  • Trump Halts Funding to Build More Electric Vehicle Chargers Nationwide

February 7, 20253 min readTrump Halts Funding to Build More Electric Vehicle Chargers NationwideThe Trump administration has halted funding for a $5-billion program that Congress created to help states build out their electric vehicle charging networkBy Mike Lee & E&E News An electric vehicle at an Electrify America charging station in Atlanta, Ga. Megan Varner/Bloomberg via Getty ImagesCLIMATEWIRE | The Trump administration has frozen funding for a $5 billion program to build a nationwide network of electric vehicle charging stations. The Federal Highway Administration sent a letter Thursday to state transportation departments, telling them "no new funding obligations may occur" under the National Electric Vehicle Infrastructure program. The agency said it was suspending approved state implementation plans, which allow states to access NEVI funds automatically allocated through a congressionally created formula. FHA is also pausing approval of new plans; states submit plans annually, describing where and how they plan to build the chargers. On supporting science journalismIf you're enjoying this article, consider supporting our award-winning journalism by subscribing. By purchasing a subscription you are helping to ensure the future of impactful stories about the discoveries and ideas shaping our world today. The move comes after two federal judges ordered the Trump administration to end its wide-ranging freeze on federal aid.The FHA letter said states would not be able to submit new plans and thus access the funds until the Department of Transportation updates the NEVI program guidance. DOT's leadership plans to bring NEVI into compliance with an order from Transportation Secretary Sean Duffy to prioritize funding for communities that have high birth and marriage rates and for those that enforce federal immigration law, according to the letter. The FHA letter specifies that while it is freezing new obligations, "reimbursement of existing obligations will be allowed in order to not disrupt current financial commitments."The move to freeze NEVI funds is likely to draw legal challenges from states that support the program.Im sure that states that have entered into contracts for a lot of construction work over the last several years will be seeking clarification over whats set out in the law and whats subject to the DOTs policy change, said Albert Gore, executive director of the Zero Emission Transportation Association.NEVI was created by the 2021 bipartisan infrastructure law, as part of a $7.5 billion effort to expand EV charging. The program is in its third year out of a five-year authorization, and a lot of the money has already been dispersed to the states, said Ryan Gallentine, managing director at Advanced Energy United, a trade group for EV-makers and charging companies.States are under no obligation to stop these projects based solely on this announcement. We call on state DOTs and program administrators to continue executing this program until new guidance is finalized, he said in a statement.NEVI was a high-profile part of the Biden administration's effort to promote electric vehicles, which also included billions of dollars in tax incentives for factories and battery plants and a $7,500 tax credit for EV purchases. Those carrots were paired with regulatory sticks: EPA wrote stringent emissions standards to push the car industry toward EVs, and DOT wrote fuel economy standards to make gas-powered cars more efficient.President Donald Trump has railed against the programs as an EV mandate and pledged to get rid of it.He signed an executive order unleashing American energy that specifically targeted NEVI funds and called on agencies to freeze funding from the Inflation Reduction Act and the infrastructure law. While two courts have ordered the administration to halt its funding freeze, the Trump administration has been slow to comply.NEVIs goal is to create a network of rapid charging stations every 50 miles on major highways, which would help alleviate the range anxiety that many EV supporters see as a barrier to their adoption. The office that oversees the funds, known as the Joint Office of Energy and Transportation, was able to convince carmakers to adopt a single standard for charging software and the connectors that plug into cars. But the program was slow to roll out, with the process of writing rules and approving state plans dragging on so long that no chargers were built in the first two years. Some states, particularly rural states like Wyoming, also argued that the programs rules were too restrictive. They argued that the requirement to locate the first chargers close to interstate highways would require building them along nearly deserted areas far from the regions few towns.Alabama announced in January it wont build any chargers using NEVI funds.About 59 percent of the governments broader $7.5 billion charging funds have been fully obligated, and theres strong demand for the remaining $3.3 billion, Gabe Klein, the joint offices executive director, said in January. This story also appears in Energywire.Reprinted from E&E News with permission from POLITICO, LLC. There's a reason you can hear someone coughing on Civ 7's Age Transition screen"During an Age Transition, players might hear strange noises," 2K acknowledges.Image credit: 2K / Eurogamer News