The cuts would reduce employment numbers to 294, Randy Chester, vice president of the American Foreign Service Association at USAID, said in a press conference on Thursday announcing a lawsuit against President Donald Trump and members of his administration that"The rest of the service will be furloughed and put on administrative leave, pending, but we assume there will be a reduction," he said.One USAID employee who asked to remain anonymous told Business Insider that "the whole region of sub-Saharan Africa will be left with 12 staff members or less."The Trump administration's move to gut the foreign aid agency will also halt the contracts administered abroad by USAID.On Tuesday evening, USAID announced it would put nearly all its staff on administrative leave beginning on Friday at 11:59 p.m., with exceptions to people with "exceptional circumstances," said Secretary of State Marco Rubio. USAID said it would arrange return travel with the State Department within 30 days."We're not trying to be disruptive to people's personal lives, we're not being punitive here, but this is the only way we've been able to get cooperation from USAID," Rubio, USAID's acting director, said Thursday from the Dominican Republic.This comes after Donald Trump and Elon Musk both attacked the agency for being wasteful and backing liberal causes, with Musk calling it a "criminal organization" on X.The American Federation of Government Employees, a union that represents about 800,000 federal workers, filed a lawsuit with the American Foreign Service Association on Thursday, naming President Donald Trump, Rubio, Secretary of Treasury Scott Bessent, the State Department, USAID, and the Treasury Department as defendants.Attorneys representing the plaintiffs called the move by the Trump administration a constitutional and moral crisis.The White House did not respond to Business Insider's request for comment. USAID oversees programs in 65 countries focusing on medical assistance, food and nutrition, HIV treatment, and aid to people in conflict zones. Data reveals that USAID spent nearly $32.5 billion in aid in fiscal year 2024, with the most amount of aid sent to Ukraine, Jordan, and Ethiopia. Half of the funding went to either humanitarian or health and population purposes, while another $7 billion was spent on governance.Foreign spending accounts for less than 1% of the US federal budget, though the US is the world's largest humanitarian aid provider.Many leading Democrats and legal analysts have argued that shuttering USAID is illegal, as an independent agency can only be closed by an act of Congress.Five days into Trump's term, the US froze billions in humanitarian aid intended for health, education, and anti-corruption purposes, among other purposes.Trump has recently suggested his administration may try to shutter the Federal Emergency Management Agency and the Environmental Protection Agency's Office of Environmental Justice.

    Uncertainty looms over Trump's order that could ban transgender people from military service."This is the end of a career that I love," a Navy officer told BI.The Pentagon has 60 days to implement policies related to Trump's order.A reckoning that transgender troops long feared arrived last week in an executive order from their new commander in chief.For them, President Donald Trump's executive order accusing them of "expressing a false 'gender identity'" marks what's likely to be a bitter closing chapter to their military careers if the Defense Department reimposes a ban."This is the end of a career that I love, the end of a life of service that I have chosen and committed to," said Lt. Cmdr. Geirid Morgan, a program officer with the Office of Naval Research who is transgender. "I have 14 years of active-duty service, including enlisted duty and officer time. I have a pretty wide scope of operational and just general military-relevant experience, and it will be very, very hard on me and very sad to let go of that."The Pentagon has 60 days to implement policies related to Trump's order that could have dire implications for nearly 15,000 transgender troops."One of the scariest things about this is that we're not sure exactly how it's going to get implemented," a staff member with Modern Military Association of America, the largest nonprofit organization in the US supporting LGBTQ+ military, told Business Insider. "That's what's scary about EOs, particularly these EOs, is that you put the burden on the agencies to figure out what compliance looks like."The Defense Department declined to answer questions about how their forthcoming policy would impact active-duty transgender personnel.It's still unclear what policy enforcement could look like. The executive order directs the Pentagon to update medical standards for service members, prohibit the use of pronouns other than an individual's birth sex, and ban individuals from using facilities for sleeping, changing, and bathing that do not correspond to their sex assigned at birth.Trump also revoked the Biden-era policy allowing all qualified Americans to serve in the military, which reversed the previous ban on transgender members from service implemented during Trump's first term.The order does not explicitly call for the immediate discharge of active-duty transgender troops, but it "sets the stage for potential future removals based on medical standards we're not sure of yet," the official said, who asked to remain anonymous due to LGBTQ-targeted harassment and doxxing campaigns.The Trump administration has already started removing transgender troops and rejecting transgender military applicants, according to an emergency legal filing obtained by Reuters."There are thousands of us currently serving," Morgan told Business Insider. "Those are trained and experienced personnel who will be removed from their jobs, and that can take years to a decade or more to replace, depending on the experience level and the specialty of the person."Alaina Kupec, a former US naval intelligence officer, told Business Insider that the "medical conditions or physical defects" mentioned in the executive order of being transgender is "such a tiny part of who we are. Kupec, who transitioned in 2012, said the recovery time and post-operation treatments related to a physical transition is "such an afterthought." "They're not going to have the field grade officer in a leadership role that they were expecting."Kupec said the potential removal of transgender troops would hurt national security."They're serving in the Red Sea, they're serving the Asia Pacific region, and if we're going to have to force them out of their commands, that's going to leave a gap in readiness," Kupec said. "Many of them are leaders, it's going to leave a gap in command structures."The Modern Military official said the order could spark fears for other marginalized groups in the military."I'm speculating, but let's say you're a cis-gendered lesbian or gay person in the military, and you see your trans friend get kicked out," the official said. "You got to be thinking, 'Are we going back in the closet? Is 'Don't ask, don't tell' coming back? Am I next?' There are a lot more scary places this could go, and it would be naive to assume it stops here."

