7 9800X3D, to shift the burden to the graphics card as much as possible. We also have 32GB of Corsair DDR5-6000 CL30 memory, a high-end Asus ROG Crosshair X870E Hero motherboard and a 1000W Corsair PSU. With all that said, let's get into the benchmarks. That starts with Hello Games' new terrain generation system - borne from its work on the upcoming Light No Fire) - promising "more detailed" and "far more varied" landscapes. Players can expect huge mountains and dramatic vistas, with a range of new biomes bringing their own distinctive features.Oceans, too, have had a substantial overhaul intended to make them more realistic. Large bodies of water can now be several kilometres deep, for instance, and benefit from improved lighting and new visual effects, with Hello Games highlighting its new caustics and light shafts, alongside oceans that become much darker the deeper players explore. Additionally, today's update introduces a "huge" new quest tying together various story strands No Man's Sky has been building over the last nine years, alongside the likes of improved cooking, a new Colossus Refiner, and - for those with an insatiable urge to hoard ships - starship archiving.Furthermore, No Man's Sky is launching its next limited-time Expedition (titled Titan) in the coming weeks, giving players the chance to acquire a rare new living starship. While the release of new cosmetics from the galaxy far, far away hasnt suddenly brough the looter-shooter back up to its peak, it is steadily gaining more players again.Destiny 2s Star Wars collaboration hasnt even released yet, but the new collaboration announcement has already seen a wave of players booting back into Bungies game. Perhaps getting ready for the release of the new Star Wars cosmetics on February 4th (couldnt wait for May 5th?), players are jumping into the sci-fi MMOFPS game.Since the announcement, a small jump in player numbers has occurredvia Steam Chartsthat show some life is being kicked back into Destiny 2. It doesnt seem that any form of collaboration will bring back the hordes of players the game had before. Only a Destiny 3 would do that, and that aint happening.Nevertheless, its interesting to see just what is saving Destiny 2 this late into the game. As rival looter shooters like The First Descendant are also failing to keep players, maybe the looter-shooter genre is simply struggling.
