It accuses the company of running a "lawless enterprise", claiming it has "full knowledge" of the alleged "rampant infringement and other unauthorised conduct" happening on its site."[This] is not a regular online marketplace," reads the filing. "Instead, [it] runs a sophisticated sales platform and actively recruits 'sellers' skilled at using hacking software and other exploits to create infringing digital goods and to provide illegal 'services' to players of GTA 5." More specifically, Take-Two claims PlayerAuctions contains "thousands of listings for unauthorised, infringing GTA V content including heavily modified player accounts, in-game assets, and virtual currency all gained by using hacking software, cheats, and technical exploits."Take-Two claims PlayerAuctions sells accounts manipulated through hacking to provide "exorbitantly high game level ranking and in-game currency amounts", as well as content ordinarily only accessible through gameplay or purchases. "At the scale of its website," continues the lawsuit, "PlayerAuctions risks upending the GTA 5 player experience and interferes with the balance and fairness of the game."Take-Two claims it has "repeatedly confronted PlayerAuctions with evidence of infringement and other tortious conduct", but says its cease and desist orders have so far been ignored - all while Paiao Network Technology allegedly continues to reap "millions in revenue" from infringement. Take-Two says it's bringing its complaint to the court in order to "shut down PlayerAuctions rampant infringing online marketplace, end its corrupt business model, and protect the integrity of GTA V for its players."Take-Two is claiming relief for copyright and trademark infringement, and is requesting the court "preliminarily and permanently" prohibits PlayerAuctions from selling accounts, virtual goods, and virtual currency in GTA 5 or any of its other games. Additionally, Take-Two wants PlayerAuctions to be prohibited from "aiding, abetting, contributing to, or otherwise assisting, benefiting or inducing" hacking of its software or infringing its GTA trademarks.Take-Two's lawsuit follows a similar filing against PlayerAuctions by Roblox Corporation last month. The company is also seeking monetary damages, as well as requesting the court prevents PlayerAuctions from buying, selling, and trading Roblox-related products.

    A billionaire-backed push to develop libertarian enclaves in Central America is being imported back to the United States, where its proponents want to lay the groundwork for their own privately run, corporately governed cities. A new lobbying group, dubbed the Freedom Cities Coalition, wants to convince President Trump and Congress to authorize the creation of new special development zones within the U.S. These zones would allow wealthy investors to write their own laws and set up their own governance structures which would be corporately controlled and wouldnt involve a traditional bureaucracy. The new zones could also serve as a testbed for weird new technologies without the need for government oversight. Wired recently reported that the Coalition was drafting congressional legislation that would allow it to establish a network of its new cities. One of the chief motivations for the creation of these communities is so that new scientific and technological development initiatives can be carried out without the need for regulatory oversight. The outlet writes: According to interviews and presentations viewed by WIRED, the goal of these cities would be to have places where anti-aging clinical trials, nuclear reactor startups, and building construction can proceed without having to get prior approval from agencies like the Food and Drug Administration, the Nuclear Regulatory Commission, and the Environmental Protection Agency. The Freedom Cities Coalition is a project of NeWay Capital, a company that has been centrally involved in the development of Prospera, a private, free market, crypto-friendly enclave in Honduras. Prospera was made possible by a special regulatory setup, dubbed a special economic zone (or ZEDE), that was established in the country in 2013 in the wake of a U.S.-backed coup. ZEDEs allow for private actors to essentially move into geographically partitioned areas and write their own regulatory and judicial rules. Prospera is also part of something called the Network State, an anarcho-capitalist ideological movement, backed by tech-billionaires, that seeks to create privately run cities with native cryptocurrencies.Wired reports on the efforts of the Freedom Cities Coalition to encourage President Trump and Congress to enshrine their project into federal law. Currently, the lobbyists are pursuing a number of different strategies to get some kind of law authorizing the cities development on the books: Trey Goff, the chief of staff of the startup nation known as Prspera, tells WIRED that he and other Prspera representatives working under an advocacy group called the Freedom Cities Coalition have been meeting with the Trump administration about the idea in recent weeks. He claims the administration has been very receptive. On its website, the Freedom Coalition claims that while other nations are creating new centers of innovation, Americas regulatory environment is holding back progress. The site continues:Freedom Cities are Americas boldest solution to unleash our nations full potential. By creating zones of regulatory clarity and economic dynamism, these specially designated areas strip away decades of bureaucratic buildup while maintaining essential protections, allowing entrepreneurs and builders to move at the speed of human ingenuity rather than the pace of paperwork. Where will Americas new Freedom Cities be built? It seems quite possible that the Network Staters want to build them in our national parks. On its website, the Freedom City Coalition notes that 28 percent of U.S. land is federally owned and ready for innovative development. It doesnt specify what kind of federal land is ready for this innovation, but most of the government land that isnt used for farming and energy development is used for wildlife conservation. Its also worth noting that, in a video released during the presidential campaign, Trump openly spoke about using protected federal lands to build Freedom Cities. Past generations of Americans pursued big dreams and daring projects that once seemed absolutely impossible, Trump said in the video. They pushed across an unsettled continent and built new cities in the wild frontier. Trump then called for the use of protected federal lands to develop ten new urban metropolises. These developments, he said, would re-open the frontier, reignite American imagination, and give hundreds of thousands of young people and other people a new shot at home ownership and, in fact, the American dream.