I havent finished 3 yet, so I havent got to the ending, but even so I have to say its not as good as I remembered.I realise the games are old now, and back in the day you had to wait years between the games, but I dont think they really hold up that well. The first one is really not a great game and while Mass Effect 2 is definitely the best one the story has little to do with the overall arc. You could skip it and really not have missed much.Because of that, Mass Effect 3 seems rushed and it doesnt make use of the decisions youve made up to that point at all well. The combat is fine, but it gets very repetitive over the course of the game. The characters arent as much fun as I remember either, especially Liara who is just kind of emotionless most of the time. And EDI the fembot is just straight up embarrassing.Its probably just because other games have got better over the years but while Id welcome a new Mass Effect Im not sure the old ones are as good as people make out anymore.JeffoNintendo exclusiveMy hope for the Nintendo Direct is another exclusive GTA game. Theres been some mention of Chinatown Wars recently, which originally was a DS exclusive, and Id love to see Rockstar do something like that again. Or just anything unique for Nintendo, who they seem to respect.GTA 6 is never going to work on the Switch 2 Id be surprised if it worked well on the Xbox Series S but Switch 2 is almost certainly going to be the biggest format of the generation, so wouldnt you want to support it in some way? Even just as a way to direct people towards GTA 6 on other formats.Id love to see a new top-down game or failing that some kind of spin-off, maybe based on the mini-games where youre driving ambulances and taxis and so on. It could be like Crazy Taxi but set in the GTA universe. Probably not that likely, but thats my idea.KoreyOpen goalI really hope that rumour about a new Castlevania is true. It really is baffling to me that Konami went all in on Silent Hill, which has never been a big seller, and weve so far had nothing for Castlevania except a few retro compilations. It all seems backwards, given Metal Gear has only had the one remake announced, and again a few compilations.Id have to go along with the majority and say that FromSoftware would be the perfect people for the job, but I assume they wont make it, since they dont own the IP or anything. Unless it turns out Hidetaka Miyazaki is a superfan thats always wanted to work on it, but I dont remember him ever mentioning it.For me, theres no point keeping it 2D. The early games were only 2D because the tech wasnt there and unlike Metroid they went 3D as soon as they could. I really do think theyve become a lot more reliable in recent years and are nowhere near the laughing stock they used to be.As usual with reviews like this, most of them actually seem to read the same but then end up giving the game a good score anyway. I know theres a certain addictive quality to Civilization, that makes it hard to be completely awfu,l but the GameSpot review, for example, seems to accept all the criticisms and then just gives it 8/10 anyway.Benjy DogLive evolutionIm not sure what to make of the idea that publishers are starting to think of live service games as not something that lasts forever. I guess when even Apex Legends, which I think of as being relatively new, is six years old you do begin to wonder how long things can really last.Even so, Fortnite is eight years old now and I doubt there is ever going to be a Fortnite 2. One of the many clever things Fortnite did is have a cartoonish art style, so theres not really anything to improve in terms of graphics, beyond minor features, like ray-tracing, that most people would never notice.For games less successful than that though its looking like 10 years is the maximum you can really last, without needing a major refresh. I just checked and Destiny 2 is also eight years old, so I think its obvious there really does need to be a Destiny 3. Although I doubt Sony will give Bungie the money to make that now.So sometimes once you get to that 10 year mark I think companies are just going to give up and call it a day. Other times theyre going to want to give it a reboot. Its not just tech though. Its hard to imagine itd be a strategy game and while Im sure Super Mario Maker 3 will use it, thats not the sort of game to have people come running either.The only guess I can make is something that requires very exact precision, so I dont know? Some game involving picking out things from a crowd or something? I dont know. If I knew Id be a superstar Nintendo developer myself but what I do know is that Nintendo is not going to leave it up to EA to try and get the best out of their new controller.Remember, the N64 controller was designed specifically for Super Mario 64. So whatever this new game might be it will have been designed for the new Joy-Cons.     