by Tom Phillips Editor-in-Chief Published on Feb. 7, 2025 Civilization 7 players say they can hear coughing and grunting while browsing the game's Age Transition screen - and now publisher 2K has acknowledged the issue. A lengthy reddit thread discussing the problem includes examples of strange audio clips that players have recorded - and yes, you can clearly hear something going on in the background, behind the Age Transition menu's soaring orchestral music. "I thought maybe I'd left a stream on or was somehow in a Discord call," one player reported, "but I double-checked and no. You can really hear a person clearing their throat and coughing throughout the music. I'm not sure how this is even possible but it's kind of hilarious if you ask me."Other examples uploaded to YouTube include snippets of characters grunting, or the sounds of swordfighting.Watch on YouTubeBut rather than the game's actual music track being taped over by someone with a sore throat, 2K has said a more benign reason is likely to blame."During an Age Transition, players might hear strange noises," a 2K spokesperson confirmed, in a post on the official Civilization support site. "This is likely due to the audio from the Main Menu being played over Age Transition screens."This means you may hear short voice lines, shuffling around, and general idle noises while on the Age Transition menu."Other players report hearing audio from the leader they're playing as looping in the background, including mumbling and clothes rustling.Earlier today, Firaxis issued a blog post acknowledging Civilization 7's mixed response from players so far, and pledging a raft of updates designed to address key community-requested changes and features. These will include improvements to UI interactions and map readability, as well as adding Teams to multiplayer games and adding in hotseat multiplayer.Eurogamer's Civilization 7 review described it as "a competent entry with some poorly executed ideas and a striking lack of personality".

The good news for fans is that the GTA 6 release date remains on track for 2025, but there is still the risk of a delay.GTA 6 still on course for 2025 release dateDuring Take-Twos Q3 2025 earnings call, Take-Two Interactive confirmed that the release date for GTA 6 is still planned as Fall 2025. This means the newest Grand Theft Auto starring criminal duo, Jason and Lucia, should come out sometime between September to December. In addition to the earnings call, Take-Two reaffirmed the 2025 release directly to outlets such as IGN. Speaking to IGN, Take-Two Interactive CEO, Strauss Zelnick, said that the publisher feel really good about GTA 6 coming out in fall 2025.However, while Take-Two believe the game will come out this year as planned, Zelnick warned theres always a risk of slippage. This means theres still the risk of a delay, which is evident by the fact theres still no concrete release date announced. In addition to discussing the games release, Zelnick reassured fans that Rockstar seeks perfection. The whole organization is super excited for when GTA 6 does come out, however, Take-Two are not claiming success before it occurs as Zelnick is fond of saying arrogance is the enemy of continued success.Unless something completely catastrophic occurs, Grand Theft Auto 6 will be a monumental success when it comes out. Its projected to make over $1 billion in pre-order sales alone, and thats including the fact it is only scheduled to launch in 2025 for PS5 and Xbox. • How long does it take to make a Warframe? Well, it's more complicated than you'd think
    www.vg247.com
Build TimeHow long does it take to make a Warframe? Well, it's more complicated than you'd thinkIt turns out adding a new frame takes a lot of work - who knew?Image credit: Digital Extremes Article by Connor Makar Staff Writer Published on Feb. 7, 2025 Warframe has been around for a while now. With the game coming up on its 12th anniversary, it's become a staple in the world of live service. Who would have thought that space ninjas, farming Brakk well past your twenties, and farming cryotic for a melee weapon you'll use for an hour would be so enticing to so many. In this time, the game has been blessed with 59 warframes in total. All distinct, all visually interesting, all respectable picks. Except Khora. But what actually goes into making a Warframe? How long does it take, and how does the team manage to get them out on the endless treadmill all live service devs are cursed to walk, forever. Well, according to Pablo Alonso, design director on Warframe, there's a lot of moving parts that determine how long it takes to make a frame, as well as what exactly goes into making a warframe. To see this content please enable targeting cookies. VG247: How long, on average, would you say it takes to create a new warframe? From concept to playable.Alonso: "It really depends, were concepting new Warframes all the time behind the scenes and are always coming up with new design ideas. Sometimes you have a really great concept and the games needs shift and you have to switch focus and come back to it later (if ever). But thats also live service development we need to create things that work for the game, its narrative, and our players, and those needs typically change as we go.""In general, there are so many layers to creating a Warframe, but everything starts with an idea and then you have to think about their