And this is wrong because datacentres have the potential to bring multiple benefits to local communities, beyond simply creating jobs for residents during the construction and operation phases of their development, the report stated.To this point, datacentres have the potential to improve health outcomes, create jobs, support research centres and draw in high-value industries for the benefit of local residents, the report continued.This means that datacentre developers have a responsibility to work with other stakeholders to create a positive impact on society, beyond data buildings and campuses, said Derek Main, director of datacentre and mission critical at Hoare Lea, in the introduction to the report.At the same time, developers are likely to favour setting up shop in locations where the local community is supportive of what they are trying to do. However, securing that support will be difficult to achieve without spelling out the benefits to local citizens that a datacentre development can bring.Datacentres will locate elsewhere to countries and regions where there is less resistance and where they are more welcome, the report stated. The lack of a direct community dividend can make datacentre developments untenable.Examples shared in the report of local benefits that could be generated by encouraging developers to forge closer ties with the surrounding communities include schemes where the waste heat from datacentres are reused within neighbouring housing developments, community buildings or vertical farm setups.The sites could also offer discounted data access for research institutions, such as universities or NHS organisations, or bring in economic benefits by acting as lure for other digitally minded businesses to move into the area, the report added.Datacentre developments can be beacons, catalysts and nodes for social and economic gains if fully realised, the report stated. This type of infrastructure can also supercharge communities that embrace them.The report features input from several datacentre industry market stakeholders, as well as sociology experts to establish how datacentres could be more socially integrated into local communities.Datacentres do not need to be pitted in competition with local people for access to resources they can enable other opportunities for people instead, said Main.Paul Hanna, head of societal impacts at Hoare Lea, said the contents of the report champions the importance of large-scale infrastructure developers taking time to understand a communities needs, which he describes as a crucial part of the planning process such projects.Alongside the technology, security, and energy-efficiency, datacentres would benefit greatly by being designed with societal insight, Hanna continued. Equally if not more important is the devastating health consequences of some of President Trumps executive orders on health and global health. The health of societys most vulnerable population is intimately linked to government policies and priorities. Here are how the most vulnerable populations in America and around the world will suffer because of recent policy shifts.Individuals In Low-Income CountriesThe Trump administration officially cut 83% of USAIDs foreign aid contracts, which equates to billions of dollars in aid to fight important infectious diseases like malaria, a leading cause of death in many African countries. Although the U.S. State Department for Humanitarian Assistance issued a waiver that would get malaria medicines to millions that need them, many humanitarian contracts have been terminated and many medicines and insecticide-treated bed nets that help treat and prevent malaria have not reached some of the poorest countries like Uganda and Nigeria. These countries endure the largest burdens of malaria worldwide.New modeling from Malaria No More suggests that just a year of disruption of life-saving malaria drugs would lead to 15 million additional malaria cases and 107,000 additional deaths globally, most occurring in low-income countries in Africa. These deaths in the poorest populations would be entirely preventable with U.S. aid.Consider also tuberculosis, which globally accounts for the most deaths of any infectious disease. About 1.25 million people died globally from this bacterial infection in 2023, according to the World Health Organization.The USAID normally funds up to $250 million for tuberculosis programs in 24 countries, many in Africa that face the highest burden of disease. With the onslaught of funding cuts, drug supply chains are breaking down and laboratory services have been disrupted, making identifying, monitoring and treating tuberculosis difficult.Since the discontinuation of USAID funding, about 3,600 tuberculosis deaths have occurred and 6,400 new cases have been diagnosed. The vast majority of these cases and deaths could have been prevented with continued aid and funding from the United States. These health casualties are occurring predominantly in poor patients who live in low-income countries and cannot afford tuberculosis medications.Another important federal program that has been impacted by the freeze on foreign aid includes the Presidents Emergency Plan For AIDS Relief. This program has provided life-saving HIV/AIDS care to