    An annual United Nations conference on biodiversity that ran out of time last year will resume its work Tuesday in Rome with money at the top of the agenda.That is, how to spend whats been pledged so farand how to raise a lot more to help preserve plant and animal life on Earth.The talks in Colombia known as COP16 yielded some significant outcomes before they broke up in November, including an agreement that requires companies that benefit from genetic resources in naturesay, by developing medicines from rainforest plantsto share the benefits. And steps were taken to give Indigenous peoples and local communities a stronger voice in conservation matters.But two weeks turned out to be not enough time to get everything done.The Cali talks followed the historic 2022 COP15 accord in Montreal, which included 23 measures aimed at protecting biodiversity. Those included putting 30% of the planet and 30% of degraded ecosystems under protection by 2030, known as the Global Biodiversity Framework.Montreal was about the whatwhat are we all working towards together? said Georgina Chandler, head of policy and campaigns for the Zoological Society London. Cali was supposed to focus on the howputting the plans and the financing in place to ensure we can actually implement this framework.They eventually lost a quorum because people simply went home, said Linda Krueger of The Nature Conservancy, who is in Rome for the two days of talks. And so now were having to finish these last critical decisions, which are some of the the nitty-gritty decisions on financing, on resource mobilization, and on the planning and monitoring and reporting requirements under the Global Biodiversity Framework.The overall financial aim was to achieve $20 billion a year in the fund by 2025, and then $30 billion by 2030. So far, only $383 million had been pledged as of November, from 12 nations or subnations: Austria, Canada, Denmark, France, Germany, Japan, Luxembourg, New Zealand, Norway, Province of Qubec, Spain, and the United Kingdom.Participants will discuss establishing a global financing instrument for biodiversity intended to effectively distribute the money raised. And a big part of the talks will be about raising more money.Completely off track on larger financial goalChandler and Kruger both said the finance points at Colombias talks were particularly contentious.Its really about how do we collect the money and how do we get it distributed fairly, get it to the ground where its needed most, so that thats really the core issue, said Kruger.Oscar Soria, chief executive of The Common Initiative, a think tank specializing in global economic and environmental policy, was pessimistic about raising a great deal more money.We are completely off track in terms of achieving that money, Soria said. Key sources of biodiversity finance are shrinking or disappearing, he said.What was supposed to be a good Colombian telenovela in which people will actually bring the right resources, and the happy ending of bringing their money, could actually end up being a tragic Italian opera, where no one actually agrees to anything and everyone loses, Soria said.Susana Muhamad, Colombias former environment minister and the COP16 president, said shes hopeful of a good message from Rome.That message is that still, even with a very fragmented geopolitical landscape, with a world increasingly in conflict, we can still get an agreement on some fundamental issues, Muhamad said in a statement. And one of the most important is the need to protect life in this crisis of climate change and biodiversity.Global wildlife populations have plunged on average by 73% in 50 years, according to an October report from the World Wildlife Fund and the Zoological Society of London.Biodiversity is basically essential to our livelihoods and well-being, Chandler said. Its essential to the the air we breathe, the water we drink, rainfall that food systems rely on, protecting us from increasing temperatures and increasing storm occurrences as well.Chandler said deforestation in the Amazon has far-reaching impacts across South America, just as it does in the Congo Basin and other major biodiverse regions worldwide.We know that has an impact on rainfall, on food systems, on soil integrity in other countries. So its not just something thats kind of small and isolated.     New York City collected $48.6 million in revenue from the first month of its congestion pricing program that the Trump administration has moved to kill, a transit agency said.The Metropolitan Transportation Authority (MTA) said on Monday that in January the program reduced congestion and raised $48.6 million with $11.1 million in expenses and net operating revenue of $37.5 million. New York Governor Kathy Hochul met with President Donald Trump on Friday to make the case for the congestion pricing program.Under the program, which launched on January 5, most passenger vehicles are charged $9 during peak periods to enter Manhattan south of 60th Street. Trucks and buses pay up to $21.60. The fee is reduced by 75% at night.The MTA, which has issued $900 million in debt for the congestion system infrastructure costs and capital projects, projected Monday it is on track to raise $500 million in net revenue the first year, noting it only collected revenue for 27 days in January.In total, 68% of revenue came from passenger vehicles, 22% taxis and ride share vehicles, 9% from trucks and 1% motorcycles and buses.The MTA sued last week seeking to block Trumps effort to terminate the program.Hochul has said that funds raised from the program would underpin $15 billion in debt financing for mass transit capital improvements.The program was approved in the final months of former President Joe Bidens administration.Charged via electronic license plate readers, private cars pay once a day regardless of how many trips they make into the central business district.A few other cities have implemented congestion pricing systems. London, which began its system in 2003, now charges 15 pounds ($18.70). That's the Gordon, which British manufacturer Eskimo Design bills as "Europe's most innovative towel warmer" and "the best electric towel rail you will ever own." The shape doesn't seem particularly efficient to