abilities and weapon kit and cosmetics and then figure out how to make all of that work alongside 12+ years of content without breaking anything. Sometimes, we get through all those layers quickly, other times we encounter challenges that require us to go back to the drawing board and try something different so its tough to answer the question with a direct timeframe."VG247: Could you give a broad overview of what the design process looks like? Do you start with an aesthetic design, then figure out gameplay? Is it the other way around, or does it depend on the warframe?Alonso: "It varies, sometimes it will start with a designer having a great mechanic idea that they want to explore, and then concept art teams will design a frame based on that. Other times, it starts with concept art and then a designer will create the mechanics and build out the gameplay based on the art. And sometimes, it will even be more based on the setting of where the update will be that inspires it (like Jade for our Narrative Update Jade Shadows). What is super important is that somewhere along the line, someone is passionate about it since that usually carries the Warframe to success."VG247: Could you provide some insight into the challenges present when trying to create a warframe to schedule, given the Warframe standard of quality. What points in a warframe's development are the most challenging to overcome in time?Alonso: "Since we have almost 60 Warframes (not including our Prime Warframes), we tend to try more crazy things now. All the basics have been explored at one point or another, so be it a Warframe whose abilities depend on the luck of a dice roll or one that can see through walls or be invisible, we are always trying new stuff.""And with new ideas, there will always be hard to predict pitfalls that you wont know until you are there, which tends to make a mess for schedules. We try to put enough padding and be very diligent during prototyping to find those potential issues as early as possible."VG247: As a bonus question, do you have an anecdote that best personifies the challenges in the development process for a warframe? Something that sticks out as a great example of how hard it is to get the work done, as well as the effort it takes to get an agent over the finish line.Alonso: We develop Warframe with a lot of transparency, which can be great to get early feedback, but also means sometimes you get a bucket of cold water thrown on you. For Garuda, we were initially planning to make one of her abilities her spinning and pulling enemies in to get cut by her claws. We showcased this on a devstream and players were not into it at all. They felt it was slow, and we already had other spin-to-win abilities that were not fan favorites. So, with just a few weeks to go until release, we scrapped the ability and made a brand-new one that players were much happier with. I think this is a pretty unique Warframe challenge, given how open we are about development of the game with our community."

Tamrihell YeahThere's now a Witcher 3 mod that lets you ride around on a full-size dragon Skyrim-style, just in case you don't fancy a piggyback from an alchemistBecause sometimes Tomira just can't run fast enough to get you from Novigrad to Kaer Morhen in less than a year.Image credit: CD Projekt News by Mark Warren Senior Staff Writer Published on Feb. 7, 2025 In possibly the most visually interesting case of someone combining another thing I like with The Witcher 3 via a mod since someone slapped Kazuma Kiryu's back tat on big Gerry, there's now one that'll let you ride on a dragon a bit like Skyrim's Dragonborn can after visiting Solstheim. As with a bunch of cool Witcher 3 mods we reported on last year, such as new quests, a big ship you can fall through the deck of, and playing as Ciri in her The Witcher 4 getup, this one also wouldn't be possible with those handy REDkit tools. To see this content please enable targeting cookies. It's called 'Herald of the White Frost' and it's by modder errornoaccess, who also made the mod that lets you run around as centaur horse-man Geralt which I had a fun few hours with back in November. They've also made mounts of griffins, fiends, and, er, White Orchard's alchemist Tomira.Anyway, their latest creation is a "custom dracolizard monster" you've got to beat in a boss battle before you can hop on its back and fly around on it a bit like you do with Skyrim's dragon riding, a thing we've all tried once or twice, then promptly forgotten it exists.Watch on YouTubeYou can find the dragon - named Unhcegila, the Herald of the White Frost - in the frozen town during the portal-hopping quest 'Through Time and Space', in White Orchard, or summon it via a "Mysterious Sapphire Crystal" that the mod puts on sale at four vanilla merchants detailed in the its description. After that, you've got a fight to win - a pretty tough one by the looks of the mod's comments so far. It'll earn you the "Horn of the Frozen Flame", which can be used to summon the dragon for you to ride, likely by equipping it as you would a torch to blow it, if it follows the same pattern as that centaur mod. The first time you do so, it looks like you'll get a quick tutorial running through the dragon riding controls.Do you fancy trying a dragon as your means of commuting from contract to contract? • Opinion: Miiverse Was Fine, But Does Anybody Really Want It Back In 2025?