low-income countries since 2003, and has saved more than 26 million lives since its inception. Despite waivers in place that theoretically would allow life-saving anti-retroviral therapy and HIV testing to continue, many PEPFAR programs have since been terminated. As an example, the Elizabeth Glaser Pediatric AIDS foundation, which treats HIV pregnant women to prevent their babies from contracting HIV in the U.S. and abroad, received a cancellation notice that affected the care of over 350,000 people.If funding for PEPFAR is not restored completely, about 1 million people will die every year. These will all occur in low-income countries where people otherwise cannot afford anti-viral medications to fight HIV.Marginalized Communities In AmericaPresident Trump, in a recent executive order, also terminated the Health Equity Advisory Committee for Medicare and Medicaid Services. This committee identifies and addresses systemic barriers to healthcare access, and is particularly important to marginalized communities like people of color and those who live in rural areas that face significant challenges in accessing high-quality healthcare. Without this committee, people of color will continue to suffer and racial disparities in healthcare will continue to be amplified.Low-income Americans And Those With DisabilitiesThe future of Medicaid also remains uncertain as Congressional Republicans are attempting to reduce spending. Trillions of dollars could be cut for Medicaid, by potentially capping the amount of spending per enrollee or adding work requirements for each beneficiary.If these policies are enacted, millions of Americans could be dropped from Medicaid, the largest health insurance program serving over 70 million Americans. Medicaid provides health insurance to low-income individuals, pregnant females, children and those with disabilities. This would mean these Americans would have less access to doctor visits, dental care and access to life-saving medications. Medicaid serves those who cannot afford healthcare and medications to begin with, and such policies will have devastating consequences in amplifying health disparities among the most vulnerable.As Dr. Martin Luther King Jr. once said, Of all the forms of inequality, injustice in health is the most shocking and inhumane.

Photographer: Michael Nagle/Bloomberg 2025 Bloomberg Finance LPOn 5 January 2025, New York became the first city in the U.S. to introduce a congestion pricing zone, in an effort to ease traffic in central areas, and to raise funds for the city's public transit system. The scheme requires drivers to a pay a fee for their vehicle to access Manhattan (below 60th Street), with the fee set higher for larger vehicles and for travel during peak times, and lower for smaller vehicles and for travel during off-peak times.Within the schemes first week, traffic had fallen by 7.5%, with 273,000 fewer cars entering Manhattans central business district, and travel times on inbound river crossings had been cut by more than a third, leading to faster bus journeys. By the end of January, tolls from the congestion pricing program had generated $48.66 million in revenue, putting it on-track to meet the Metropolitan Transportation Authoritys first year target of $500 million. So far, so successful.And then, on 19 February, the U.S. Transportation Secretary Sean Duffy announced that the Federal Highway Administration had "terminated approval" of New York City's congestion pricing scheme, calling it backwards and unfair. The next day, the official White House account tweeted an image of President Donald Trump, in which he likened himself to a king saving the city.In response, New York Governor Kathy Hochul said Im here to say New York hasnt labored under a king in over 250 years. And we sure as hell are not going to start now. The MTA filed a lawsuit in Manhattan federal court challenging the decision, and theyve since been joined in that effort by environmental groups and transit advocates.At the time of writing ten days before the termination date of 21 March set by the Trump administration no decision has yet been made on the lawsuit. The fate of NYCs scheme hangs in the balance.But are congesting pricing programs really worth pursuing? Each of these cities use their own slightly different zoning schemes and pricing mechanisms, but ultimately, all are trying to reduce the number of cars and other vehicles in specific areas.Economists argue about the details of road- or zone-based tolls, e.g. around how much to charge, and how to reduce the cost of running a pricing scheme but most agree that such schemes have a net positive effect on society. Congestion pricing is often very unpopular when first introduced, and is (sometimes rightly) viewed as profitable but inequitable. Ultimately, the key to making congestion pricing zones both fair and popular is through the provision of alternative modes of transport beyond private vehicles frequent and low-cost mass transit, and safe cycleways and footpaths. On that front, some cities are more successful than others.Londons pricing zones are the most extensive and the most well-known. The city has two overlapping schemes that manage the type and quantity of vehicles that can drive on its roads. Ultra-low-emission