meI'd think you'd want as few creases in the hung towel as possible, to speed even dryingbut the company explains why their extruded-fin design performs better:"Humidity. This is where the traditional ladder rail design breaks down completely. Not only does it not provide adequate airflow, but due to the horizontal nature of the towel hanging it also traps a pocket of damp air underneath the towel that, once it has become saturated with moisture, cannot absorb any more and so prevents the towel from drying further in that area. Gordon towel radiator's use of long vertical fins provides free air galleries that constantly exhaust the humid air, replacing it with dry air from underneath the towel warmer." Eskimo also claims their product is ultra-efficient. "Our vertical heated towel rail is engineered to provide exceptional value for money when it comes to power consumption," they write. "Gordon could be left on for the year-round and still would clock in less electricity usage than a traditional heated rail." Lastly, they say the product is faster to produce results than incumbent designs: "Multiple test results have shown that Gordon reached the optimum operating temperature up to three times quicker than the traditional heated towel rails." Though Eskimo is a British company that primarily targets the European market, they do produce 110V versions for U.S. buyers.     We can probably easily tell at a glance what were drinking, especially if the cup or mug were drinking from is clear as glass. But what if that glass had a special trick that would literally spell out its contents? Sounds like a Harry Potter prop, definitely, and were probably decades away from such a smart piece of drinkware that can clearly label what you pour inside it. But as some would say, fake it till you make it, and these simple-looking clear glasses and mugs definitely try.At first glance, they seem like normal transparent glasses, but once you pour milk or coffee, their magic starts to appear. It almost feels like theyre magically telling you which drink theyre holding, but once you realize the trick, youre bound to smile at the silly yet effective mind games that these text-changing glasses play.Designer: TOALIt definitely sounds like a helpful feature to have a cup that tells you in bold letters whats inside. Of course, if the cup is transparent anyway, it becomes more of a fun detail that adds a little flavor to your favorite drink. Figuratively, of course. These glasses and mugs have Japanese words for coffee and milk written on them, and only one or the other is visible, depending on which one is actually poured inside.Its really a simple visual trick that takes advantage of the natural colors of these two drinks. Coffee is normally black or dark brown, depending on the brew, so the dark Milk text vanishes when the glass holds coffee. The opposite is true for white milk, making the white Coffee label invisible. And when you mix the two together? You see both words appear, indicating a mixture of both liquids.Of course, the illusion breaks down if you pour in any other color of liquid or if the glasss contents go below these words. Its not a trick that will completely amaze your guests, but its good enough to have a laugh or draw a smile to anyone who figures it out. Plus, its always fun to watch one or the other word disappear, only to reappear when you mix coffee and milk.As for the drinkware itself, its pretty standard clear glass, though there are different designs that use heat-resistant glass. That sadly means you cant use the same vessel for both hot and cold drinks, though having a collection of these doesnt seem to be a drawback.     In our attempts to free ourselves from the tyranny of tangled wires, many have adopted purely wireless computer setups, using wireless keyboards and mice to control their computers. But while that does offer convenience, it comes at the cost of always being worried about the battery levels of those peripherals. After all, the last thing youd want to happen in the middle of an intense PvP match is for your mouse to glitch or die from low battery levels.Until the day we can charge devices purely over the air, well have to make do with solutions like replacing AAA batteries or charging built-in batteries for these accessories. A better design, however, is a wireless charger for these devices, or at least the mouse, which is what Logitechs second-gen POWERPLAY 2 is bringing to the table quite literally. With a simpler design and a more accessible price point, this wireless charging mousepad is trying to put all your battery fears to rest, at least for your mouse.Designer: LogitechIts almost too easy to think of the Logitech POWERPLAY 2 as a very large wireless charging pad for computer mice since that is at least how it behaves. But where have you seen a wireless charger that continues to charge your device even while you move it around the surface? Thats the almost magical feat that this unassuming accessory manages to pull off, making it feel like your mouse will never die from an empty battery ever again.One of the best parts about this design is that you dont need a specialized mouse just to use it. Themousepad comes with a disc-shaped coin that you attach to a compatible Logitech G mouse, and thats all the setup you need. Of course, that does mean you need to already own or buy one of those models, which isnt such a bad deal considering the brands large number of mice designed for gaming and comfort.Although this isnt Logitechs first wireless charging mousepad, the first iteration wasnt received so well because of its price tag. The POWERPLAY 2 dials that down a notch to make it a little bit more accessible, but it also changes a few key features and designs. For one, the USB cable is permanently attached to the mousepad now, so you have very little choice on the matter, not that the old micro-USB cable was any better.Perhaps a bit more significant is the removal of a built-in wireless receiver, which means youll have to plug the mouses own dongle into the desktop or laptop, using up yet another USB port. Logitech claims its for the sake of flexibility so that the POWERPLAY 2 can work with future Logitech G mice, regardless of the technology being used.