    www.nintendolife.com
Image: Zion Grassl / Nintendo LifeIt probably says something about the system that the question 'y cant metroid crawl?' is one of the most memorable nostalgia nuggets from the Wii U era.Don't get me wrong - while the initial messaging was poor, the GamePad's killer apps never really arrived, and the system itself was slow and bulky, I still loved my Wii U. But with Nintendo spending the last eight years picking at its carcass and making its greatest hits accessible on 150 million more consoles, many memories made by the Wii U's faithful few are now muddled with the shinier 'Deluxe' versions.Thinking back on Wii U-exclusive recollections, it's Nintendo Land, Affordable Space Adventures, maybe ZombiU, the first (better) Super Mario Maker, and Miiverse that stick in the mind. And if you had to sum up the latter in one pic, it might be this one:A platform for the big questionsAhhh. You feel that? That's your nostalgia gland spurting. In fact, as Wii U approaches the last-last-gen threshold, I've noticed a general uptick in interest and affection - and that's great! It was a fun machine with brilliant games and interesting ideas, especially Miiverse. Simpler times, eh? Better times, even...Hang on, I'll stop you there. As the world disintegrates and our news feeds make us long for The Good Ol' Days, it's easy to pine for the quaintness and charm of Nintendo's social media experiment. The fun little Miis congregating around games on your plaza! The cute screenshots and innocence of the posts! The cool white and bright green look and the incredible artwork! Even the 'bad' posts were fun, right?Erm, no. Maybe the past decade has numbed us to it, but despite the charm, Miiverse was an undeniably clunky platform; a walled garden filled with horrid takes and a confusing mix of naive Nintendo fans, seasoned trolls, and kids dashing thoughts off without a second one. There have been rumours suggesting Nintendo wants to get social again with a new platform. It's been suggested that the mysterious 'C' button could link out to some new social hub, but wild talk of a TikTok-style platform called 'Vidmiio' has always had our collective eyebrows brushing the ceiling here at NL. Are we not social enough already? Do people not remember what happened the last time? You think Nintendo wants that again!?Image: Nintendo LifeWhile watching some old videos on the topic, I came across the lovely Alex-from-Nintendo-Life discussing Miiverse on the cusp of its demise. Though he highlighted its community of artists as a particular highlight, he generally didn't get much out of the platform beyond that. Asking around the NL office for Miiverse thoughts, beyond a wistful, faraway look, the service doesn't factor massively into our memories."I genuinely dont think I ever used it," came one response. "Useless, but charming," was another, referring to Wii's fun lineup of 'channels' in the same breath. "Wii Weather Channel was the bomb." Indeed it was, but in 2025 it's not something we're gagging to see make a return on Switch, and Miiverse falls into the same category.Maybe we were all a bit too old for it. Perhaps that walled garden was a safe space for a younger generation to express themselves, interacting and exploring a platform that, though policed by Nintendo, still managed to surprise and shock on occasion. Here's a reminder of Miiverse's look and feel that Alex whipped up... nine years ago? Hello there, old people! Probably. Possibly.Would Miiverse have shut down if Wii U had been a blistering success? It was on 3DS too, remember, so it's not just a case of Wii U underperforming. Miiverse was also tied into the old Nintendo Network ID system, but that could have been funnelled into the current Nintendo Account setup with some effort. The fact is, though, that it simply wasn't worth pursuing from Nintendo's perspective.Looking back, the vague, wishy-washy goal for the service and the stated reason it shut down doesn't give us a huge amount to go on:We started the Miiverse service in 2012 along with the launch of the Wii U system because we wanted to provide a space where users could share their feelings about games with each other. Thanks to users' support throughout the years, we think we were able to achieve that goal. We decided to end the service at this time because, among other reasons, many users are shifting to social networking services. The mainstream social shift to Twitter and other sites in the mid-2010s was definitely a factor, although "among other reasons" is doing a lot of heavy lifting in that sentence.Moderation