zones (ULEZs) are areas in which vehicles that exceed specific exhaust emission standards are either banned entirely, or are required to pay a toll. As of 2019, the ULEZ covers all London boroughs; an area measuring 1,500 km2, which is home to nine million people. Theres also a smaller Congestion Charge Zone (CCZ) in central areas, which, like NYC, charges all vehicles to enter during specific times.The Stockholm congestion tax was made permanent in 2007, after being discussed for close to two ... What really made it possible was a seven-month trial period (January to July 2006), which included some public transit expansion in addition to the introduction of tolls. Prior to the trial, public support for the system was low, at just 36 %. But a significant drop in traffic volumes measured during the trial changed that. 53 % of voters ultimately supported the decision to retain the system permanently. Since then, congestion has stayed low, with fewer delays on the roads than projected. In addition, its had an impact on the type of vehicles people drive over a three-year period, the share of cleaner, alternative-fuel vehicles on the roads rose from 3 % to 14 %.Singapore has continued to keep its traffic flowing relatively freely, even as the number of cars in the city-state has grown. Speaking to the NYT, economics professor Walter Theseira explained that pricing was just one lever used to keep the car fleet manageable. The other is a vehicle quota system which limits car purchases to only those Singaporeans who have a specific certification.The situation in the British capital is more nuanced. According to Transport For London (TfL), the number of vehicles driving into the city center dropped by 18 % during weekdays as a result of congestion pricing. But earlier this year, transport analytics company Inrix declared London as the most congested city in Europe, saying that the number of hours drivers spend sitting in traffic continues to increase. When asked why this might be the case, Alina Tuerk, head of transport strategy and planning at TfL told CBS News that its partly because some car lanes have been repurposed for other uses, such as walkways, bus lanes and bike lanes. This has reduced capacity for drivers, but it has increased capacity for other transport users, making Central London and the city a much more pleasant, people-centric place to be. However, its likely that much depends the existence of extensive public transit networks, as well as the quality and frequency of services offered on them, and the demographics of those travelling.In Stockholm, the number of passengers on public transit was 4.5 % higher after the introduction of the congestion tax than before, but that just 0.1 % of the reduction in vehicle traffic can be ascribed to expanded bus traffic.A 2023 study looked at the impact of a sudden, temporary pause in the Milan congestion pricing scheme. It showed that bike-sharing declined by between 5% and 8 % during that time, which the authors attribute to the increase of road traffic congestion, which makes cycling less safe and pleasant.A survey of Beijing drivers in 2019 concluded that congestion pricing strategies were more effective than reward strategies in promoting mode shifts among more habitual automobile travelers.People living in London are relatively well-served by public transport, which explains why, in 2022, 67 % of Londoners travelled by active or public transit. Particle emissions (PM2.5) from vehicle exhausts are estimated to be 31 % lower on the outskirts of the city than they would have been without the ULEZ expansion. In fact, in 2014, a study from The World Bank concluded that air pollution and injuries from on-road motor vehicles cause 1.5 million deaths globally each year. That represents 2.9 % of deaths from all causes.There have also been several studies that aim to investigate the health impacts of congestion pricing schemes. The most comprehensive review of these studies was published in Lancet Public Health in 2023. It screened more than 2000 papers to find those that included reliable data on the health effects of low-emission zones (LEZs) and congestion charging zones (CCZs). From that, they focused on 16 studies from Italy, UK, Germany, Sweeden and Japan.Results varied across each health specific outcome they were interested in, but they concluded that LEZs have an overall positive effect on cardiovascular disease. In other words, lower emissions lead to better heart and circulatory health among populations living in those areas. In some instances, they also found that LEZs led to a reduction in the number of people suffering from respiratory conditions, and in Germany, the health benefits of LEZs were most felt by those over 65. CCZs were associated with reductions in road-traffic incidents, with lower overall incidence of injuries. Analysis of childhood asthma in Stockholm found that the introduction of a CCZ led to a drop in acute asthma visits to hospitals.And a separate paper from 2025 that looked at the London LEZs and CCZs showed that together they have a statistically significant effect on long-term public health.Overall, Id argue that congestion pricing is a positive thing to introduce to a dense city well-served by public transit services.