Best new mobile games on iOS and Android February 2025 round-upNick GillettNick GillettPublished February 7, 2025 1:10am Much more exciting than Farming Simulator (LemonChilli Soft)GameCentrals latest mobile recommendations includes a roguelite farm simulator, a cross between Balatro and Scrabble, and Turnip Boy Robs A Bank.Its another highly varied crop of new mobile games this month, including the sequel to classic free-to-play app Archero, a fully-featured version of console game Sniper Elite 4, and a number of intriguing new puzzle title that will keep your interest for much longer than just a bus ride.Sniper Elite 4iOS, free full game 19.99 (Rebellion)Originally released for PC and consoles in 2017, and just as playable today, Sniper Elite 4 delivers a full complement of stealth-based Nazi shooting from a distance, complete with the series trademark X-ray killcam shots.Unfortunately, as with plenty of triple-A ports, its touchscreen controls dont work well enough, their complexity making it all too easy to squeeze off shots when you dont mean to, which for a silent assassin is a problem.Still, with a controller this is the unabridged Sniper Elite experience, and has its complete list of DLC available, although none of it is included in the initial purchase price.Score: 7/10Archero 2iOS and Android, free (Habby)Released five years ago, Archero had you moving an archer around its single screen levels, pausing to fire arrows, moving to avoid incoming fire, and acquiring buffs and health bonuses to prolong your run.Bar a graphical makeover, Archero 2 is practically identical in terms of its content. There are a few new power-ups and extra events to play, and a truck load of inducements to spend money or watch ads, but its mechanics remain the same.If you didnt play the first game this may be worth a look, but we feel as though weve already had a lifetimes dose of Archero.Score: 6/10 Letterlike will it be as big as Balatro? And anyone whos played what was for many 2024s game of the year will find that an alluring concept.As well as substituting Scrabble rules for poker, it also comes with a little more humour than its inspiration and requires at least as much thought, given that youre forming words rather than poker hands, as well as farming high scores.It never feels quite as exponentially open-ended as Balatro did, and its landscape mode doesnt work well on iPad, but its still a cracking word-based roguelite.Score: 8/10Dungeons Of Dreadrock 2: The Dread Kings SecretiOS & Android, 7.99 (Christoph Minnameier)Using the same top-down style and swipe-to-move controls as its predecessor, Dungeons Of Dreadrock 2 manages to add a few new complications to its dexterity-heavy puzzles.The most important of these is the ability to move amongst different floors to solve puzzles, with actions taken above or below the level youre on sometimes essential in unlocking a way to its exit.We found many of its challenges abstruse to the point of virtual impossibility with in-game hints the only way we could figure out what it wanted from us but fans of the first game may be more forgiving.Score: 6/10LOK DigitaliOS & Android, free full game 5.99 (Draknek)Originally a paper book of puzzles, LOK has you finding sets of letters in increasingly convoluted crossword-style grids, as it layers on additional rules that youll need to infer for yourself with only minimal assistance.Although initially quite simple, its astonishing how quickly complications arrive, its series of puzzles feeling like a set of systems that have been endlessly laboured over before being put in front of you.There are hints to help prevent mental blocks ending your progress, which given the games refusal to explain itself is at least fair, and its puzzles strike an elegant balance between challenge and satisfaction.Score: 8/10Skate City: New YorkiOS, included with Apple Arcade subscription (Apple)From Snowman, the developer behind the wonderful Altos Adventure and its sequel, comes a minimalist side-scrolling skating game presented in 2.5D, so you can grind rails, kerbs and planters that arent perfectly aligned.Its predecessor, Skate City (also available on Apple Arcade), had levels all over the world, from Miami to Tokyo, while all you get here is three parts of New York, but your skaters motion remains pleasingly realistic, and its laidback hip-hop soundtrack is just as funky.The touch controls work well, and while its not particularly complex or involving, its a nice bit of snack-sized phone entertainment to while away a few minutes.Score: 6/10Super Farming BoyiOS, 7.99 (LemonChilli Soft)If you thought all farming games were twee, cosy and relaxing, buckle up. Super Farming Boy eschews peaceful crop cultivation in favour of a more kinetic, combo-based take on farm management.Presented in a superbly offbeat cartoon art style, your farm labourer spends his days planting, clearing debris, and triggering chain reactions in his carefully positioned plantation, while at night the corporate man descends on his dreams, buying out his crop yields and selling new tools to grow even more of them.Its initially subsistence-focused gameplay loop slowly opens up as you buy permanent power-ups, in this tremendously satisfying and entirely original game.Score: 8/10Turnip Boy Robs A BankiOS & Android, 4.99 (Plug In Digital)More TrendingSequel to the splendidly entitled Turnip Boy Commits Tax Fraud, our root vegetable anti-heros criminal enterprise this time turns to bank robbery, in a pixel art roguelite whose character driven mechanics owe a minor debt to Hades.Each run sees Turnip Boy battling through different zones of the bank, twin stick shooter-style. You need to help him steal as much as possible, then head to the exit before the law arrives.