apparently caught Nintendo off guard (see also Swapnote) and having dipped its its toe in the social pool, the platform holder soon realised it just wasn't worth the intense effort required to keep things family-friendly, something that's critical to its brand. By 2017 there were loads of places to "share feelings about games" - places where Nintendo didn't have to remove the constant D pics.If Wii U had enjoyed Wii or Switch levels of success, I still don't think Miiverse would have survived any longer than it did. Ironically, Wii U's reduced audience was a blessing in disguise for this social experiment. Can you imagine the hours and resources that moderating the posts of 100 million+ users would have sucked up?Now there's something we'd like to see make a comeback! Image: Damien McFerran / Nintendo LifeWhen people lament Miiverse's demise, I see it more as a desire to recapture the innocence and novelty of Nintendo's off-the-wall social approach in a world where cynicism can feel like the only tool you've got against the downright terrifying doomscroll. These days it's hard to see anything but two choices: stick your head in the sand, blanking and blocking anything negative in the name of self-preservation (and at the risk of appearing frivolous or ignorant); alternatively, get involved in the daily discourse, which inevitably devolves into knee-jerk snark, ill-informed takes, accusations and awfulness. No wonder people are longing for the Nintendo difference!Of the things sacrificed in the move to Switch, it's StreetPass that we really want brought back - a feature that encouraged interaction, cooperation, and getting out of the house with video games in your pocket. StreetPass reinforced the Nintendo difference in such positive ways. But while we can look back on the olden times with a nostalgic tear and enjoy memories of memes so viral that even Nintendo referenced them, Miiverse is best left in the past.Looking through old videos as I wrote this up, I came across the top comment on Alex's video below. @gavin2601 (a well-designated individual, for sure, but not me) summed it up perfectly as something to be remembered and learned from... but not repeated."Miiverse was the most beautiful mistake Nintendo has ever made."Would you like to see Miiverse make a comeback on Switch 2? • Random: Someone's Tried To Fix Zelda: Echoes of Wisdom's Awful UI
    www.nintendolife.com
Image: Nintendo LifeOne of the biggest criticisms we, and indeed the Zelda community at large, had with Echoes of Wisdom was its awful UI design for the echoes. It's a rare blip in what is otherwise an exceptionally well-crafted Zelda title in which you're presented with a single row of echo abilities that simply widens further and further as you accumulate more during your playthrough.Locating the one you want is a needless exercise in patience, and although you can sort the echoes to gain quicker access to your favourites, many folks would actually rather pause the game entirely and use the main menu instead.Subscribe to Nintendo Life on YouTube795kWatch on YouTube So, in an effort to 'fix' Echoes of Wisdom's UI, YouTube channel Game Maker's Toolkit has taken to Unity to provide a few nifty alternatives.First up, an attempt is made to simply add a bit of acceleration to the existing UI, allowing you to locate your desired echo in a slightly speedier manner. If this isn't different enough, you might like the cross-media toolbar approach, as seen on the PS3. Here, enemies and items are categorised, letting you keep the horizontal bar, but have it splinter off into vertical sections.Next up, we have the option of a simple grid system with tabs/pages, before moving onto an elegant radial dial approach. This, however, would likely be limited to a 'favourites' function due to the sheer number of echoes available in the game.To alleviate this, then, a spiral design is offered up that's similar in approach to Ubisoft's Beyond Good and Evil. It's a cool alternative, and we kinda wish that Grezzo and Nintendo had gone with something like this. Or maybe we've just read too much Uzumaki.Regardless of which approach you personally prefer, we have to applaud Gamer Maker's Toolkit for taking the time to explore new options for Echoes of Wisdom's dire UI design. It's not going to be officially changed now, let's be honest, but you can at least try out these new options for yourself via itch.io.Subscribe to Nintendo Life on YouTube795k "I got to experience Zelda all over again"It's gonna be a big oneWhat do you make of these alternative designs for Echoes of Wisdom's UI?
